EXECUTIVE ORDERS

Executive Order No.9: Delegation of Authority to the Chancellor of the Health Sciences center to fix and revise rentals, fees, ratesof charges for the use of University equipment/buildings/facilities. or for University services

Consistent with the autonomy of the Health Sciences Center and to afford it adequate flexibility to adjust to constantly changing prices/costs, the Chancellor thereof is hereby delegated authority to fix and revise rentals/fees/rates of charges for University services or for the use of University buildings/premises!equipment/facilities/

supplies/other properties, subject to applicable laws, government regulations, and the following rules and guidelines.

A. SCopeof Delegated Authority

The authority delegated through this Executive Order shall include the following-

1. A'uthority to fix or set new rentals/fees/rates of charges/

prices, etc. where there is/are no existing rates for any given item/

service;

2. Authoritytorevise or adjust, upward or downward, existing rentals/fees/rates of charges/prices, etc.; and

3. Authority to prescribe appropriate rules, procedures, and other guidelines for the proper implementation of new or revised

ched ules of rentals, fees, etc.

B. COverageof Delegated Authority

The authority delegated through this Executive Order shall cover all forms of fees/rentals/charges payable to or collectible by the Health Sciences Center, or any unit thereof, that fall under any of the categories enumerated hereinbelow, but excluding those covered inCbelow:

1. Rentals/fees/rates of charges for the use of University build- in gs/dormitories/ho using un its/premises/equ ipmen t/faciIities/other properties/supplies (e.g., iii the last instance, medicine, drugs,etc.), including bookltoga rentals and library fines;

2. Fees/charges for University services It.e., those rendered/

provided by the University or any unit or any official/employee thereof);

3. Meal/food prices; and

4. Selling prices of materials/commodities produced/reproduced/

fabricated by the University or any unit thereof {e.g., books, hand- outs, equipment,etc.I.

C. Matters Excluded from Delegated Authority

~

. The authority delegated through this Executive Order shall not r/apply to any of the following categories of fees/charges:

" - 1. Charges for electricity and water consumption; rates. af charges for these services shall continue to be fixedlrevised in accordance with existing resolutions of the Board of Regents, but not necessarily pursuant to this Executive Order.

2. All formsof student fees (e.g., matriculation. tuition, labora- tory, library, publication, student deposit, graduation, etc.I collect- ible/chargeable exclusively from students, or would-be students (1.8.. ,applicants for admission), except those that are covered by any of the categories enumerated in B above (e.g., book/toga rentals, library fines, dormitory fees, prices of books/handouts, etc.I,

O. Guidelines

In the exercise of this delegated authorttv, the Chancellor shall strictly observe the following guidelines:

1. Each increase shall not exceed fifty percent {5o%l of the existing rate per item/service. .

2. Increases shall not be oftener than twice per item/service within a given calendar year as reckoned from 1 January to

31 December. .

3. Revisions of existing rates shall not take effect earlier than the day they are approved by the Chancellor. .

4. The Chancellor may not delegate any of the functions/

authority delegated him through this Executive Orde.r. . 5. The Chancellor shall report, through the Office of the~r~sl­

de t to the Board of Regents each new rate fixed or each revrsron made, together with the corresponding rules prescribed therefor.

E. Effect of Delegation of AuthoritY to Other Officials

1. This delegation of authority to the O1ancellor through this Executive Order shalt be without prejudice, except as specified inE, 2 below, to:

a. other delegations of authority by the President or the Board of Regents to the Chancellor of an autonomous university in general. or the Chancellor of the Health Sciences Center in partie- ular:and

b. any delegation of authority by the Chancellor of the Health Sciences Center, or the President, or the Board of Regents. to any other official/head of unit of the Health Sciences Center.

2. It shallbe understood likewise, and consistent with his review power, that the Chancellor may set aside/modify, as he may deem proper/necessary, any fee/rate of charge fixed/revised by any other official/head of unit of the Health Sciences Center.

This Executive Order shall take effect immediately.

ADMINISTRATIVE ORDERS

Administrative Order No, 101: Constitution of U.P. Legislative Committee

Asan initial implementation on the part of the University of the memorandum of agreement entered into by and between the University and the Batasang Pambansa on 22 April 1980 for the mutual exchange of views, information, publications, and other pertinent materials on existing laws and on proposed legislation, the following are hereby constituted as a U.P.Leqislatlve Committee, with Or. Emerenciana Y.Arcellana and Prof. Myrna Feliciano as Chairman and Secretary. respectively; and Mr. AnaniasB.Aurelio, Prof. Esteban Bautista, and Prof. MarinaG. Dayrit, as members.

The Committee shall formulate the rules and procedures and adopt all necessary measures to enable the University to fulfill its role and commitment as defined in the aforementioned memo- randum of agreement. Through its Chairman. the Committee shall serve as the principal channel of communication between the University and the Batasan. The memo of agreement is here attached.

The Committee is hereby authorized to engage the services of such University personnel/units/offices whose expertise/com- petence/resources maybeneeded.

could help stand to this kind of threat by being alert and vigilant and by participating in a collective security effort.

The following are the guidelines on what to do in case of bomb threats, where to search and how to cetectlhandte suspicious mate- . rials, and whentoevacuate the building:

1. Examine everything in your area of work or study (books, drawers, cabinets, lockers, etc.] before leaving for home; then examine again upon your return to make sure that everything is in order.

2. Upon receipt of information, by telephone or otherwise, telling you that a bomb has been planted inside your building and...

that it will explode anytime, do not panic. In appropriate cases.

3. The U.P. Police Force will immediately dispath a team to conduct a thorough search of hidden explosives in your building.

4.Theplacesto be searched are the following:

a. All places accessible to the public like toilets, halls, POtted plantsinthearea, quadrangles, and receiving rooms;

b. Passageways andsteirwevs:

Co Wastebaskets and disposal cans;

d. Parked automobiles near the target area;

e. Air conditioning units and air vents;

1.Couches and hollow furniture;

g. loose boards;

h. Tables in cafeterias and other public eating places.

5. A suspected bomb or similar explosive comes in different shapes and sizes. It can be detected some times through the fO,I- lowing features:

a. Package is relatively heavy for its size.

b. It has the smell of almond, sugar, or egg white.

c. There is grease on wrapper.

d. Wires protrude when unwrapped.

e. With faint ticking s.ound,lfa time bomb.

f. With metallicsoundwhen shaken gently.

g. Sometimes placed, in plastic/paper bag and left in secluded area.

h. carrier is Usually in a hurry.

6. The exaetlnetlon, transport, disarming, or destruction of a bomb (or suspected bomb) is a highly technical and hazardous operation. DO NOTattempt to disarm known or suspected bomb.

Wait for the arrival of the bomb disposal team.

7. Once it has been determined that there is a bomb or a similar explosive. order the evacuation of the building and premises. The following shouldbedone:

a. Opening of windows and doors to minimize the blast effect.

b. Putting sandbags, if possible, to adjacent walls to cushion the blast.

c. Placing of mattresses and other heavy materials around the suspected package to minimize blast fragment damage.

8. If evacuation is necessary. here are the safety distances:

Safe Distance:

1-50 pounds of explosive 150 yards 6-10 pounds of explosive 300 yards

1~50pounds of explosive 400 yards Over 50 pounds of explosive 500 yards

Get out of the area as fast as possible. Fire usually follows an explosion.

9. Here are the don'ts in dealing with a package suspected of containing a bomb:

a. Oon't accept identification markings on any suspected pack- ageas legitimate.

b. Don't submerge it in water. A time bomb is run by an electric current and water, a conductor of electricity, may cause violent reaction of the bomb's chemical agents.

Co Don't shake or jar the package. It is possible that the bomb's triggering device is so delicate8shake would make itgooff•

d. O'on't attempt to open the package.

e. Don't cut strings or unlatchbagor package; releasing pressure ofastring on the packagemay set off an explosion.

f. D'on't puncture or cut the package with any metallic object like a knife since the electric current may react with'.the metal.

g..Don't tum on the radio or television because the bomb may react to the static electricity emitted by the radio or TV.

h. Don't underestim8te thEe size of the package since some time bombsaresosophisticated that althoughtheseare no bigger than a packof cigarettes, they can yet cause damageIiItaa big bomb.

10. Report any suspicious persons loitering in your area.

Please have the above information disseminatedinyour unit as widely as possible.
