DRAFT DEVELOPMENT CONTROL PLAN, VOLUNTARY PLANNING AGREEMENT AND SECTION 94 CONTRIBUTIONS PLAN TO SUPPORT THE REZONING OF LAND WITHIN THE BOX HILL NORTH PRECINCT (1/2014/PLP)

To support the development of Box Hill North Precinct for urban purposes, a draft Development Control Plan, Voluntary Planning Agreement and Section 94 Contributions Plan have been prepared.

The vision of the Box Hill North precinct is to create a high quality, integrated and ecologically sustainable urban environment integrated with good public transport accessibility, open space, community facilities and employment opportunities. The draft Development Control Plan provides specifi c objectives for development within Box Hill North and relevant controls to ensure the vision and objectives are achieved.

The rezoning of the Box Hill North Precinct for urban development will also require a full range of urban support infrastructure such as recreation facilities, water management facilities, and transportation facilities. It is proposed that the required infrastructure will be delivered through the combination of a Voluntary Planning Agreement and a Section 94 Contributions Plan.

Public Exhibition Period: Tuesday, 5 August 2014 to Friday, 5 September 2014.

Location of Exhibition: The draft Development Control Plan, Voluntary Planning Agreement and Section 94 Contributions Plan are available for inspection at the following locations:

DRAFT MASTER PLAN AND DRAFT PUBLIC DOMAIN PLAN – BAULKHAM HILLS TOWN CENTRE

Council is seeking comment on the draft Master Plan and draft Public Domain Plan which will guide future development of the Baulkham Hills Town Centre and improvements to public spaces. Through these documents a vision is established and recommendations are made with respect to town centre elements, landmark locations, building design, commuter car parking and the upgrade of public transport facilities.

The draft Master Plan promotes higher density forms of housing and a mixture of employment and retail uses within the Town Centre. It identifi es key sites with design principles to promote buildings that contribute to a safe, active and vibrant street environment. It has been developed to set the framework for future land use planning and infrastructure decisions.

The draft Public Domain Plan provides Council and developers involved in the revitalisation of the Baulkham Hills Town Centre with the information needed to plan and design for improvements within the public spaces. The Plan identifi es consistent street furniture such as paving, seating, bins, banner and fl ag poles, bus shelters and landscaping which are to be used throughout the town centre and outlines the vision and design concepts the key public spaces.

Public Exhibition Period: Tuesday, 19 August 2014 to Friday, 19 September 2014.
