Memorandum Circular No. 18: Amended Guidelines on Consortia
For information and guidance, attention is hereby in- vited to the following amendments to the guidelines gov- erning consortium agreements approved by the Board of Regents at its 846th meeting on 30 May 1974, the amendments approved by the Board at its 861st meeting on 29 May 1975 being indicated in italics:
"7. Authorization for the President of the System or the Chancellor of any autonomous university of the System, to enter into formal consortiu1n agree- ments with other institutions of higher learning both here and abroad for tlie purpose of attaining common objectives in joint degree and/or joint re- search programs, based on fair and reeiprocolshar- ing of responsibilities and utilizat'ion of resources, subject, among others, to the following guidelines:

"In 'consonance with the concern of the University administration to promote intelligent

responsive con- tributions from students to the University's welfare, and pursuant to Article 44(k) of the University of the Philip- pines System Code, a V.P. Student Conference shall be held in Dillman, Quezon City, for the purpose of en- abling duly chosen representatives of the students of the University to discuss and to formulate recommendations on basic issues affecting student welfare."The following guidelines shall be observed:
."1. Membership
"All students in every college or unit of the University including those in Dillman, Manila and Baguio shall par- ticipate in.a general election of their respective representa- tive(s) to a Student Conference to be held in Diliman at the earliest possible time under the supervision of the Dean of Student Affairs or his representatives.
"Each college shall be entitled to one representative, except the College of Arts and Sciences, which shall have two (2). The colleges of Manila and Baguio shall each have one representative duly elected by the students regis- tered therein.
"Only regular students with a general average of '2.5' or better and who have not obtained any grade of '5' or 'Incomplete' or dropped any course during the previous semester are qualified to be candidates in the election above-mentioned. Candidates for representative shall ob- tain a written certificate signed by the Dean or Director of their college stating that they have not been the subject of disciplinary action for misconduct of any kind. The student receiving the highest number of votes and certified by the Dean or Director as fulfilling the qualifications for candidates shall ipso facto qualify as representative of his college to the Student Conference. The two :(2) candidates receiving the two highest number of votes and certified by the Dean as fulfilling the qualifications for candidates shall qualify as representatives of the College of Arts and Sciences.

"Immediately after the results of the election are offi- dally recorded and the duly elected representatives are officially declared, the Executive Vice-President shall call a Preliminary Session of all representatives for the PU1f'-

Memorandum Circular No. 21: Suspension of Classes During Inclement Weather
Attention is invited to the memorandum circular issued on 24 July 1972 and on.20 August 1974 on the subject of
"Suspension of Classes During Inclement Weather," which is hereby reiterated:
"In order to coordinate decisions regarding the hold- ing of classes in the schools, colleges and universities in the Greater Manila area during inclement weather, and in order to insure a uniform practice in this regard based on the forecasts of the Weather Bureau, the University of the Philippines at Diliman and Manila will henceforth be governed by the decisions and an- nouncements concerning the suspension of classes in the Greater Manila area in times of heavy rains, floods and typhoons that may be ordered by the Department of Education at by the Office of the President of the Philippines.
"Accordingly, the University administration will no longer issue separate announcements regarding the sus- pension or resumption of classes during inclement weather. Everyone concerned will be guided by the announcements and decisions emanating from the De- partment of Education or the Office of the President of the Philippines.
"It is understood that this rule applies only to the suspension of classes du~ to inclement weather.
lilt is further understood that so far' as possible officials and employees of the University will continue to report for duty in order to insure the continuance of essential services during emergencies."

"Executive Programme of Educational, Cultural and Scientific Cooperation Between the Republic of the Philippines and the Arah Republic
"The Government of the Philippines and the Govern- ment of the Arab Repuhlic of Egypt desirous to develop further relations in the fields of Education, Culture, and Science and in accordance with the Agreement for Cul- tural Cooperation signed on May 13, 1962 have agreed upon the following executive programme for the years 1975 and 1976.
"EDUCATION AND SCIENCE
"Article 1
"a) The Parties shall exchange visits of up to 5 profes- sors from universities' and higher institutions of learning to deliver lectures and to familiarize them- selves with the system of higher education in the other country for a period of up to three months.
"b) The Parties shall exchange and study curricula and education planning in the other country, and mutual recognition of degrees granted by its universities and higher institutions of learning with a view to con- cluding a special agreement in this respect.
"c) The Parties shall exchange magazines, publications, periodicals and scientific papers issued by their uni- versities and higher institutions of learning.
"d) The Government of the Arab Repuhlic of Egypt shall offer annually 5 post-graduate scholarships for the graduates of the Philippine universities and higher institutions of learning, for a period of one year which may be extended for another successive aca- demic year. The fields of final specialization will be determined by the Government of the Philippines.

"a) The Parties shall exchange information, indices of manuscripts, microfilms and cultural publications and bulletins, as well as information about libraries and publishing activities.

For short-term visits lasting up to one month, the sending party shall bear the travelling expenses for individuals or delegations to and from the receiving country, while the receiving party shall bear all costs of stay, pocket money and costs of travel within the country, provided that such travel is related to the purpose of the visits.
As regards senior lecturers, scientists, experts, and persons engaged in similar activities, who are dele- gated to the other country upon request, the receiving party shall bear all their travelling expenses. The said delegates shall receive monthly allowances which shall be duly agreed upon between the competent authorities of the parties.
The Parties will pay post graduate students holding scholarships the following amounts:
II _ A monthly scholarship of 35 Egyptian Pounds or the equivalent.
II _ Thirty Egyptian Pounds for preparation allow- ance to be paid at the beginning of the scholar- ship, free tuition.
H _ Hostel facilities in the university city.
II _ Free medical care in the university hospitals.
j j _ The sending party will bear the scholarship-
holder's travel expenses to and from the other country.
" _ The receiving party shall bear the internal ex- penses to the scholarship holder's trips related to the purpose of their studies.
" _ The sums mentioned in this programme shall be net payments. Taxes on these payments shall. be born by the competent authorities in the receiving country.
