DRAFT AMENDMENTS TO SECTION 94 CONTRIBUTIONS PLAN NO. 15 – BOX HILL PRECINCT (FP216)
Section 94 Contributions Plan No. 15 – Box Hill Precinct applies to land within the Box Hill and Box Hill Industrial Growth Centre Precincts and facilitates the collection of monetary contributions from residential, commercial and industrial development in order to fund the provision of the local infrastructure (water management, transport management and open space) required to support urban development of the Box Hill Precinct.
It is proposed that Contributions Plan No. 15 – Box Hill Precinct be amended to:
• Levy residential development on a per person/dwelling basis (rather than based on Net Developable Area);
• Levy non-residential development based on additional sqm of Gross Floor Area (rather than based on Net Developable Area);
• Revise dwelling and population projections for the precinct as a result of the State Government Housing Diversity Package, the rezoning of Box Hill employment lands (6/2014/PLP) and the most recent ABS census data;
• Reduce the development timeframe for the precinct from 40 years to 25 years to refl ect Sydney Water’s updated Servicing Program; and

LOCAL ENVIRONMENTAL PLAN CHANGE TO RECLASSIFY A PARCEL OF COUNCIL-OWNED LAND FROM ‘COMMUNITY’ TO ‘OPERATIONAL’ (9/2015/PLP) Council is undertaking a planning proposal to amend its Local Environmental Plan, to reclassify Lot 601 DP 1083182, 5 Jackson Place, Kellyville from ‘Community Land’ to
‘Operational Land’ within the meaning of the Local Government Act 1993.
The land is no longer required as a cycleway link due to the realignment of the route through Sydney Water land adjoining the future Arnold Avenue Sports Complex. The change will facilitate the sale of the land as a residential lot with the funds being allocated to assist the provision of open space and recreation opportunities in the area.
An amendment to Council’s Development Control Plan for Kellyville/Rouse Hill is also required to refl ect the revised cycleway route, and remove an ‘open space’ notation from the site.
With respect to the land proposed to be reclassifi ed, a public hearing is to be held as required by Section 29 of the Local Government Act 1993, at Council’s

NORTH ROCKS EMPLOYMENT PRECINCT – PROPOSED CHANGES TO PLANNING CONTROLS, DRAFT AMENDMENTS TO BUILDING SETBACKS, DRAFT PUBLIC DOMAIN PLAN AND CHANGES TO THE B6 ENTERPRISE CORRIDOR ZONE (PLANNING PROPOSAL 11/2015/PLP)
The North Rocks Employment Precinct is a 46-hectare developed industrial area located in North Rocks and accessed via the intersection of North Rocks Road and Loyalty Road.
It is proposed to diversify the types of employment generating activities that can locate in the precinct in order to facilitate redevelopment and revitalisation. This outcome will be achieved by rezoning the precinct from IN1 General Industrial zone to B6 Enterprise Corridor zone under Local Environmental Plan 2012. Under this zone the precinct will maintain an industrial focus whilst also permitting business and offi ce uses. It is also proposed to reduce the minimum lot size from 8,000sqm to 4,000sqm in order to provide further subdivision opportunities. Associated amendments are proposed building setbacks within the precinct under Development Control Plan 2012 (Part B Section 7 – Industrial).
A draft Public Domain Plan has also been prepared to enhance the image and amenity of the precinct through the provision of street trees, footpaths and signage to highlight the precinct entrance.
In conjunction with planning changes for the North Rocks Employment Precinct, it is proposed to prohibit ‘shop top housing’ in the B6 Enterprise Corridor zone across the Shire in order to reduce potential land use confl icts which may inhibit employment generating activities in this zone.

The planning proposal is to amend the planning framework for the Box Hill Growth Centres Precinct to facilitate greater job diversity, employment opportunities as well as provide additional housing and open space to meet the needs of future residents.
The proposal would amend State Environmental Planning Policy (Sydney Region Growth Centres) 2006.
The planning proposal seeks to rezone 53 hectares of light industrial land within the vicinity of Annangrove Road, Edwards Road and The Water Lane and some surrounding land to part B6 – Enterprise Corridor and part low and part medium density residential. Additional public open space land of 3.3 hectares has also been identifi ed.
The proposal additionally seeks to amend the fl oor space ratio and minimum subdivision lot size, and remove ‘shop top housing’ as a permitted land use within the B6 – Enterprise Corridor zone.
It is also proposed that the existing land on Terry Road zoned B6 – Enterprise Corridor, adjoining the future Box Hill Town Centre be rezoned to R1 General Residential. This will facilitate ground fl oor business uses and upper fl oor residential development in this location.
The revised zonings are supported by a range of draft Development Control Plan amendments including a revised road layout for the precinct.

The fox control program will involve the use of ‘Foxoff® Econobait’ poison baits that are designed specifi cally for fox control. Poison baits contain 1080 (sodium monofl uoroacetate). Baits will be buried to reduce the risk of non-target poisoning.
Warning signs will be displayed to notify the public about the program. It is vital that pet owners take extra precautions to ensure that their pets do not enter these reserves during the dates stated. Penalties up to $1,100 apply under the Local Government Act 1993 Sect 632 (2)(d)
