Administrative Order No. 29: Ad Hoc Eommittee on Jani- torial Services for the Kalayaan Residence Hall

The following are hereby constituted into an Ad Hoc Committee, with Dean Armando J. Malay as Chairman, Mr. Dominador G. Torres, Director of Student Auxiliary Services, Mr. Nestor S. Guerzon, Physical Plant Office, Atty. Andrew L. Arrieta, Office of the Assistant for Legal Affairs, and Mr. Nestor C. Madrigal, Security Di- vision, members. The committee will perform the follow- ing:

1. Secure sealed proposals from private janitorial agen- cies operating in Greater Manila which might be interested to provide janitorial services to the Kala- vaan Residence Hall; and

2. Recommend the terms and conditions of a contract with the responsible agency which submits the lowest quotation.

The committee shall submit its report and recommenda- tions within fifteen (15) days from receipt hereof.

Administrative Order No. 24: Reconstitution of the Uni- versity Press Board of Management and University Text- book Committee

The Board of Management of the University Press created by the Board of Regents on February 16, 1965 and made concurrently the University Textbook Committee by Administrative Order No.5, dated January 13, 1967, is hereby reconstituted as follows:

1. The Board shall be composed of five (5) members of the facuIty representing the humanities, social sciences, natural sciences and the professions who shall be ap- pointed by the President of the University for a term of five (5) years.

2. The Director of the U.P. Press shall be ex-officio member and Executive Secretary of the Board.

3. The Chairman of the Board, who shall serve for one year, shall be chosen by the members from amongst them- selves. Each member shall serve by turn as chairman.

Upon recommendation of the Vice-President for Ad- ministration, May Huntington is hereby designated Assis- tant to the Vice-President for Administration without additional compensation, in addition to her regular duties as Management Specialist effective May 15, 1975 (vice Mr. Amor N. Oribello, Jr., who is resigning effective at the close of office hours on May 15, 1975) until June 30, 1975 unless sooner revoked by competent authority.

Memorandum Circular No. 14: Deadline for Annual Re- port for 1974.1975

The dea,dline for the submission of the annual report of your college, office or unit covering the period from 1 July 1974 to 30 June 1975 is 31July 1975.

Itwould be helpfulif part of your report would indicate your "areas of concern" relative to emerging environ- mental forces (social, political and economic), University resources, University structure and procedures and other aspects of the University as an organism which are direct- ly relevant to your unit in particular.

Please enclose pertinent graphs, charts, diagrams, photo- graphs, and other illustrative materials.

Kindly include in the introduction a one-page summary of notable achievements and developments during the year under review, particularly projects that reflect expan- sion and growth.

Memorandum Circular No. 16: Workshop for Officers of Administration, Deans, Directors and Heads of Units

A Workshop for Officers of Administration, Deans, Directors and Heads of Units of the University of the Philippines will be held on May 15-16, 1975, at the Con- tinuing Education Center, U.P. at Los Banos. The pur- pose of the two-day Workshop will be to identify and discuss areas of concern of the University that will be relevant to middle and long-term directions.

Officers of administration, deans, directors, and heads of units will be informed of the details of the Workshop by Executive Vice-President Emanuel V. Soriano, Chair- man of the Committee in charge of the Workshop.

I enjoin everyone concerned to attend and participate in this important first step in the new planning process of the University.

Memorandum Circular No. 13: Executive Ord~r No. I (Powers and Functions of the Executive Vice-President) For information and guidance, attention is invited to Executive Order No. 1 dated 22 April 1975 quoted in full hereunder:

"Subject: Organization and Opera-tion of the Office of the Executive Vice-President,' defining the powers a.nd functions of the Executive Vice-President

"In order to implement the resolution of the Board of Regents at its 859th meeting held on April10, 1975 creat- ing the Office of Executive Vice-President of the Uni- versity of the Philippines System, the duly appointed Executive Vice-President is hereby directed to take the necessary steps for the organization and operation of the

said Office and conferred all powers necessary and pro- per lor the accomplishment thereof.

HEyvirtue of Section 6 of the resolution adopted by the Board of Regents establishing the University of the Philippines System (828th Board of Regents' meeting, December 21, 1972), providing that 'the President shall be assisted by Vice-Presidents who shall serve as his deputies and perform such other functions as the Presi- dent may assign to them' and in consonance with Article 38 of the Revised Code of the University of the Philip- pines System giving the President the power to 'assign the details of executive action,' the following functions and authority of the President are hereby delegated to the Executive Vice-President, to wit:

"1. Subject to review and instructions of the Presi- dent of the University, the Executive Vice-Presi- dent shall have executive supervision of the Uni- versity of the Philippines System to ensure the implementation of the policies of the Board of Re- gents.

H2. In the management of the affairs of the University of the Philippines System the Executive Vice-Presi- dent shall act in the name of the President, sub- ject to the latter's instructions and the policies of the Board of Regents.

H3. The Executive Vice-President shall exercise such other powers and discharge such other responsibili- ties as may be delegated to him by the President of the University and the Board of Regents.

"For the expeditious and sound administration of the affairs of the University of the Philippines System and in order to reduce the volume of matters submitted to the President for consideration, approval or review, it is hereby directed that all matters which are now or 'may hereafter be subject to consideration, approval or review by the President of the University except matters trans- mitted by the Chancellors of universities in the System, shall first he submitted to the Office of the Executive Vice-President for evaluation and determination. Such determination shall be considered final until and unless modified, reversed or set aside by the President of the University.

"Actions on matters covered by this delegation of au- thority shall be made strictly on the basis of general laws and existing University policies, rules and regulations.

HIn exceptional, doubtful and controversial cases, the matter should first be cleared with the Office of the President before final action.

j jAll executive orders, administrative orders, memoranda or provisions therein inconsistent with this Order are hereby deemed repealed or modified.

Immediately after the results of the election are of- ficially recorded and the duly elected 'representatives are officially declared, the Executive Vice-President shall call a Preliminary Session of all representatives for the purpose of electing from among themselves, a Chair- man a Vice-Chairman who shall act in the event of in- capacity of the Chairman, and a secretary, which of- ficers shall then confer with the Executive Vice-Pres- ident and the Dean of Student Affairs on tbe details of organization and operation of the Student Conference.

The Student Conference may appropriate such amounts as may be required for the operation of the conference from the student fees, subject to the approval of the Dean of Student Affairs and the Executive .Vice-Pres- ident,

The Executive Vice-President shall take the neces- sary steps, with all the powers necessary and proper for the accomplishment of the purposes above-stated.

Each college shall be entitled to one representative, except the College of Arts and Sciences, which shall have two (2). The colleges at Manila and Baguio shall each have one representative duly elected by the students registered therein-,

The student receiving the highest number of votes and certified by the Dean or Director as fulfilling the qualifications for candidates shall ipso fa-cto qualify as representative of his college to the Student Conference.

The two (2) candidates receiving the two highest num- ber of votes and certified by the Dean as fulfilling the qualifications for candidates shall qualify as represent- atives of the College of Arts and Sciences.

In order to maintain the University standards in the recruitment of new employees, unit heads are enjoined to request in advance the needed administrative person- nel from the Office of Administrative Personnel Services.

Personnel should be employed on the basis of merit and fitness and this principle may be properly safeguarded by providing a uniform evaluation of the applicant's qualifications through a centralized recruitment system.

Accordingly, no new administrative personnel should be allowed to report for duty without prior clearance from the Office of Administrative Personnel Services.

-May I invite your attention to the following provision of Section 43, Article VIII of the Civil Service Law:

"Any person responsible for an appointment in violation of this Act shall be personally liable to reimburse to the government all salaries paid to the appointee to be deducted from his salary and

The University is in the process of drafting a package of programs, projects, and activities for inclusion in the Philippine Country Program with assistance from the United Nations Development Program (UNDP) for the next program cycle, 1977-1981.

All units of the University are enjoined to submit a list of proposed projects and activities that can be included

in the package not later than June 7, 1975.

All proposals should be submitted in three (3) copies, typewritten, double-spaced. The proposal should include a full description of the-

1. purpose, scope and methodology of the project, 2. a statement of its policy relevance

3. a title page with heading UP-UNDP assistance 3. a title page with heading UP-UNDP assisted proj- ect, title of the project, name of the institute, names, titles, mailing addresses and affiliations of the principal investigators, the total amount of ·funding sought for the project, and duration of the project, and

4. an itemized budget showing all costs and key budget items.
