Report on audit results of implementation of recommendations of the Accounting Chamber of Ukraine regarding protection of Bug River basin
from pollution
Audit was conducted during March-June2015.
Audit object: Ministry of Ecology and Natural Resources of Ukraine, State Agency for Water Resources of Ukraine, Lviv and Volyn Regional Administrations and their departments, Western-Bug Basin Directorate, Lviv and Volyn Regional Branches for Water Resources Management, Lviv Municipal Enterprise “Lvivvodokanal”.
Main outcomes: audit showed that the Ministry of Ecology and Natural Resources of Ukraine and the State Water Resources Agency of Ukraine within the framework of cross-border cooperation in the Bug River basin worked out a significant amount of regulatory and technical documentation for improving water policy in the basin and bringing it closer to EU standards.
Meanwhile aforementioned central executive agencies did not provide in full scale implementation of the recommendations by the Accounting Chamber of Ukraine provided as the result of completed in 2006 the international audit on protection against pollution of the river basin of Bug River, conducted by Supreme Audit Institutions of the Republic of Belarus, Poland and Ukraine. As a result, efficiency of implementation of measures for water protection and use of the state budget funds was not achieved.
Investment activities undertaken to improve the state of water in the basin of the Bug River are insufficient and do not ensure the achievement of the goals.
The current system of monitoring treatment should also be significantly improved, since it does not provide objective information in accordance with modern requirements established in the EU.
Thus, the problem of pollution of the river basin, water quality deterioration and unresolved issue of riverbeds becomes critical at three levels:
- regional - contamination of ecosystems of Volyn and Lviv Regions within the Bug River basin;
- state - risks of gradual loss of territory of Ukraine in the border area with the Republic of Poland;
- international - contamination of ecosystems in other countries as a result of transboundary movement of pollutants.
