III. USE OF TERMS IN PERSONNEL ACTIONS With respect to nerssormel actions described below, the
terms or phrases as explained herein should be used to describe corresponding personnel actions in the appoint- ment or notice of approval of appointment of personnel:
1. involve any restructuring or revision of existing salary scales; in other words if the revision involves merely the addition of one step or more beyond existing maxi- mum rates, the salary increments given in implemeu- tation thereof are general salary increases. They are to be considered general saln1'Y adjustments if the im- plementation thereof necessitates the aDoption of non- prescribed rates (i.e., rates that do not coincide with the salary steps prescribed in existing salary scales), or the revision of existing salary scales except mere addition of one or more steps beyond existing maximum rates.
2. Permonencu - Where the personnel action involved is transfer to permanent status, the appointment or notice of approval of appointment should include the phrase "transfer to permanent status." Where the personnel action involves merely a continuation of permanent status and not transfer to permanent status, the term "permanent" should be indicated instead.
3. Promctkni a-nd Salaries - Since promotion means movement from one position to another in higher rank or salary range or from one rank to a higher rank
(as defined in 1, 11 above), the following are examples of phraseologies that should be used to describe vu- rious types oipromotion in the appointment or notice of approval of appointment r-

The points to remember are: (1) if the salary incre- ment is to the minimum of the higher position, then the promotion is qualified "with salary adjustment to the minimum"; (2) if the promotion does not involve any salary increment, then, it is qualified "promotion in rank only"; (3) if the promotion involves a salary increment to any step above the minimum or step 1 for the higher position, then it is qualified "with salary increase"; (4) if the promotion is automatic as a consequence of Board policies, it is qualified "auto- matic" together with the appropriate phraseology as illustrated in the foregoing examples; and (5) if the promotion is a consequence of reclassification of posi- tion, refer to III, 4below for the appropriate phraseol- ogy therefor.
Salary increase or salary adjustment, henceforth, should never be referred to or categorized as "promo- tion in salary" anymore, i.e., mere salary increases or salary adjustments should not be considered promo- tions.

As illustrated in the foregoing examples, the phrase
"(with promotion)" is omitted where the reclassifica- tion does not involve a promotion. 1£ the reclassifica- tion (without promotion) involves a salary increment, such salary increment is alway's considered sala'ry increase, not salary adjustment to the minimum, ex- cept where the salary increment. is from below the minimum to the minimum.
In the case of the faculty, the appropriate term to be used is "promotion" and not "reclassification"
under the following- aituutious :
(1) Where the change in rank is from Instructor to Assistant Professor, or higher;
(2) Where the change in rank is from Assistant Professor to Associate Professor, or higher;
(3) Where the change in rank is from Associate Professor to Professor;
(4) Where the change in rank is from Professor to Univeraity Professor.
However, where the change in rank is from any non-regular faculty rank to any of the regular faculty ranks (i.e. Instructor; Assistant Professor, Associate Professor, Professor, and University Professor), or vice-versa, the term to be used is "reclassification".

Amendment of classification plan as used or will he described in this topic refers to general overhaul of the classification plan. Excluded from this description are: (l) amendments in the form of abolition or creation of class titles; and (2) reclassifications of position. The salary scale is considered amended or revised whenany portion tbercotis changed or deleted, or when its general structure (prescribed rates or steps: number of steps per range, number of ranges or grades in the entire scale, minimum or starting rates) is' modified. .
