Kebijakan Manajemen atas Struktur Modal
Kebijakan Direksi adalah mempertahankan basis modal yang kuat untuk menjaga keyakinan investor, kreditur, dan pasar, dan untuk mempertahankan perkembangan bisnis yang berkelanjutan. Modal terdiri dari modal saham biasa, saldo laba, dan kepentingan non-pengendali.
Direksi memonitor tingkat pengembalian modal dan tingkat dividen yang dibagikan. direksi berusaha mempertahankan antara laba lebih tinggi yang mungkin tercapai dengan tingkat pinjaman yang lebih tinggi dan manfaat serta jaminan yang diberikan oleh posisi modal yang sehat.
Realisasi rasio utang terhadap ekuitas untuk Laporan Keuangan pada 31 Desember 2016 adalah 76,96%.
The policies of the Board of Directors are: to maintain a strong capital base to maintain the trust of investors, creditors, and markets, and to maintain sustainable business development. The capital consists of ordinary share capital, retained earning, and non-controlling interest.

dapat terpenuhinya target tersebut adalah karena natural decline supply pada sumur gas di beberapa area operasi yang mengakibatkan menurunnya volume penyaluran gas.
Niaga Gas pada tahun 2016 terealisasi sebesar 51.849 atau sebesar 102,17% dari target tahun 2016. Pencapaian tersebut disebabkan oleh adanya penjualan LNG dari Pertagas Niaga kepada Nusantara Regas yang digunakan untuk mencukupi kebutuhan PLN Tanjung Priok sebanyak 4 kargo LNG yang terealisasi pada Triwulan keempat 2016.
Pemrosesan Gas pada tahun 2016 terealisasi sebesar 77.024 Ton, nilai tersebut sebesar 85,06% dari target tahun 2016 yaitu 144.333 Ton. Hal tersebut dikarenakan oleh realisasi feed gas di PT Perta Samtan Gas lebih rendah, kemudian karena produksi LPG Plant Pondok tengah yang dijaga pada tingkat minimum karena rendahnya harga LPG, dan belum on streamnya proyek Revitalisasi Kilang LPG Mundu.
Transportasi Minyak pada tahun 2016 terealisasi sebesar 3.832.672 Barrel, nilai tersebut lebih rendah dari target yang ditetapkan yakni 4.961.312 Barrel.
Hal tersebut dipengaruhi oleh penurunan produksi beberapa sumur minyak, penghentian produksi oleh beberapa KKKS karena turunnya harga minyak dunia, serta adanya natural decline produksi dari beberapa sumur minyak terutama dari PT Pertamina EP.
Regasifikasi LNG pada tahun 2016 terealiasi sebesar 42.724 BBTU atau sebesar 93,07% dari target tahun 2016. Nilai tersebut dikarenakan penjualan gas oleh Pertagas Niaga melalui ruas pipa baru Belawan – Kawasan Industri Medan – Kawasan Ekonomi Khusus Sei Mangkei yang menggunakan sumber gas hasil regasifikasi Terminal LNG Arun belum terutiliasi secara maksimal.
Kompresi Gas pada tahun 2016 terealisasi sebesar 2.855 BBTU, nilai tersebut lebih rendah dari target 2016 yakni 4.783 BBTU. Rendahnya realisasi tersebut dikarenakan belum optimalnya operasional CNG Plant Tambak Lorok.

Gas Trading in 2016 was realized at 51,849 or 102.17%
of the 2016 target. The achievement is caused by the sale of LNG from Pertagas Niaga to Nusantara Regas which is used to meet the needs of Tanjung Priok PLN at 4 LNG cargoes which was realized in the fourth quarter of 2016.
Gas processing in 2016 was realized at 77,024 Ton where this value accounted for 85.06% of the 2016 target of 144,333 Ton. This is due to the lower feed gas realization in PT Perta Samtan Gas; this was also because LPG production of the Plant Pondok Tengah is maintained at minimum level due to the decreasing LPG price, and there was no on-stream of Mundu LPG Revitalization Project.
Oil Transportation was realized at 3,832,672 barrels in 2016 in which this value is lower than the target of 4,961,312 barrels. This is affected by the decline in production of several oil wells, the cessation of lifting/
production by some KKKS due to the decline of world oil prices, as well as the natural decline of production from several oil wells, especially from PT Pertamina EP.
LNG Regasification was realized at 42,724 BBTU in 2016 or 93,07% of the 2016 target. This value resulted from gas sales by Pertagas Niaga through new pipelines of Belawan - Medan Industrial Area - Sei Mangkei Special Economic Zone using gas source as a result of the regasification Arun LNG Terminal, which has not been utilized optimally.
Gas compression in 2016 was realized at 2,855 BBTU in which the value is lower than the 2016 target of 4,783 BBTU. The low realization is due to the non-optimal operation of CNG Plant Tambak Lorok.[*]

Dalam usia yang mencapai 9 tahun sejak berdiri tahun 2007, Pertamina Gas mempertahankan eksistensinya dalam bisnis niaga, pemrosesan, transportasi gas dan bisnis lainnya yang terkait dengan bumi dan produk turunannya, akan terus ditingkatkan dengan menambah jaringan infrastrusktur serta mengembangkan bisnis secara selektif dan bertahap antara lain meliputi bisnis dibidang LNG Receiving Unit dan Transportasi minyak.
Sejalan dengan misi perusahaan tersebut, telah ditetapkan 5 (lima) sasaran strategis sebagai berikut : 1. Menjadi perusahaan gas nasional berkelas dunia
yang begerak dibidang transportasi, niaga dan pemrosesan gas di tahun 2020.
2. Memiliki unit-unit pengolahan dengan tingkat kehandalan, efisiensi, dan daya saing tinggi, melalui serangkaian kegiatan investasi.
3. Menjadi perusahaan penyedia jasa layanan produk minyak dan gas, yang menerapkan standar pelayanan tinggi kepada pelanggan.
4. Menjadi perusahaan yang menerapkan system informasi dan tekhnoogi mutakhir untuk mendorong efisiensi dan transparansi operasi, menerapkan system keselamatan dan kesehatan kerja, dan lindungan lingkungan berstandar tinggi, dan menjadi tempat bekerja pilihan SDM berkualitas.
5. Menjadi pusat lingkungan bisnis yang sehat dengan pengembangan yang tinggi.
Rencana strategis tersebut sangat memungkinkan tercapai oleh Pertamina Gas jika dilihat dari peluang yang ada dimana :
1. Kompoisi gas dalam kebijakan energy mix tahun 2025 sebesar 22% atau secara volume naik dari 283 Mboe (Energy mix tahun 2011) menjadi 628 Mboe, yang berarti semakin memperbesar peran gas sebagai basis sumber energy dan meningkatkan permintaan gas domestik.
2. Pertumbuhan kebutuhan gas di Indonesia tumbuh sekitar 5,1% pertahun dan diperkirakan dapat tumbuh dua kali lipat dalam 10 tahun mendatang.

4. To be a company that implements sophisticated information and technology systems to encourage operational efficiency and transparency, implements workplace safety and health systems and high- standard environmental protection, and becomes a workplace of choice of qualified human resources.
5. To be the center of a healthy business environment with high development.
Those strategic plans are most likely to be achieved by Pertamina Gas considering the available opportunities where:
1. The gas composition in the 2012 energy mix policy is 22%, an increase from 283 Mboe (the 2011 energy mix) to 628 Mboe, augmenting the role gas as an energy source base and increasing domestic gas demand.
2. The growth of gas demand in Indonesia grows around 5.1% annually and is expected to double in the next 10 years. This growth is largely driven by gas demand from the Fertilizer Industry, oil refineries,

Pertumbuhan ini sebagian besar didorong oleh kebutuhan gas dari Industri Pupuk, kilang minyak, industri manufaktur dan kelistrikan.
3. Program pemerintah untuk konversi energi dalam negeri dari BBM ke BBG akan meningkatkan pertumbuhan kebutuhan gas dalam negeri.
4. Portfolio gas dari LNG akan memiliki peran penting dalam pengelolaan pasokan dan kebutuhan gas domestik. Diharapkan penggunaan LNG tumbuh dari 28% menjadi lebih dari 43% pada tahun 2025.
5. Kebutuhan listrik yang terus meningkat tidak diimbangi dengan jumlah pembangkit listrik PLN yang beroperasi, sehingga pemerintah saat ini mendorong untuk pengembangan pembangkit listrik berbahan bakar gas karena efisien dan ramah lingkungan.
6. Potensi monetisasi gas dari sumber upstream Pertamina untuk bisnis Power, terutama dari potensi stranded/flare gas.
7. Masih terdapat gap yang tinggi antara supply dan demand gas untuk kebutuhan pasar dalam negeri.
8. Masih terdapat sumber-sumber gas dari KKKS yang diperkirakan mencapai 40 TCF (7% di jawa, 31% Natuna)
9. Pertumbuhan kebutuhan gas nasional yang meningkat secara tajam akibat terdapat selisih ahrga crude oil dan gas yang masih cukup jauh dan dicabutnya subsidi BBM.
10. Terdapat prospek bisnis produk turunan gas (LPG, Kondensat, LNG, CNG), petrokimia, dan listrik yang terbuka.

10. There are open business prospects of gas derivative products (LPG, condensate, LNG, CNG), petrochemicals, and electricity.
