SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 20.11.2015.

Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 12th November to 18th November, 2015, were as under:-

Maximum Temperature

Above normal by 4 to 6oC over isolated pockets of Marathwada, Telangana, North Interior Karnataka and by 2 to 4oC over many parts of Himachal Pradesh, East Rajasthan, Jharkhand, West Madhya Pradesh, Marathwada, Telangana, some parts of Gujarat region, Bihar, Gangetic West Bengal, East Madhya Pradesh, Vidarbha and isolated pockets of Saurashtra, Konkan, Madhya Maharashtra and Lakshadweep.

Below normal by 4 to 6oC over some parts of Tamil Nadu and isolated pockets of South Interior Karnataka, Rayalaseema and by 2 to 4oC over some parts of Tamil Nadu, Rayalaseema, South Interior Karnataka and isolated pockets of Coastal Andhra Pradesh.

Normal to near normal in remaining parts of the country.

Minimum Temperature

Above normal by 2 to 4oC over Haryana & Delhi, many parts of West Uttar Pradesh, Rajasthan, Andaman & Nicobar Islands, some parts of Himachal Pradesh, Punjab, East Uttar Pradesh, Madhya Pradesh, Gujarat region, Madhya Maharashtra and isolated pockets of Uttarakhand, Saurashtra & Kutch.

Below normal by 2 to 4oC over isolated pockets of South Interior Karnataka.

Normal to near normal in remaining parts of the country.

In the post monsoon season, weekly Rainfall for the country as a whole during the week 12th November to 18th November, 2015 was 71% higher than Long Period Average (LPA). Rainfall (%

departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 145% in South Peninsula and lower by 62% in East & North East India, 5%

in North West India and 87% in Central India.

The cumulative rainfall in the country during the post monsoon season i.e. 01st October to 18th November, 2015 was 28% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 60% in East & North East India, 8% in North West India, 65% in Central India and higher by 4% in South Peninsula.

Out of 36 met sub-divisions, 8 met sub-divisions constituting 22% of the total area of the country has received excess/normal rainfall and 28 met sub-divisions constituting 78% of the total area of the country has received deficient/scanty rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 19th November, 2015 was 84.15 BCM as against 109.76 BCM on 19.11.2014 (last year) and 113.27 BCM of normal (average storage of the last 10 years) storage. Current year’s storage is 77% of the last year’s storage and 74% of the normal storage.

As per latest information available on sowing of Rabi crops, around 39% of the normal area under Rabi crops has been sown upto 20.11.2015. Area sown under all Rabi crops taken together has been reported to be 242.16 lakh hectares at All India level as compared to 276.94 lakh hectares in the corresponding period of last year.

The All Commodities inflation rate based on Wholesale Price Index (WPI) on a point to point basis for the month of October, 2015, increased to (-) 3.81% from the level of (-)4.54% in the month of September, 2015. The inflation rate was 1.66% during the corresponding period of last year.

The Primary Articles inflation rate based on Wholesale Price Index (WPI) on a point to point basis for the month of October, 2015, increased to (-) 0.36% from the level of (-) 2.09% in the month of September, 2015. The inflation rate was 0.76% during the corresponding period of last year.

The inflation for non-food items has increased to 5.10% from the previous month’s level of 2.61% and for the food items increased to 2.44% from the previous month’s level of 0.69%.

Among the foodgrains, inflation for Rice has increased (-) 3.40% from the previous month’s level of (-) 3.64%, Cereals to (-) 0.25% from the previous month’s level of (-) 1.02%, Pulses 52.98%

from the previous month’s level of 38.56% and Wheat to 4.68% from the previous month’s level of 3.34%.

Availability position of seeds and fertilizers has been found satisfactory.

1. Post Monsoon Season (October–December) during the week ending on 18th November, 2015

Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1

Rainfall during the week (12th November, 2015 to 18th November, 2015) Rainfall was excess/normal in 07 out of 36 meteorological sub-divisions, deficient/scanty in 12 out of 36 meteorological sub-divisions and no rain in 17 out of 36 meteorological sub-divisions.

Cumulative rainfall (01st October to 18th November, 2015) Rainfall was excess/normal in 08 out of 36 meteorological sub-divisions and deficient/scanty in 28 out of 36 meteorological sub- divisions.

2. Reservoir Status (For the week ending on 19.11.2015)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 74% of total reservoir capacity in the country.

 Water stock in 91 major reservoirs decreased to 84.15 BCM from the previous week’s level of 85.54 BCM. Current storage is lower than the last year’s position of 109.76 BCM and the average of last 10 year’s storage of 113.27 BCM.

The percentage to live capacity at FRL was 70% on 19/11/2014, 76% on 19/11/2013, 75% on 19/11/2012 and 68% on 19/11/2011.

There were 38 reservoirs having storage more than 80%, 31 reservoirs having storage between 50% to 80% of Normal Storage, 10 reservoir having storage between 30% to 50%, 12 reservoir having storage 30% of Normal Storage and 02 reservoir having no live storage.

3. Fertilizer Position:

4. Pest & Diseases:

Incidence of Sheath blight, Sheath rot disease, Leaf folder & BPH pests have been reported in trace to moderate intensity in Patan block of Durg district, Kurud block of Dhamtari district and Berla block of Bemetera district of Chhattisgarh State. The crop stage is milking to maturity.

Incidence of Red rot disease on Sugarcane has been reported in trace to moderate intensity in Cuddalore district of Tamilnadu state covering about 200 hectare area.

Pink bollworm (PBW) on Bt (Bollgard II) cotton crop has been reported in Saurashtra, & adjacent regions of Gujarat state. In general the infestation of Pink Bollworm damaged the crop considerably in few villages of Vadodra, Anand, Panchmahal, Chota Udaipur, Narmada, Bharuch, Bhavnagar, Ahmedabad & Khera Districts suggesting that resistance of Bt (Bollgard II) cotton to Pink bollworm has been broken. However, survey team headed by Plant Protection Adviser has gone to the infested area to assess the actual damage by this pest along with State Govt. Authority, ICAR and SAU Scientists.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
