6. LABORS

Based on the data of the National Labor Force Survey (NLFS) February 2019 as presented in Table 6.1b, the number of agricultural labors was 38,109,196 persons (29.46 percent of total labors in 2019). In 2020, it decreased by 0.16 percent from the previous year to 38,046,726 persons (29.04 percent of total labors in 2020). In 2021 it increased by 1.92 percent from the previous year to 38,777,600 persons (29.59 percent of total labors in 2021). Based on the data NLFS August 2019 (Table 6.1b), the number of agricultural labors was 34,577,831 persons (27.33 percent of total labors in 2019). In 2020 it increased by 10.55 percent from the total in 2019 to 38,224,371 persons (29.76 percent of total labors in 2020). Further, in 2021 it decreased by 2.86 percent from the total in 2020 to 37,130,676 persons (28.33 percent of total labors in 2021).

Based on the data presented in Table 6.2a and Table 6.2b, seems that the largest composition of agricultural labors was in the agricultural group in the narrow sense. In 2021, the total labors in this group based on data from NLFS 2021 (February) was 36,123,820 persons (93.16 percent of total agricultural labors), and based on data from NLFS 2021 (August) was 34,114,962 persons (91.88 percent of total agricultural labors).

From the composition of agricultural labors in the narrow sense in 2021 (Table 6.3a and Table 6.3b), most labors are in the food crop agricultural subsector. Based on data of NLFS February 2021 (Table 6.3a), the total labors in this subsector was 17,349,144 persons (48.03 percent of total agricultural sector labors in the narrow sense), followed by plantation subsector labors 9,861,608 persons (27.30 percent). Labors in the livestock subsector were 5,296,885 persons (14.66 percent) and followed by the horticultural subsector 3,616,183 persons (10.01 percent).

If grouped by gender, the labors in the livestock subsector in 2021 (February) were dominated by male labors amounting to 3,244,537 persons (61.25 percent), while the composition of female labors amounting to 2,052,348 persons (38,75 percent).

While based on Sakernas Agustus 2021, the labors in the live- stock subsector were dominated also by male labors amounting to 3,011,826 persons (60.61 percent), and female labors amounting to 1,957,166 persons (39,39 percent).

If grouped by province (Table 6.4a and Table 6.4b), the largest livestock labors in 2021 were in the East Java Province, which was 2,270,945 persons (NLFS February) and 1,971,529 persons (NLFS August). While the smallest livestock labors in 2021 were in Maluku Province, which was 1,626 persons (NLFS February), and in North Maluku Province 1,222 persons (NLFS August).

If the livestock subsector labors are grouped by educational level (Table 6.5a and Table 6.5b), in 2021, the basic education graduated livestock labors were still quite dominant. Based on data from NLFS February 2021, labors in this educational group were 4,440,025 persons (83.82 percent of the total livestock subsector labors). Meanwhile, based on data from NLFS August 2021, the basic education graduated livestock subsector labors were 4,106,088 persons (82.63 percent of total livestock subsector labors).

From the data in Table 6.6a and Table 6.6b, seems that the livestock subsector labors were dominated by the

produktif (berumur 25-59 tahun). Data Sakernas Februari 2021 menunjukkan bahwa tenaga kerja subsektor peternakan yang berusia 25-59 tahun sebanyak 3.332.627 orang (62,92 persen dari total tenaga kerja subsektor peternakan). Sementara berdasarkan data Sakernas Agustus 2021, tenaga kerja pada kelompok ini sebanyak 3.136.967 orang (63,13 persen dari total tenaga kerja subsektor peternakan).

Jika tenaga kerja subsektor peternakan dikelompokkan berdasarkan status pekerjaan utama (Tabel 6.7a dan Tabel 6.7b), pada tahun 2021 pekerja keluarga/tidak dibayar masih cukup dominan. Berdasarkan data Sakernas Februari 2021, pekerja keluarga/tidak dibayar sebanyak 1.899.074 orang (35,85 persen dari total tenaga kerja subsektor peternakan). Sementara itu berdasarkan data Sakernas Agustus 2021, pekerja keluarga/

tidak dibayar sebanyak 1.767.226 orang (35,57 persen dari total tenaga kerja subsektor peternakan).

PENJELASAN TEKNIS

1. Data diperoleh dari BPS (Survei Angkatan Kerja Nasional bulan Februari dan Agustus), publikasi oleh Pusat Data dan Sistem Informasi Pertanian, Kementerian Pertanian.

2. Penduduk usia kerja adalah penduduk berumur 15 tahun ke atas.

3. Penduduk yang termasuk angkatan kerja adalah penduduk usia kerja (15 tahun ke atas) yang bekerja, atau punya pekerjaan namun sementara tidak bekerja dan pengangguran.

4. Penduduk yang termasuk bukan angkatan kerja adalah penduduk usia kerja (15 tahun ke atas) yang masih sekolah, mengurus rumah tangga atau melaksanakan kegiatan lainnya selain kegiatan pribadi.

5. Bekerja adalah kegiatan ekonomi yang dilakukan oleh seseorang dengan maksud memperoleh atau membantu memperoleh pendapatan atau keuntungan, paling sedikit 1 jam (tidak terputus) dalam seminggu yang lalu. Kegiatan tersebut termasuk pula kegiatan pekerja tak dibayar yang membantu dalam suatu usaha/kegiatan ekonomi.

6. Sektor pertanian dalam arti sempit meliputi subsektor tanaman pangan, hortikultura, peternakan, dan perkebunan.

7. Sektor pertanian lainnya meliputi perikanan, kehutanan, perburuan, dan lainnya.

8. Sektor pertanian dalam arti luas meliputi sektor pertanian dalam arti sempit dan sektor pertanian lainnya.

9. Data tenaga kerja tahun 2017 sampai dengan Februari 2020 menggunakan penimbang hasil proyeksi penduduk tahun 2010-2035, sementara data tenaga kerja Agustus 2020 sampai dengan Agustus 2021 menggunakan penimbang hasil proyeksi penduduk Survei Penduduk Antar Sensus (SUPAS) 2015.

Meanwhile, based on data from NLFS August 2021, unpaid workers were 1,767,226 persons (35.57 percent of total livestock subsector labors).

TECHNICAL EXPLANATION

1. Data were obtained from BPS (National Labor Force Survey February and August) published by Center for Data and Information System for Agriculture, Ministry of Agriculture.

2. Working age population is persons of 15 years old and over.

3. Labor force is persons of 15 years old and over whom in the previous week were working, temporarily absent from work but having jobs, or those who did not have work and were looking for work.

4. Not in the labor force is persons aged 15 years and over, but not classified in the labor force, such as students, housekeepers, or others exclude personal activity.

5. Working is an activity done by a person who worked for pay or assisted others in obtaining pay or profit for the duration at least one hour during the survey week. Include an unpaid worker who help an economically activity/business.

6. Agricultural sector in narrow sense includes the food crops, horticulture, livestock, and estate crops subsector.

7. Other agricultural sectors include fishery, forestry, hunting, and others.

8. Agricultural sector in broad sense includes agricultural sector in narrow sense and other agricultural sector.

9. The data 2017 until February 2020 using the weighing results of the population projection of 2010-2035, while the Data of August 2020 until August 2021 using the weighing of the population projection result from the 2015 Intercensal Population Survey (SUPAS).
