in

order to promote bar- mony and 'mutual understanding among the fraternities' on the campus; to act as an, interpreting me<llum between tbe faculty and tbe allied organizations on tbe campus of the University'; to lay and enforce rules for goveruing all situations of common in- , terest to the fraternities, do hereby adopt

and agree to be governed by the following Constitution and By-laws of tbe Men's lu- terfraternlty Couucil.

Aa'!', I--NAM~J A;-ID OBJECr Sec. 1. The name of tbis organization sball be The Men'"s Interfraternity Council of Alfred University.

Sec. 2, Tbe object of this organization shall be to control all matters that Illay. be dete"rmined to be of mutual interest to the various organizations berein represented.

AR'!', II~~fEMnERsHIP

Sec, 1, The Council ,shall be composed of tbree representatives from each member organizlltion.

Sec. 2. Each' representative sball be entitled to one vote in any meeting of the Council.

- Sec. '3. Any new fraternity organized npon the Campus. upon being recognized by

the l!'aculty, may apply for admission to the Council.

Sec. 4. An applying fraternity may be admitted to membership by a three..fourths vote of the Council, s'u~h membership to take effect upon the signing of the Con·

stitution of the Council by the organization making application.

ART. III-OFFICEHS AND DllTIER

Sec. 1. The officers of the Council shall be a President, a Vice Prpsident, and a Sec·

retary-Treasurer.

Sec. 2. The duties of the officers shall be iD general, those pertaining to their offi- ces by parliamentary custom.

Sec. 3. The Secretary sball furnish a copy of the minutes of each meeting of the Council to each member fraternity within one week after date of meeting.

Sec. 4. The Treasurer shall payout moneys only by direction of the Council.

Awl'. IV-POWEllS

Sec. 1. 'l.'he Council. shall bave power to enforce all enactments, regulations, etc., within its jurisdiction as defined by the articles and By-laws of this Constitution.

AUT. V-PLEDGING

Sec. 1. No man shall have a pledge pin in bis possessiou until pledged accor<ling to the By-laws of this Constitution. nor shall h'c be considered pledged until he wears a

pledge pin In the proper place. or has signified In writing his intention of jOin- Ing a .given fraternity.

Sec. 2. No fraternity sball pledge a man until he has attended Alfred University for approximately the time of a closed season.

No fraternities shaH pledge a man who matriculates the second semester until the beginning of the following year.

Sec. 3. The following rules shall be strictly observed in regard to pleilglnl!':

(1) Closed Season shall be defined as that time from the beginning of college In the fall until Rushing Week.

(2) During Closed Season, no fraternity HI,all entertain more than three Freshmen at anyone time.

(3) The last full week of college be- fore Christmas vacation shall he 'considered as Rushiug Week. Beginning on the Mon·

day of this week, each fraternity. shall have a night. to entertain prospectiv~

pledgees. These nights shall be chosen b~'

lottery.

(4) Bids shall be sent out by the Sec·

retary of the Council 9. t 8 :00 A. M., on the last Friday before the beginning of Christmas vacation. All hids stampeil and addressed, must be in the hands of the Secretary, by that time.

(;» No bids shall be returned before the following Monday, and all bids shall be returned before Christmas vacation be- gins.

(6) From the time the bids are ,en t out, and until 12 :00 o'clock noon of the following Monday, no fraternity shall dis- cuss fraternity matters with any pruspt'c- ti ve pledgee.

(7) All fraternity bids shall te sent out ou printed forms supplied by the Coun- cil. Nothing else in addition to these cards shall bp. sent out.

(8) No Fresliman shall room or board in any fraternity house until he has been pledged by that fl'atemity.

Sec. 4. No fruternity shall approacb any man after he has heca pledged to another fraternity or has signified in w,-it·

ing, his intention of being ple(lged.

Sec_ 5. Any fraternity which solicits the memhership of any man in a manner which sball be considered unnatural or un·

fraternal shall have committed a misde- meanor requiring judicial action by tile Counci1.

Sec. 6. No fraternity shall pledge a man who has worn the pledge pin of another fratN'nity of this Council until four month.

Sec. 7. If a man should bave his pledge pill taken from him, tbe Council shall be Informed by tbe fraternity whose pin he wore.

Sec. 8, The names of all new pledgees shall be reported by each fraternity at each meeting of the Council.

AliT. VI-INITIATION

Sec. 1. No man sball be formally initi- ated into any fraternity until he has attain- ed an index of 0.80, either for his fir"t semester, or at any subsequent official in- dex. Agricultural School men must com·

plete their first term with an average of 70%, or attain such a grade at any subse- queut issuing of grades.

Sec. 2. After a man has been Initiated into a fraternity represented on t!J[s Coun·

cil, he is not eligible for membership in any other fraternity during his stay In Alfred.

AUT. VII-AMENDMENTS

Sec. 1. 'I.'be regular meetings of the council shall be on the first Wednesday of each month of the college year; time to he set by tile President.

2. The place of meeting shall be rotated muong the fraternities in the order of their signing tbe Constitution. Notice of each meeting sball t.e given by the President of the Council at least twenty·four hours be- fore the time of meeting.

Bee. 3. The President of the Council Allall be a Senior member, and the Vice President a Junior memoer. In case the President is detacbed from his office for any reason, the Vic .. President shall h"come President for the remainder of his term.

In such an event a new Vice President shall be elected.

Sec. 4. All representatives shall assume thdr duties at the first regular meetiug of the Council in the faIl, with the ex- ('eption of the Agrkultural Scbool repm- s"ntatives, who sbaH assume their duties at the first meeting aft~r the opening of the Agricultural School, and shall serve during the entire college year.

Sec. 5. The officers of the Council shnIl be elected at the first meeting of the year I1fter the opening of the' Agricultural School.

Sec. 6. Special committees may be ap·

pointed at any time by the President.

Sec. 7. In case of th~ ahsence of any memher from any meeting of the Council, Raid member's vacancy must he filled by "

A fine of one dollar shall be imposed npon each absentee at or before the next meet- ing of the Council.

Sec. 8. All motions pertaining tv reprimands, penalties, suspensions, and ex- pulsions, shall be carried by a three-fourths

majority vote. All amendments shall be carried by a unanimous vote.

Sec. 9. ,All other measures shall be carried by a majority vote.

Sec. 10. Any fraternity which oelittles, or attempts to belittle or degrade, any other fraternity in tbe "yes of any person by word or actiou, shall he considered as ha v- ing committed a misdemeanor requiring judicial action by the Council.

Sec. 11. The CouneiJ shall determine the nature and extent of the penalty resulting from any proven misdemeanor.

Sec. 12. A complete list of the active memhers and of the pledgees sha 11 be fi1<>el by each fraternity with the Secretary at the beginning of each College semester.

Sec. 13. All voting sha.ll be done by open ballot unless otherwise destgna teu.

Sec. 14. An officers of the councll shall be students, but in the event of a disagree- ment ('onsidered important hy the council, an Impartial refree shall be appointed whose decision shall be final.

Sec. 15. No representative shall resign without the consent of the Council.

Sec. 16. Amendments to the Constitu- tion shall not be voted upon until one month after being submitted.

Sec. 17. Special meetings may be caUed by the President at any time.
