The paper presents a comprehensive picture of the content related to the equilibrium card model, thereby applying this tool to government organizations in four specific areas. The results of this article will provide a basic theoretical framework for the dimensions of the balanced scorecard in the public sector so that further research can be carried out in each specific area of any country.
