Abstrak
Penelitian ini dilakukan untuk menganalisis upaya yang dilakukan oleh Pemerintah Provinsi Kepulauan Riau dalam mewujudkan dan merealisasikan capaian global Persatuan Bangsa-Bangsa berupa Sustainable Development Goals (SDGs) poin 14 dalam rangka menjaga dan mengelola ekosistem yang ada di wilayah lautan dan pesisir. Tujuan dari skripsi ini adalah untuk menjabarkan beberapa upaya yang telah dan sedang dilaksanakan oleh Pemerintah Daerah Provinsi Kepulauan Riau baik melalui Dinas Kelautan dan Perikanan maupun PSDKP. Dalam penulisannya, skripsi ini menggunakan metode penelitian kualitatif yang bersifat deskriptif dengan teknik pengumpulan data sekunder. Teori Liberalisme, konsep Politik Lingkungan, Pembangunan Berkelanjutan, dan Blue Economy atau ekonomi biru digunakan dalam penelitian ini untuk menjawab pertanyaan penelitian. Dengan mengait teori dan konsep tersebut, hasil penelitian pun dapat dipaparkan menjadi sebuah analisis ilmiah. Dari hasil analisis tersebut dapat ditarik kesimpulan bahwa Pemerintah Daerah Provinsi Kepulauan Riau dalam melaksanakan capaian-capaian program Sustainable Development Goals ini adalah untuk mencapai ketahanan pangan, kelestarian ekosistem, dan kesejahreraan masyarakat pesisir. Hal tersebut ditunjukkan dari beberapa langkah dan kebijakan pemerintah yang sangat mengedepankan upaya pelestarian dan kesejahteraan.

Abstract
This research aims to analyze the efforts made by the Riau Islands Provincial Government in realizing the global achievements of the United Nations in the form of Sustainable Development Goals (SDGs) point 14 in order to maintain and manage ecosystems in ocean and coastal areas. The purpose of this thesis is to describe some of the efforts that have been and are being implemented by the Riau Islands Provincial Government both through the Marine and Fisheries Service and PSDKP. In writing, this thesis uses qualitative research methods that are descriptive with secondary data collection techniques. Liberalism theory, the concepts of Environmental Politics, Sustainable Development, and the Blue Economy or blue economy were used in this study to answer research questions.
By relating these theories and concepts, the results of the research can also be presented into a scientific analysis. From the results of the analysis, it can be concluded that the Riau Islands Provincial Government in implementing the achievements of the Sustainable Development Goals program is to achieve food security, ecosystem sustainability, and the welfare of coastal communities. This is shown from several steps and government policies that prioritize conservation and welfare
