BULACAN STATE UNIVERSITY now invites bids for the CONSTRUCTION OF A FOUR STORY BLDG CBA. It may also be downloaded free of charge from the Philippine Government Electronic Procurement System (PhilGEPS) website and the BULACAN STATE UNIVERSITY website, provided that bidders pay the Bidding Documents fee no later than the submission of bids theirs.
INVITATION TO BID
Unless otherwise specified in the BDS, the Bidder may subcontract portions of the Works to an extent approved by the BULACAN STATE UNIVERSITY and stated in the BDS. In the event that any subcontractor is found by the BULACAN STATE UNIVERSITY to be ineligible, the subcontracting of such portion of the Works shall not be permitted. Unless otherwise stated in the BDS, the financial component of the bid will contain the following:.

Within three (3) calendar days from the date of contract approval by the appropriate government approval authority, BULACAN STATE UNIVERSITY will issue a Notice of Continuation to the Bidder.
INSTRUCTION TO BIDDERS
All materials and plant on site shall be deemed to be the property of the BULACAN STATE UNIVERSITY. All decisions recommended by the CTRC shall be subject to the approval of the Head of the BULACAN STATE UNIVERSITY. Each completed form will be verified and signed by the BULACAN STATE UNIVERSITY representative within two days after the work is done.
Such request for payment must be verified and certified by the BULACAN STATE UNIVERSITY Representative/Project Engineer. No interest will be charged for delayed payments and adjustments by BULACAN STATE UNIVERSITY. A report of such verification shall be submitted directly to the Head of BULACAN STATE UNIVERSITY or his duly authorized representative.

Unless otherwise specified in the BDS, BULACAN STATE UNIVERSITY, as well as bidders and contractors, shall adhere to the highest ethical standards during the procurement and performance of the contract. 630, Filipino ownership or interest in the joint venture in question shall be at least seventy-five percent (75%): Provided, further, that joint ventures in which Filipino ownership or interest is less than seventy-five percent (75%) may be eligible if they structures to be constructed require the use of techniques and/or technologies not sufficiently possessed by a person/entity meeting the seventy-five percent (75%) Philippine ownership requirements: Provided, finally, that in the latter case, Philippine ownership or the interest shall not be less than twenty-five percent (25%). Any other document related to the financial component of the bid as set out in the BDS. a) Unless indicated in the BDS, all bids exceeding the ABC will not be accepted. The Bidder shall enter rates and prices for all items of the Works described in the Bill of Quantities. Bids shall remain valid for the period specified in the BDS which shall not exceed one hundred twenty (120) calendar days from the date of opening of tenders.
The bid security described in Clause 0 of the ITB must also be extended in accordance with at least the extension of the bid validity period. Any cross-connection, erasure or overwriting shall be valid only if signed or initialed by the duly authorized representative(s) of the bidder.

If the tenders are not sealed and marked as required, BULACAN STATE UNIVERSITY assumes no responsibility for misplacement or premature opening of the tender. No bid can be withdrawn during the period between the bid submission deadline and the expiration of the bid validity period specified by the bidder on the Financial Bid Form. If one or more of the requirements in the second envelope of a given bid are missing, incomplete or manifestly insufficient and/or if the total bid price submitted exceeds the ABC, unless otherwise specified in clause 13.1(b) of the ITB, the BAC shall judge the bid in question as “failed”.
If a Bidder has previously obtained a certification from BULACAN STATE UNIVERSITY as a result of previously submitting the above-mentioned Class “A” documents, the said certification may be submitted in lieu of the requirements enumerated in ITB clause 12.1(a) . , items (i) to (vi). Submission of documents required under ITB clauses 12.1(a)(iii) to 12.1(a)(vi) by any of the joint venture partners constitutes compliance.

The ranking of the total bid prices as calculated from lowest to highest. The determination will be based on an examination of the documentary evidence of the Bidder's qualifications submitted in terms of ITB clauses 12 and 13, as well as such other information as the BULACAN STATE UNIVERSITY deems necessary and appropriate, using a non- discretionary "pass/fail" . A negative determination will result in the rejection of the Bidder's Bid, in which case BULACAN STATE UNIVERSITY will proceed to the next Lowest Calculated Bid to make a similar determination of that Bidder's ability to perform satisfactorily.
Within a period not exceeding seven (7) calendar days from the date of receipt of the recommendation from the BAC, the Head of BULACAN STATE UNIVERSITY shall approve or disapprove the said recommendation.
