FREEDOM FROM FEAR
The International Secretary shall send a copy of all resolutions recommended by the committee, excluding memorial and appreciation resolutions, to each chartered club not later than thirty (30) days before the convention. No resolutions other than those so forwarded to the chartered clubs shall be considered unless the International Board of Directors, by a two-thirds (2/3) vote, shall recommend that such resolutions be considered by the Resolution Committee."

It is the committee's consensus that the issue of Circle K International's global expansion should be deferred. Therefore, the Committee recommends increasing the Circle K International Sponsorship Fee annually from the current $120. The Commission recommends that the Circle K International Sponsorship Fee be increased annually from the current $120 to $145, beginning with the 1981-1982 administrative year.

The Committee reviewed the proposed budget for the 1981 Circle K International Convention and noted the need for a convention attendance of at least 1100 to break even (See Exhibit B). Committee accepts the 1981 Convention budget as presented and commends the staff in their efforts to keep expenses of this year's convention to a minimum. The Committee recommends that all members of the Kiwanis International Board of Trustees actively support Circle K Convention registration and attendance in their home district as well as their advised districts.

Staff were instructed to send letters to the elected district governors and secretaries (and to the governors if the program is to be implemented immediately) detailing the guidelines adopted by the Board of Directors and the specific reimbursement limit for 1981 -1982 was listed, as determined by the December 1981 Council. , APS Membership Statistics 1980 (APPENDIX B). The committee strongly objected to the staff directive which prohibited the adoption of new expenditure items, especially in relation to the. The committee believes that including such newly approved expenditures in unrelated items is both deceptive and administratively inadvisable, creating confusion for anyone who will work with or on the budget in the future.
OTHER BUSINESS
To help develop Kiwanis in the overseas areas assigned to your district, Kiwanis Internaitonal will reimburse your district up to 50¢ per member for certain expenses directly related to the overseas area. We are in the process of developing an itemized list of specific things that will be refunded and also specific things that will not be refunded, and we are very interested in that. in your proposals for both areas. Expenses for Kiwanians abroad to attend a district convention, international convention, or .. scheduled district training conference at the discretion of the district governor.
The Committee recommends approval of the list of dates for the 1981-82 Key Club International Committee meetings, training conferences and. Executive Committee Meeting as listed in Appendix D. e) The Committee was then informed of the action recently taken by the Board of Directors of Key Club International regarding C. The committee considered increasing the cost of life membership in light of the proposed dues increase. The Committee noted that the pro-rata fees currently charged to a new club are determined by Article XII, Section 4 of the Constitution. The Committee noted that in the first six months of this administrative year, the operation and maintenance of the property was $1,200. It was noted by the Committee that many areas of the budget are not under the direct responsibility of Office Management.
