MEMORANDUM OF UNDERSTANDING BEI'WEEN
THE GOVERN!-1ENT OF THE REPUBLIC OF INDONESIA AND
THE GOVERNMENT OF THE REPUBLIC OF FINLAND CONCERNING
THE HECHANIZED NURSERY AND PLANTATION PROJECT IN SOUTH KALIMANTAN IN 1985-1987
Whereas, of the Government of the Republic of Indonesia (herein-after referred to as the Government of Indonesia) and the Govern-ment of the Republic of Finland (hereinafter referred to as the Government of Finland) have on May 19, 1981, signed a Memorandum of Understanding concerning a forestry hand-tools development and establishment of a mechanized nursery pilot project;
Whereas, the two Governments have , on September 14, 1983, signed a Hemorandum of Understanding concerning a mechanized nursery and
plantation project in Sou"th Kalimantan;
Whereas, the two Governments have mutually decided to continue their co-operation in this field;
Now therefore, the Government of Indonesia and the Government of Finland have agreed as follows;
ARTICLE I THE PROJECT
The Mechanized Nursery and Plantation Project (hereinafter refer-red to as the Project) shall be implemented in South Kalimantan during 1985-1987 in accordance with the Project Description attached hereto as an Annex.
ARTICLE II
EXECUTIVE AUTHORITIES
l . The Government of Finland, designates the Ministry for Foreign Affairs as the Executive Authority responsible for the imple-mentation of its obligation under this Memorandum of
Understanding.
The Ministry of Foreign Affairs of Finland, represented in Indonesia by the Embassy of Finland.
2. The Government of the Republic of Indonesia designates
6.401.000) in 1985 and, subject to parliamentary approval in Finland, a maximum of six million eight hundred and twenty two
thousand Finnish Marks (FIM 6.822.000) and seven million nine hundred and forty eight thousand Finnish Marks (FIM 7.948.000) in 1986 and 1987, respectively, as specified in the cost
estimate included in the Project Description.
2. For the implementation of the Project, the Ministry for Foreign Affairs of Finland shall conclude a -contract with the Finnish implementing agency for the Project, Messrs. Enso Gutzeit Oy (hereinafter referred to as the Finnish Implementing Agency). 3. The Finnish contribution referred to in paragraph 1 above shall
be used to compensate the costs accrued to the Implementing Agency from carrying out the Project as well as the costs of the monitoring and evaluation of the Project in the framework of the Budget included in the Project Description.
ARTICLE IV
CONTRIBUTION OF THE GOVERNMENT OF INDONESIA
1. The Government of Indonesia will take the necessary measures to ensure the smooth and expedient implementation of the Project.
2. The Government of Indonesia shall be responsible for its obligations as set forth in the Project Description.
3. All financial and any other obligation arising from the imple-mentation of the Project over and above the :Finnish contribution
referred to in Article III above shall be undertaken by the Government of Indonesia.
ARTICLE V
STATUS OF THE EXPATRIATE PERSONNEL AND THE IMPLD-1ENTING AGENCY
1. The Government of Indonesia in accordance with the prevailing law·s and regulations, shall
1.2. grant exemption from taxes, customs duties and other
charges on import of all materials and equipment imported into Indonesia for the Project under this Memorandum of Understanding as well as personnel effects of the
approved expatriate personnel.
2. In accordance with the prevailing laws and regulation, the Government of Indonesia shall impose no" currency or foreign ex-change restrictions on funds introduced into Indonesia for the use of the Project or the approved expatriate personnel, and
allow the exchange and exportation of such funds.
3. In respect of the approved expatriate personnel working in Indonesia under this Memorandum of Understanding the Government of Indonesia shall
3.1. grant free of charge and without undue delay multiple entry and exit visas and other necessary permits and authorizations to the appr_oved expatriate pers o nnel and their families;
3.2. in the event of arrest or detention for any reason what-soever of the members of the approved expatriate
personnel or their families, or of criminal proceedings being instituted against them, immediately notify the Embassy of Finland;
3.3. hold the approved expatriate personnel harmless against any liability in case of damages caused by the expatriate personnel in the course of their duties in Indonesia un-less such damage has arisen from the gross negligence or wilful misconduct or criminal act of the Finnish person-nel;
3.4. in the event of an International crises affecting the safety of foreign nationals in Indonesia accord the same repatriation facilities· to the prevailing regulations.
ARTICLE VI GENERAL PROVISIONS
l . The Executive Authorities shall ensure that the resources
made available for the Project are exclusively utilized for the needs of the Project in a manner enabling the implementation of the Project in the most effective way.
2. The material and equipment provided by the Government of
Finland under this Memorandum of Understanding shall be avail-able for the unrestricted use of the Project and remain the property of the Government of Finland during the Project imple-mentation, and shall be transferred to the Government of
4. The Executive Authorities shall act in co-operation in the monitoring and evaluation of the Project.
5. All information and data received by a Party from the other Party for the implementation of· the Project shall be confident-ial i f so indicated by the other Party or i f i t is such by its nature.
6. Any dispute arising from the interpretation of application of this Memorandum of Understanding shall be settled amicably by consultation or negotiation between the two Governments.
7. This Memorandum of Understanding may be amended or modified by mutual negotiations between the two Governments; such amendment or modification shall be made in writing.
8. It is understood that the continuation of the Memorandum of Understanding concerning the year 1988 may be established after the necessary governmental and parliamentary decisions in
Finland.
ARTICLE VII
ENTRY INTO FORCE; VALIDITY AND TERMINATION
l. This Memorandum of Understanding shall enter into force on the date of signature by both Parties and remain in force until the completion of the Project.
2. This Memorandum of Understanding may be terminated by written notification by either party to the other and such a termina-tion shall have effect at the expiratermina-tion of three months from the date of such notification.

IN SOUTH KALIMANTAN IN 1985 - 1988 (PHASE III)
1. BACKGROUND INFORMATION
The Indonesian archipelago consists of 13,357 islandE, among of it 4,000 main islands with a total land
area of about 193 million hectares and the ーッーオャ。エゥッセ@ of about 160 million in 1984.
The forest la nd of Indonesia is about 143 million hectares (ha) and consists of:
protective forest, abo ut 30.3 million ha preservation and conservation forest, about 18.7 million ha
productive forest, about 64 million ha conversion forest, about 30 mil:ion ha . Indonesia has a huge potentia l as a timber producer. However, it was considered that the ャッァァ・セᆳ
over area is about 10 million ha and the unproductiv= area about 20 million ha needed to be rehabilitated and reforested.
The forest plantation area is about 1,800,000 ha, and consists of 1,500 000 ha in Java (Perhutani) and about 300,000 ha outside Java.
For the Fourth Five-Year Plan Development (Pelita IV) (1984/1985 up to 1989/1990) the target of
reforestation is about 300,000 ha average per yeer and it needs more than 500 million seedlings.
This requirement presupposes impro ved technical methods, equipment, machinery and skilled personnel
for the large-scale production of high-quality seedlings for the establishment and management of industrial plantations.
In May 1981 the Goverment of Finland and the Government of Indonesia signed an agreement
regarding implementation of a Forestry Programme which included a Mechanized Nursery Pilot Project
e v aluation teams concluded that the following acti vit ies should be furtherdeveloped:
The improvement of the skills of the
Indonesian personnel in the field of nursery and plantation technology, e.g. through
training of instructors with the aim of
facilitating a smooth transfer of technolog y and improvement of e xp ertise.
Studies of the use of new and improved equipment.
Development of large-scale nurseries and plantations.
For the reasons mentioned ab ov e the Government of Finland and the Government of Indonesia have decided to continue co-operation in the framework of a new Mechanized Nursery and Plantation Project to be carried out in South Kalimantan from July 1983 to the end of June 1985.
During the implementation of the Project it has become clear that, because of the seasonally late signing of Memorandum of Understanding, time limits and difficulties at the beginning of the project, all the objectives of the project will not be
achieved. In addition, it has become obvious that the new areas of co-operation should be included in the project, and that the training component
has to be increased. For the reasons mentioned abo v : both parties will propose that the Mechanized
Nursery and Plantation Project in South Ka lima ntan will be extended by three years.
The new extension of the project will include the following sub-projects:

2. OBJECTIVES OF THE PROJECT
2.1 Sub-project I
The project is divided into four different su b -projects with the following long-term and short-term objectives.

The long-term objective of sub-project I is to develop economical nursery technology for large -scale production of high quality seed l ings under Indonesian conditions for industrial plantations. The s ho rt-term objectives of t he three - year project are as fallows :

material for further training of Indones:3 n forestry personnel and workers .
to c arry out testing of alternative work methods, including the use of Indonesia n peat and other soi l additives in connectio n with pract ical nursery operations.
Modifying Reforestation Methods
seedlings produced by the new nursery, as well as equipment which prove to be efficient introduced in the project and ap ply ing effective methods for seedling transportation, si te preparation, planting and management .
The short-term objectives for the three-year project are as follows:

to plan and manage the establishment of
the plantation of 2.0 - 4 . 0 million seedlings so that the local staff can take over the total responsibility for the operation by the second year of the project,
to test and modify the mechanized reforestctic-methods and equipment for local conditions in South Kalimantan, particularly in alang-alang areas and in the secondary forest or in the unproductive forest. The use of herbicides for site preparation in alang-alang areas will be included. Special attention has to be paid to the ュ。クゥュゥコRセゥ」ᆳ
of the plantable area, to the maintenance of the plantatio ns and to econo mical and envinronmental aspects,
to train the local staff and workers to apply modified manual and mechanized reforestation technology based on the use of potted
seedlings. Training is to be given to 。セャ@ of the staff and workers required for planting 2 - 4 million seedlings annually, to carry out field tests in order to fine out the effe ct of soil preparation, weedir.g and fertilizatio n on the growth of ケッオョセ@
seedlings.
Pilot Plantation and Tria l Area
The target of this sub-project is to establish a pilot plantation area of 1,000 - 2,000 ha annuall y for:
trial planting of different kinds of seedlings produced in nursery trials, trials of reforestation techniques, seed orchard,

The possible co-operation with Forest Research and Development Agency and universities working in this special area should be promoted when establishing the trials mentioned above.

In connection with the establishment of the pilot plantation area, a fire control unit will be
established. The unit will serve as a model and training area for fire control in industrial
plantations in other regions of similar condition. The development of the unit has to inc l ude:

The ーイッェ・」セ@ incl udes the nursery in Landasan Ulin, Banjar Baru, normally growing seedlings for
industrial plantations in the Rantau are a and for protection forests in the surroundings of Lake Riam Kanan .
In addition to the normal acti vit ies related to growing 2 - 4 million seedlings a year, nursery techniques are developed, the growing methods of the seedlings of other species are studied and seedlings for planting trials, a seed orchard and provenance trials are raised .

Small - scale time and production studies will be carried out in order to obtain more detailed information about production and costs of the methods found most su i t a ble.
The trial area is the place for testing different kinds of wo r k methods and est a blish i ng permanent grow i ng tr ia ls a nd s eed production . I t wi ll also serve as a pilot a rea where methods i n the protection of plantation forests a gainst forest fires are
established and where it is possible to train foresters in real conditions.

Finnish Personnel

He will be responsible for the Finnish contribution to the Finnish consultant .
Qualifications
The Finnish Team Leader will be a specialist in reforestation and will be famil i ar with the technical details of alternative
reforestation and nursery technology under tropical conditions. He will be able to communicate his ideas effectively and should have a minimum of 3 years' working experience under tropical conditions. Duration 36 months .
2 . Forestry and Training Expert
The Forestry and Training Expert will act as an assistant to the Finnish Team Leader and his r esponsibilities are as follows:

in planning and executing nurse"y and other trials,

Qualifications
The forestry and training expert will bE a specialist in reforestation and nurse"y techniques in a tropical country. He will be able to organize the establishment of the seed orchard and provenance trials and training . He will report to ths Finnisr. Team Leader .
The Nursery Supervisor will be specialized in seedling production in large-scale nurseries and, together with his counterpart, be res ponsible for all the nursery activities. He will rep ort to the Finnish Team Leader.
Qualifications
The Nursery Supervisor should be well versec in the choice of tools and methods associate= with the various technological alternatives
in tropical nursery practices. Duration 36 months.
4. Reforestation Supervisor
The Reforestation Supervisor will be specialized in reforestation and, together with his counterpart, be responsible for the implementation of all the reforestation activities. He will re port to the Finnish Team Leader.
Qualifications
The Reforestation Supervisor should be well versed in the choice of tools, imple ments and methods for reforestation under tropica: conditions and should be able to 」ッュュオョゥ」。セ]@

Indonesian Personnel
As part of the contribution of the Government of Indonesia the following personnel will be provided for the activities in the field:
full-time field manager, who will be
responsible for the day-to-day operations of the project
day-to -day counterparts for all sub-projects all the Indonesian foremen, workers and
drivers needed for project activities and guarding
counterparts and Indonesian experts needed in special tasks such as the establishment of trials , seed production and the fire protection unit . Co-operation with the
Agency for Forestry Research and Development, and Universities.
The Ministry of Forestry will provide such workers who are able to work in the nursery permanently or seasonally . In this way they will learn the right work methods and the use of nursery equipment and not need such a thorough training every year. It is of primary importance that the appointed nursery supervisors and foremen will take over resoonsibility for the daily operations as soon as possible .
As part of the contribution of the Government of Indonesia, the Ministry of Forestry will use contractors for the following activities:
construction of necessary buildings, roads and fire protection lines ,
elect rical network for machinery and buildings, transport of Finnish equipment and material from the port of Banjarmasin to the nursery area,
transport of Indonesian peat from the peat processing area ,
transport of seedlings and reforestation equipment from th e nursery to the

5.7 Miscellaneous
One of the main components of the project is the training of the Indonesian personnel in nursery techniques, reforestation and fire control.
The Government of Finland will reserve the possibility to arrange international courses e.g . in fire
control, nursery management and plantation
establishment, in co - operation with the Government of Indonesia.
The training of workers will be carried out mainly in the form of on-the-job training.
As mentioned in the paragraphs of outputs and
activities, the following courses for staff members will be included in the project:
courses for graduated foresters, supervisors and foremen in nursery techniques
courses for graduateo foresters, ウオー・イカゥウセイウ@ and foremen in fire protection
special course for preparing a forest management plan.
The Finnish staff will conduct courses in English . Indonesian counterparts have to take care of
translation into the Indonesian language . Tra ve lling, lodging ard catering costs and transportation of the trainees during training courses in In donesia will be financed by the gッカ・イョセョセ@ of Indonesia .
To familiarize the Indonesian セイ。ェ・」エ@ ウセ。ヲヲ@ with セィ・@ Finnis h forestry and especially with nursery, reforestation and management systems used in Fi nland , a study tour of 2 - 4 weeks to Finland will be organized for two Indonesian counterparts every year during the whole Project.

7. INSTITUTIONAL ARRANGEMENTS
8. BUDGET
The Ministry of Forestry of Indonesia and the
Ministry for Foreign Affairs of Finland representea
in iョ、ッセ・ウゥ。@ by the Embassy of Finland will be the
competent authorities of the two Governments for the implementation of this project.
The Directorate General of Reforestation and Land Rehabilitation will be the Executing Agency of the project in Indonesia.
In the Directorate General of Reforestation and Land Rehabilitation the project works as a part of the Reforestation Development. The Director of Reforestation acts as a coordinator and the chief of Sub-Directorate of Nursery as a project Manager. Joint Steering Group is formed to give advice and guidance and to improve the operational plan in the framework of the Project Description and to evaluate the progress of the Project.
The actual reforestation activities, such as soil cultivation, planting and weeding which are primarily budgeted in the Impres, are under the responsibility of the Governor of South Kalimantan. The provincial forestry organization managed by the chief of the pro v incial forestry office will plan, manage and finance the activities mentioned above. According to the regulations, the actual work will be done by 」ッョエイ。」エッセウN@ Sane of the seedlings produced i n the project ョオイウ・セケ@ can be used in ref orestation activities in the Riam Kanan area executed by the Army or other institutions.
The trials and imple mentation of seec production will be done in co-operation with Indonesian Fares: Research Organizations and Universities .

The Finnish contribution to the project is approximately 23,8 million Finnmar ks ( FIM ) .
