Pemerintah daerah mengalokasikan dana dalam bentuk anggaran belanja modal untuk menambah aset tetap. Alokasi belanja modal didasarkan pada kebutuhan daerah akan sarana dan prasarana, baik untuk kelancaran pelaksanaan tugas pemerintahan maupun fasilitas publik. Masalah dalam penelitian ini, terjadinya kesenjangan antara bagian Pendapatan Asli Daerah (PAD) dengan dana perimbangan dari pemerintah pusat. Tujuan penelitian ini adalah untuk mengetahui pengaruh Pendapatan Asli Daerah (PAD) dan Dana Alokasi Umum (DAU) terhadap realisasi anggaran belanja modal pada pemerintah kabupaten/kota se-Jawa Tengah tahun 2008.
Penelitian ini merupakan penelitian kuantitatif, dimana data yang diperoleh diwujudkan dalam bentuk angka, skor, dan analisisnya menggunakan statistik. Objek yang diteliti oleh peneliti adalah laporan realisasi APBD masing-masing Kabupaten/Kota se-Jawa Tengah tahun 2008. Variabel yang dikaji dalam penelitian ini adalah Pendapatan Asli Daerah (PAD), Dana Alokasi Umum (DAU), realisasi belanja modal. Metode pengumpulan data yang dilakukan dalam penelitian ini adalah dokumentasi. Data yang dikumpulkan dianalisis dengan menggunakan regresi berganda SPSS 16.0.
Berdasarkan hasil penelitian menunjukkan hasil regresi berganda, Pendapatan Asli Daerah (PAD) dengan tingkat signifikan 0,723 tidak berpengaruh terhadap realisasi belanja modal, sehingga hipotesis pertama ditolak. Karena Pendapatan Asli Daerah (PAD) tiap-tiap Kabupaten/Kota se-Jawa Tengah besarnya tidak sama, sehingga belanja modal yang dikeluarkanpun juga berbeda-beda sesuai dengan Pendapatan Asli Daerah (PAD) yang diterima. Sedangkan Dana Alokasi Umum (DAU) dengan tingkat signifikan 0,003 berpengaruh terhadap realisasi belanja modal, sehingga hipotesis kedua diterima. Karena Pemerintah Kabupaten/Kota masih sangat bergantung sekali pada Dana Alokasi Umum (DAU) dalam merealisasikan belanja modal. Secara simultan Pendapatan Asli Daerah (PAD) dan Dana Alokasi Umum (DAU) dengan tingkat signifikan 0,004 berpengaruh terhadap realisasi belanja modal, sehingga hipotesis ketiga diterima.

Budget
The local government allocates some fund in the form of capital budget to increase the fixed asset of the local government. Capital Budget Allocation is based on the local needs of good infrastructure and facilities, either for the smoothness of governmental task execution or public facility. The research problem is the occurring of imbalance between Local Income (PAD) with the General Allocation Fund from central goverment. This research to know the influence of Local Income (PAD) and General Allocation Fund (DAU) toward the Realization of Capital Budget in the Regency/City Government in Central Java 2008.
This research is a quantitative study, where the obtained data is realized in the form of numbers, scores, and statistical analysis. Object of the study researched by researcher is the realization reports of Local Budget (APBD) of each Regency/City throughout Central Java 2008. Variables of the study are the Local Income (PAD), General Allocation Fund (DAU), capital budget realization. The data collection method in this study is documentation. Then the data collection is analyzed using the SPSS 16.0 multiple regression.
Based on the research result demonstrates that the multiple regression, Local Income (PAD) with significance value 0,723 does not influence the capital budget realization, so that the first hypothesis is rejected. Because of the disparity of each regency’s/city’s Local Income in Central Java, therefore the purchase of capital budget is different as according to their received Local Income (PAD). While the General Allocation Fund (DAU) has significance value 0,003 has an influence to the capital budget realization, thus the second hypothesis is accepted. The Regency/City government has very depends on the General Allocation Fund (DAU) in realizing the capital budget. Simultaneously, the Local Income (PAD) and General Allocation Fund (DAU) with significance value 0,004 has an influence the capital budget realization, thus the third hypothesis is accepted.
management of General Allocation Fund (DAU) should be directed to decrease the cross-regional financial ability imbalance, not to be regarded as local obligatory income.
