Report of the President

He informed the Council that in March 2016 he formed a committee headed by UP School of Statistics Dean Dennis Mapa to study the improvement of the health and medical benefits of UP employees. The committee reviewed the historical disposition rate of UP faculty and staff under the existing Financial Assistance Program for Hospitalization Expenses (FAPHE), which provides a limit of PhP200,000 for the entire service of the employee to UP. Regent Gonzalez-Montinola suggested considering the benefit of the FAPHE in that it can accommodate hospitalization assistance up to PhP200,000, if used for the first time.

But the advantage of eHOPE is that the limit resets to PhP80,000 at the beginning of each year, even if the previous year's limit is partially or completely exhausted. She does not want these administration efforts to increase and expand employee benefits to be interpreted differently.

Report of the Faculty Regent

eHOPE is a health benefit program that, like FAPHE, also provides financial assistance to UP employees for hospitalization expenses, but the cap is reset to PhP80,000 annually for each employee. The UP system will allocate the collected funds for UP income projects, such as the UP City Center. President Pascual said that the administration may consider another type of cap in the future, that is for catastrophic diseases, which will be much higher than PhP 80,000.00, but only for certain types of diseases and only after further careful study of the eHOPE experience.

Chairman Pascual said the proposal will be presented to the board for approval after being submitted to faculty and staff for comment.

President Pascual said the university has adopted the policy of increasing enrollment through the graduate programs instead of the undergraduate programs. Student Regent Manuel expressed his appreciation for UP Cebu finally embarking on the process of transforming itself into a full-fledged CU of the UP system. The proposed rates were carefully examined with the Office of the Vice President for Development (OVPD) with the hope that the University's earning potential would be optimized. This will be one of the areas for investigation when the UP BGC is fully operational. Student Regent Manuel noted in the proposal that the UP BGC director is responsible for overseeing the adjustment of the rates.

Proposals for professors emeriti and retired professors to increase and expand the commitment in teaching, guidance, research, creative work and administrative work at the university in teaching, guidance, research, creative work and administrative work at the university. In cases where there was doubt about the process followed or its fairness of the recommendations, the papers were returned to the concerned unit for review and advice.
