「 NPT のない世界を再び考える？」
Open Seminar “A World Without the NPT Redux?”
Center for Disarmament, Science and Technology (CDAST), the Japan Institute of International Affairs (JIIA) will host a seminar with Dr. Joseph Pilat, Program Manager in the Office of National Security and International Studies at the Los Alamos National Laboratory.
この度、日本国際問題研究所 軍縮・科学技術センターは、ロスアラモス国立研究所 国家安全保障プログ ラム・マネジャーのジョセフ・ピラット博士をお迎えして公開セミナーを開催致します。条約の無期限延長決定 から約 25年、条約発効から50 年が経過し、核兵器不拡散条約（NPT）は、核不拡散、軍備管理、原子力の 平和利用、そしてより広範な国際安全保障環境において深刻な課題に直面しています。
2020年NPT運用検討会議開催を半年後に控えて、今次セミナーでは、同氏からNPT体制が崩壊した場 合の安全保障上の影響について考察いただいた後、ご参加の皆様との意見交換の場を設けたいと考えており ます。なお、阿部 信泰 元国連事務次長がモデレーターを務めます。是非、ご参加いただければ幸いです。

[講師略歴]
ジョージタウン大学学士・修士号・博士号。ロスアラモス研究所・国防省・国家核安全保障庁の軍備管 理・不拡散・拡散対抗・対テロなどの分野の上席顧問・執行担当などを歴任。現在、ロスアラモス研究所 のプログラム・マネジャー兼ウッドロー・ウィルソン国際センター国際フェローの他、カリフォルニア大学紛争 と協力研究所 (Institute on Conflict and Cooperation) 運営委員、第4世代国際フォーラム拡散抵抗性・
物理的防護ワーキンググループ・メンバーを務める。共同編集 Handbook of Nuclear Proliferation and Policy (Routledge, 2015) 、共著 The Politics of Weapons Inspections (Stanford University Press, 2017).

[Message from the speaker]
In the late 1980s, with the 1995 decision on the future of the NPT looming, I wrote an essay on “A World without the NPT?” which was published in The International Nuclear Non-Proliferation Regime in the 1990s, edited by John Simpson (Cambridge, England: Cambridge University Press, 1986). In this piece, I attempted to think through the effects of a limited or no agreement on extension to the treaty and regime, to nuclear nonproliferation, arms control and energy and to the broader geopolitical landscape. The purpose was not a prediction, but a cautionary tale of the value of the treaty. Now, nearly 25 years after indefinite extension and 50 years after the NPT’s entry into force, the treaty and the regime are facing serious challenges and I revisit the questions I addressed thirty years ago.

Joseph F. Pilat is a Program Manager in the Office of National Security and International Studies at the Los Alamos National Laboratory and a Global Fellow at the Woodrow Wilson International Center for Scholars where he co- directs the Nonproliferation Forum. He served as Representative of the Secretary of Defense to the Fourth Review Conference of the Nuclear Non-Proliferation Treaty (NPT), and as senior adviser to the US Delegation at the 1995 NPT Review and Extension Conference. Dr. Pilat also served as representative of the Secretary of Defense to the Open Skies negotiations. He has held positions in the Pentagon and the Congressional Research Service, and has taught at Cornell University, Georgetown University and the College of William and Mary. He is the co-editor of the Handbook of Nuclear Proliferation and Policy (Routledge, 2015) and the co-author of The Politics of Weapons Inspections (Stanford University Press, 2017).
