MEN'S INTERFRATERNITY COUNCIL

We, the men's fraternal organizations of Alfred University, in order to promote har- mony and mutual understanding among the fraternities on the campus; to act as an interpreting medium between the faculty and the allied organizations on the campus o[ the t:niversity; to lay and euiorce rules for governing all situations of common In- terest to the fraternities, do hereby adopt and agree to bo governed by the following Constitution and By-laws of the Men's In- terfraternity Council.

Sec. 1. The name of this organization shall be The Men's Interfraterllity Council of Alfred University,

Sec. 2, The object of this organization shall be to control all matters that may be determined to be of llllltual interest to the various organizations herein represented.

ART. II-ME~mERSll[p

Sec. 1. The Council shall be composed of three representatives from cftch member organization.

Sec. 2. Each representative shall be entitled to one vote in any meeting of the CounciL

Sec. 3, Any new fraternity organizen upon th~ Campus. upon being recognizen by

the Faculty, IIf\lY apply for admission to the Coundl.

Sec. 4. An applying fraternity may be admitted to membership by a three-fourths vote of the Council, suth membership to take effect upon the signing of the Con- stitution of the' Council by the organization making application.

ART. III-OFFICERS AND DUTIES See. J. The officers of the Council shall be a President, a Vice President, and a Sec- relary-Treasurer.

Sec. 2. The duties of the offieers shall be in general, those pertaining to their offi- ces by parliamentary custom.

Sec. 3. The Secretary shall furnish a copy of the minutes of each meeting of the Council to each member fraternity within one week after date of meeting.

Sec. 4, Tbe Treasurer shall payout moneys only by direction of the Council.

ART. IV-POWEllS

8ec. 1. The Council shall have power to enforce all enactments, regulations, etc., within its jurisdiction as defined by the articles and By-laws of this Constitution.

AUT, V-PLEDGING

Ser. 1. No man shall have a pledge pin in his possession until pledged according to the ny-laws of this Constitution, nor shall h'e be considered pledged until he Weal'S a

pledge pin in the proper place, or has signified in writing his intention of join- ing a given fra ternlty.

Sec. 2. No fl'aternity shall bid or pledge a man until he has attended Alfred Uni- versity for the time of a closed season.

Sec. 3. The followi ng rules shall be strictly obse"ved in rl'gard to pledging:

special nights during Rushing' Week upon which each fraternity in turn entertains the prospective plcg-ees. Vpon these nights the fraternity which is doing the entertain- ing may be allowed the vrivilcge of rush- ing-. but no other fraternity is allowed

(4) Bids shall be sent out by the Sec- 124

retary of the Couucil at 8 :00 A. M., Oll the last Friday before the beginuing of Christmas vacation. All bids stamped and addressed,' must be in the hands of the' SecretRl'y, ·by that time.

(5) No bidS shall be returned before 8 :00 A. :>r. the following Monday, and all bids shall be returned before Christmas vacation begins. .

(6) From the time the bids arc sent out and until 12 :00 of the following Mon- ,lay, no fraternity shall discuss fraternity matters with any prospective plegee.

(7) All fraternity bids shall be sent out on printed forms supplied by the Coun- cil. Nothing else in addition to these cards shall be sent o~t.

(8) No Freshman shall room or board in any fraternity house until he has been pledg-efl by that fraternity.

Sec. 4. No fraternity shall approacb any lIlan ufter he has heen pledged to another fraternity or has signified in writ- ing, his intention of being ple<lg~d.

Sec. 5. Any fraternity which solicits the membership of any man in a manner which shall be considered unnatural or un·

fraternal shall have committe,l a misde- meanor requiring jndicial action by the Council.

have olapsed from the time tIre first pin was returned.

Sec. 7. If a man shoulel have his pledge pill to.ken from him, the Council shall be Informed by the fraternity whose pin he wore.

Sec. 8. ~'he names of all new pledgees shall be reported by each fraternity at each meeting of the Council.

ART. VI-IN ITIA TION

Sec. 1. No man shall be formally ini- tiated into any fraturnity until he has attained as index of .80 for his first sem- ester, or any subsequent officia.l index. An official index is taken immediately after the close of each semestcr.

Sec. 2. After a man has heen initiatell into a fl':lternity represcnterl on this Coun- cil, he is not eligible for memhership in any other fraternity during his stay In Alfred.

ART, VII-A'1lC~D'IEN'rS

SC('. 1. '1'ho regular meetings of the council shall be on the first Wednesday of each mOJI(h of tile college yca.·; time to he set by tlie Prpsillent.

Sec. 2 The place of meeting shall be rolated among the fraternities in the or- der of their Signing the Constitution. No- tice of each meeting shall be given hy the President of the Council at least twenty-four hours before the time of meet- ing.

Sec. ,3. The President of the Council shall he a Sen,ior member, and the Vi!'e President a Junior member. In case the President i,s detached from his office for any reason, the Vice President shall become president for the remainder of his term.

In such an event a new Vice President shall be elected.

Sec. 4. All representatives .hall assume their duties at the first regular meeting of the Council in the fall.

Sec. 5. The officers of the Council shall he elected at the first meeting of the school year.

Sec. 6. Special committees may be ap- pointed at any time by the President.

Sec. 7. In case of the absence of any member from any meeting of the Council, said member's vacancy must be filled by a ranking substitute should a fraternity not be fully represented at a Council meeting.

A fine of one dollar shall be imposed upon each -absentee at or before the next meet- ing of the Council.

Sec. 8. All motions pertaining tl, reprimands, penalties, suspensions, and ex- pulsions, shall be carried by a three-fourths majority vote. All amendments shall be carried by a unanimous vote.

Sec. 9. All other measures shall be carried by a majority vote.

Sec. 10. Any fraternity wbich belittles, or attempts to belittk or degrade, any other

fraternity in the eyes of any person by word or action, shall be considered as hav- ing committed a misdemeanor requiring judicial action by the Council.

Sec. 11. The Council shaJl determine the nature and extent of the penalty resulting from any proven misdemea.nor.

Sec. 12. A com[llete list of the active members and of the plfldgees shall be filed by each fraternity with the Secretary at the beginning of each College semester.

Sec. 13. All voting shall be done by open ballot unless otherwise designated.

Sec. 14. All officers of the coundl shall be students, but in the event of a disagree- ment considered important by the council, an impartial refree shall be appointed whose decision shall be final.

Sec. 15. No representative shall resign without the consent of the Council.
