Update on the status of the UP campus in Sta. Elena, Tacloban City

President Concepcion informed the Board that according to the UP Charter, UP has no power to have eminent domain so that the expropriation case can be done for the university by the Office of the Solicitor General. If this is done, the University may have to compensate the landowner for the current market value of the property, as well as the replacement cost of structures and improvements or planted crops and trees. 4.12 Chairman De Vera asked whether the university can legally expropriate the entire property or just the right-of-way, because acquiring the entire property for right-of-way purposes may cause problems later for the Audit Commission. His position is that whichever is more cost-effective for the university between acquisition and expropriation should be favored by the board.

He noted from the report that there could be other uses for that property that UP might not be able to dictate because it didn't acquire property on both sides of the road, and that could cause so many irritations and security issues for the university. Elena campus, President De Vera proposed that the Board direct the Vice President for Development to immediately sit with the Chancellor of UP Manila and the Director of the UP School of Health Sciences to impress upon them the Board's decision that UP Tacloban and UP Palo should be part of the Sta. Contrary to the case of UP Town Center, the approval of the local government of Quezon City was required to reclassify or redistribute the land because it will be used for commercial purposes.

Elena campus, Vice President Zamora said that due to the recent developments in the area after Typhoon Yolanda, there is already a national road to Sta. They conducted a census of the settlers and then asked everyone to sign the document recognizing UP as the landowner of the estate.

The UPCAT exam was conducted earlier in the first week of August and the results were released in January of the following year. However, apparently, even the chancellor was not informed that the event would be a "meeting de avance" by a political party. To prevent the same from happening again, President Concepcion suggested that the policy prohibiting all kinds of partisan political activities within the campus, especially during elections, should be repeated. He recommended maintaining the status quo in the meantime, but subject to review of the implementation of the existing policy thereafter.

He said he does not want to suppress the right of students, staff, faculty or any member of the community to free speech or expression, but he also does not want the university to be accused of being unfair simply because of the people who were denied. their rights do not share the sentiments of those currently in power. Sarah Raymundo of the Center for International Studies regarding the alleged preferential treatment of male faculty over female faculty members in the Kamagong Residence Hall. However, due to the concerns raised by Regent Guillermo, President Concepcion assured that his administration will undertake to do the following: 1) find a temporary place for the stall owners in the meantime while the new shopping complex is being built;.

President Concepcion explained that the re-development of the infrastructure of the mall has been delegated by the board to the UP System Administration. The construction and remodeling of the mall will be given to the Department of Public Works and Highways (DPWH). PGH procurement plans, especially on emergency room supplies d.1 As a matter for the board's information, Regent Farolan shared this.

Politically, the university does not want to add to the existing number of collective bargaining employees. Update on the renaming of College of Engineering and Agro-Industrial Technology buildings in UP Los Baños Technology buildings in UP Los Baños. He said the proper channel is for this rejection by the APFC to be appealed to the Chancellor's office.

The decision of the Chancellor's Office is appealable to the Office of the President and the Board of Regents. Regent Fulvadora raised the request of the Office of Admissions staff for additional plantilla items for their office. It is in the best interest of the UP to obtain plantilla items for these offices so that the government can fund the SP (personnel service) and MOOE (maintenance and other operating expenses) requirements of these offices.
