Pada tahun 2015, Pusdiklat Teknis dan Fungsional kembali menyelenggarakan Diklat Reform Leader Academy (RLA) angkatan II dan III. RLA Angkatan II dan III tahun 2015 diselenggarakan selama 16 minggu (834 JP). RLA Angkatan II yang dimulai tanggal 27 Juli 2015 sampai dengan 13 November 2015 mengambil tema ”Infrastructure And Bussiness Regulatory Framework” yang diikuti sebanyak 24 orang. Sedangkan untuk angkatan III mengambil tema ”Connectivity for Better Synergy : Alignment Between Transportation, Logistics, Information Technology And Regional Development” dari tanggal 14 September sampai dengan 4 Desember yang diikuti sebanyak 25 orang. Penyelenggaraan RLA selain bertempat di Kantor Pusat LAN dan Kampus PPLPN LAN Pejompongan juga melakukan benchmarking ke beberapa institusi yang ada di Singapore bekerja sama dengan Civil Service College.

In 2015, Center for Technical and Functional Training organized Reform Leader Academy (RLA) Training batch II and III. This training was held for 16 weeks (834 Teaching Hours). Batch II was held from 27 July 2015 to 13 November 2015. This training encapsulated theme on “Infrastructure and Bussiness Regulatory Framework”, attended by 24 participants. For batch III, the training encapsulated theme on “Connectivity for Better Synergy: Alignment between Transportation, Logistics, Information Technology And Regional Development”. Batch III was held from 14 September to 4 December, attended by 25 participants. Reform Leader Academy was held at the Head Ofice of NIPA and Pejompongan Campus. This training involved benchmarking process to several institutions in Singapore, facilitated by Singapore Civil Service College.

RLA Batch III 2015

Pada tanggal 10 November 2015, LAN melalui Pusdiklat Teknis dan Fungsional melakukan Pencanangan Gerakan ASN Pelopor Bina Damai di Indonesia. Kegiatan ini diprakarsai oleh Lembaga Administrasi Negara, Kementerian Desa, Pembangunan Daerah Tertinggal dan Transmigrasi dan Peace Through Development in Disadvantaged Areas (PTDDA)-UNDP yang merupakan rangkaian kegiatan dari tahun 2013. Gerakan ASN sebagai pelopor bina damai di Indonesia dinilai sesuai dengan amanat UU nomor 5 tahun 2014 tentang ASN yang menyebutkan tiga fungsi ASN sebagai pelaksana kebijakan publik, pelayan publik serta sebagai perekat dan pemersatu bangsa. Amanah UU ASN tersebut dapat diwujudkan apabila ASN memiliki kompetensi sosio-kultural, selain kompetensi teknis dan manajerial. LAN sebagai pelopor diklat Bina Damai terus mengembangkan konsep tentang kompetensi sosio-kultural

On 10 November 2015, NIPA trough the Center for Technical and Functional Training launched the Movements for ASN Pioneers of Peace in Indonesia. This activity was initiated by NIPA, Ministry of Rural, Disadvantaged Area Development and Transmigration in collaboration with Peace through Development in Disadvantaged Areas (PTDDA)-UNDP as part of a series of activities started in 2013. Movement for ASN to become pioneer of peace building in Indonesia was considered in accordance with the mandate of Law Number 5 Year 2014 on the National Civil Service Apparatus (ASN). This law stipulated three functions of ASN as public policy executor, public servants as well as agent for unifying the nation. In order to implement mandate of the Law, socio- cultural competence is required, in addition to technical and managerial competence. NIPA as a pioneer of Peace Building training continues to develop the concept of socio- cultural competence.

Penyusunan Modul Revolusi Mental ASN ASN Mental Revolution Training Modules Writing Penyusunan modul pelatihan revolusi mental bertujuan

sebagai pendukung pelatihan revolusi mental dan merupakan salah satu bagian dari kampanye untuk mendukung penyebarluasan doktrin revolusi mental bagi aparatur negara yang diharapkan mampu mengakselerasi perubahan mindset ASN agar memiliki budaya melayani, dan memberikan pesan kepada masyarakat tentang tekad pemerintah untuk hadir dan memberikan pelayanan publik yang lebih baik.

Modul revolusi mental terbagi kedalam 11 bagian, yaitu : konsepsi dan kebijakan revolusi mental dalam nawacita, Pancasila sebagai kepribadian dan jati diri bangsa, citra diri pemimpin yang berkarakter, membangun karakter kepemimpinan yang melayani, membangun karakter kepemimpinan dalam inovasi pelayanan public, kepemimpinan dan budaya organisasi, membangun budaya kerja pelayanan pegawai ASN, membangun pola piker ASN (Aktualisasi Pengembangan Kepribadian), membangun ketahanan keluarga menuju Indonesia berkepribadian, membuat rencana aktualisasi nilai-nilai revolusi mental (Personal Goal Setting), building rapport (interpersonal relationship) bagi ASN dalam melakukan revolusi mental.

Mental Revolution Modules writing was conducted to support mental revolution training as part of the campaign to support dissemination of mental revolution doctrine to the civil service apparatus (ASN). This training is expected to accelerate mindset change of the ASN in order to be committed in serving the public, as well as to convey message about government’s strong will for providing better public services.

Mental revolution Modules consist of 11 sections, namely: policy conception and mental revolution within nawacita (9 priorities of government agenda), Pancasila (national principles) as the nation’s personality and identity, leaders with character, building servant leadership character, building character of leadership in public service innovation, leadership and organizational culture, building civil servants apparatus culture of service, building civil servants apparatus mindset (Actualization of Personality Development), building family resilience towards Indonesian with character, formulating actualization plan of mental revolution values (Personal Goal Setting), building rapport for conducting mental revolution.
