The Committee shall have the following functions:
1. To estimate the total expenses, as much as possible on a unit-by-unit basis. incurredbythe University on such energy-related items as oil. gasoline, electricity. etc.;
2. To identify measures which can be implemented immediately and enforced without too much difficulty that will result in savings for the University in these expense items; and
3. To identify long-term measures which can be undertaken by the University toward reducing its energy-related expenses in the years to come.
The Committee should meet not later than 28 April 1980, and then submit to the Office of the President a list of preliminary measures which can be included in a memorandum to be issued very soon.

Administrative Order No.488: Authority to Sign Checks
Pursuant to COA Circular No. 80-26 IFl, dated 15 February 1980, regarding the partial withdrawal of pre-audit, the signing and counter-slgninq of checks shall be done by the Budget Director and the Vice-President for Administration in the following claims:
a. All claims except the first and last payments of all claims pertaining to developmental projects, such as constructions and improvements of government buildings, roads, bridges, etc., provided that the amount of the claim for the last payment is not less than 20%of the original/adjusted contract cost.
b. All payments to government agencies exceeding TWENTY THOUSANO PESOS IP20,OOO.OO).
With respect to these claims, the procedure will be as follows:
After the usual processing at the Accounting Office, voucherswill go10 the Cashier's Office for check preparation, then to the Budget Director for his review and signature, and finally to the Vice-- President for Administration for his overall review and approval of the voucher 'and the check. Except for the types of claims described in the first paragraph of this order, all other transactions will be processed in the usual manner.
The autonomous units such as the U P.at Los Banos, the Health Sciences Center, and the U.P. in the Visayas may neve their own appropriate arrangements.
This order takes effect immediately.
