3 15) Inspection Officer’s Remarks:
1) The proposal of M/s. Sandhya Aqua Exports Pvt. Ltd., at Sy.No.819/9B,819/10, Perikegudem (V), Mandavalli (M), Krishna District is for establishment of Primary pre-processing unit in which De-heading and de-veining of Shrimp – 6.5 Tons/day with total investment of Rs.300.0 Lakhs which comes under orange category.
2) The project proponent had applied for CFE of the Board and same was rejected by Zonal office, Vijayawada for the following reasons:
i) As the industry is in close proximity to habitation i.e., 18 mtrs, ii) Water and air problems are well anticipated,
iii) sufficient land is not available for land application of treated effluent,
iv) Not proposed any treatment for domestic effluent of 14.4 KLD (320 workers) and v) The industry is discharging untreated effluent into the abutting drain vide ZO rejection
Lr.dt.31.05.2019.
3) It was observed that the pre-processing activities are in full swing generating waste water from the processing activity and hence, the issue of CFE of the Board does not arise as the industry has come-up for production.
4) The site of the industry is existing in close proximity of about 18 mtrs from the village habitations of Perikegudem(V) on West direction and also located at a distance of about 50 mtrs from the Northern boundary of the industry. Water and air pollution problems are well anticipated due to the operations of the industry. This issue may be examined.
5) The industry already constructed ETP with the designed capacity of 50 KLD which consists of bar screen chamber, effluent collection tank, the vertical and rectangular clarifier, chemical dosing tank, 4 stage secondary clarifier, treated waste water collection tank, Multi-grade sand filter and activated carbon filtration system. The industry need to acquire additional land as per the stipulated Board’s norm of 1 Acre @ of utilizing every 10 KLD of treated waste water that generates from process, for on land applications.
6) It was observed that at about 320 workers are working in the industry premises.
7) The industry is provided with a water storage tank with size of about 162 ft x105 ft x 5 ft at the front portion of the industry premises which is now empty.
8) The industry installed a tube type ice blocks making unit with installed capacity of 20 TPD for which Ammonia storage tank of 20 Tonnes capacity is provided.
9) The industry shall dispose waste oil from DG set to the authorized waste oil recycling units only.
10) Peelings and veins of about 3.5 TPD would be generated as solid waste, it was informed that they are sending this waste to chitin manufacturing units.
11) The Issue of CFE may not be considered to the project proponent as the earlier CFE application was already rejected and there is no change in location and the project activities.
16) Regional Officer’s Remarks:
The CFE application may be rejected, as the unit already established and continuing production activity. The location of the unit is close to human habitation.
17) ZO Remarks:
Previously the Zonal Office, Vijayawada rejected the CFE application submitted by the industry on 31.05.2019. Now the industry applied (resubmitted) to obtain CFE of the Board.
The matter is placed before the CFE committee for review and to take a decision.
