ExecutiveOrder No.3: Creation of Internal Audit Unit atUPlB In accordance with the provisions of Presidential Decree No.898 which directs all government agencies to install, implement, and monitor a sound system of internal control, Commission on Audit Circular No. 26-76 which partially transfers pre-audit functions from COA to management, and COA Circ'ular No.80-26 (F)which partially amends the latter circular, an Internal Audit Unit at UPLB is hereby established.

Functions

The Internal Audit Unit shall:

1. Review vouchers and other financial documents processedby the accounting division in terms of accuracy, completeness of supporting documents, compliance with accounting and auditing rules and regulations and other existing management policies;

2. Certify to the propriety and legality of all business tran- sections. including inspection and verification, authentication and documentation;

3. Ensure that all revenues and receipts due the Universityare properly accounted for. and that improper fund disbursements and utilization of properties are prevented;

4. Bring to the attention of management, expenditures or dis- bursements which are irregular, unnecessary, excessive or extra- vagant, and the improper use of properties; and

5. Review the accuracy and rellabifitv of financial reports and prepare and submit periodic reports as 'may be required by the UPLB Chancellor or his designated representatives.

Organization and Staffing

The Internal Audit Unit shall be under the Office of the Chancel- lor but Shall be directly supervised by the Vice Chancellor for Administration.

The Unit shall be intially staffed by an internal auditor who shall also act as the head of the unit: two internal audit analysts; six internal audit examiners; and two audit derks. Exceptfor the two audit clerks which are non-existent yet, all other positions shallbe filled by merely transferring the management-appointed staff who are presently performing auditing work at the office of the COA auditor. These incumbents shall temporarily retain their present positions although they may bedesignated as proposed under the Internal Audit Unit staffing pattern without adjusting their salary structure, until after their new positions are properly' reclassified through the Budget Unit.

For reference of Deans, Directors. Department Chairmen and Heads of offices, flowcharts are disbursed through the Internal Audit Unit.

OperatingBUdget

Initially, the maintenance and other operating expense require- ments of the Internal Audit Unit shallbecharged to the appropria- tion of the Office of the Chancellor or other available sources of funds of the University.

Effectivity

This Order shalltakeeffect immediately.
