ABSTRAK
Program Expanding Maternal and Neonatal Survival (EMAS) merupakan salah satu program yang akan mendukung percepatan penurunan kematian ibu dan anak. Penetapan program EMAS di RSUP H Adam Malik Medan menurut Keputusan Direktur Utama Nomor: GK.01.06/IV.2.1/115/2014 tentang pembentukan Tim Pendamping EMAS (Expanding Of Maternal And Neonatal Survival). Tujuan penelitian untuk mengetahui faktor yang mempengaruhi kinerja petugas kesehatan dalam program emas (Expanding Maternal Neonatal And Survival) di Rumah Sakit Umum Pusat Haji Adam Malik Medan tahun 2015.
Jenis penelitian adalah penelitian kuantitatif menggunakan metode survei analitik dengan pendekatan cross-sectional. Populasi adalah seluruh petugas kesehatan (Dokter anak, Dokter kebidanan, Bidan dan Perawat perinatologi) berjumlah 170 orang, seluruh populasi dijadikan sampel. Pengumpulan data dilakukan dengan menyebar kuesioner. Analisis data dilakukan dengan uji regresi logistik ganda.
Hasil penelitian menunjukkan ada pengaruh faktor motivasi terhadap kinerja dokter anak, pengaruh sarana dan prasarana dengan kinerja dokter kebidanan, pengaruh umur dengan kinerja bidan, dan pengaruh kepemimpinan dengan kinerja perawat dan pengaruh sarana dan prasarana dengan kinerja perawat dengan nilai p<0,05.
Disarankan kepada pemimpin rumah sakit H.Adam Malik Medan meningkatkan kinerja petugas kesehatan (dokter spesialis anak, kebidanan, bidan dan perawat) dengan cara melengkapi sarana dan prasarana yang mendorong berjalannya program EMAS.

ABSTRACT
EMAS (Expanding Maternal and Neonatal Survival) is one of the programs which support the acceleration of decreasing in maternity and infant death rate. EMAS program at RSUP H. Adam Malik, Medan, is established according to the Directive of the President Director No GK.01.06/IV.2.1/115/2014 on the Establishment of EMAS Associate Team. The objective of the research was to find out some factors which influence the performance of health care providers in EMAS program at RSUP H. Adam Mallik, Medan, in 2015.
The research used a quantitative analytic survey method with cross sectional design. The population was 170 health care providers (pediatricians, obstetricians, midwives, and perinatology nurses), and all of them were used as the samples. The data were gathered by distributing questionnaires and analyzed by using multiple logistic regression analysis.
The result of the research showed that there was the influence of motivation on the performance of pediatricians, facility and infrastructure on the performance of obstetricians, age on the performance of midwives, and leadership and facility and infrastructure on the performance of nurses at p < 0.05.
It is recommended that the management of the hospital improve the performance of health care providers (pediatricians, obstetricians, midwives, and nurses) by completing facility and infrastructure which support EMAS program.
