DIRECTOR GENERAL OF CHEMICAL, AGRO AND FORESTRY PRODUCT INDUSTRY

TECHNICAL DIRECTIVES FOR APPLICATION OF THE INDONESIAN NATIONAL STANDARD (SNI) TO
WHEAT FLOUR AS A FOOD INGREDIENT THE DIRECTOR GENERAL OF
CHEMICAL, AGRO AND FORESTRY PRODUCT INDUSTRY Considering :
a. that in the framework of ensuring the smooth execution of the tasks as meant in Article 4 paragraph (1) of the Degree of the Minister of Industry and Trade no. 153/MPP/Kep/5/2001 jo. No. 323/MPP/Kep/11/2001, technical directives for application of the Indonesian National Standard (SNI) to wheat flour as a food ingredient need to be stipulated;
b. that in relation thereto, it is necessary to issue a decision of the Director General of Chemical, Agro and Forestry Product Industry.
In view of :
1. Decree of the Minister of Industry and Trade No. 86/MPP/Kep/3/2001 on the organization and working arrangement of the Ministry of Industry and Trade;
2. Decree of the Minister of Industry and Trade No. 153/MPP/Kep/5/2001 on the compulsory application of SNI to wheat flour as a food ingredient (SNI. 01-3751-2000/Rev.1995 and its revision) as already amended by Decree of the Minister of Industry and Trade No. 323/MPP/Kep/11/2001;
3. Decree of the Minister of Industry and Trade No. 59/MPP/Kep/I/2002 on the appointment of testing centers/institutions as wheat flour testing laboratories.
DECIDES : To stipulate :
THE DECISION OF THE DIRECTOR GENERAL OF CHEMICAL, AGRO AND FORESTRY PRODUCT INDUSTRY ON TECHNICAL DIRECTIVES FOR APPLICATION OF THE INDONESIAN NATIONAL STANDARD (SNI) TO WHEAT FLOUR AS A FOOD INGREDIENT (SNI 01.3751-2000/REV.1995 AND ITS REVISIONS).

the attachment to this decision. SECONDLY :
The technical directives as meant in FIRST Dictum shall be used as a reference for all wheat flour producers in the country, importers of wheat flour, testing laboratories and government institutions concerned in the framework of the compulsory application of SNI to wheat flour as a food ingredient (SNI 01.3751-2000/Rev.1995 and its revision). THIRDLY :
This decision shall come into force as from the date of stipulation.

ATTACHMENT
TECHNICAL DIRECTIVES FOR APPLICATION OF SNI TO WHEAT FLOUR AS A FOOD INGREDIENT
(SNI 01.3751-2000/Rev)
A. Local Wheat Flour
1. Starting from February 2, 2002, all producers of wheat flour must have secured certificates of testing results to be processed for obtaining certificates of product using mark SNI.
2. Wheat flour and its processed products marketed in the country must use raw material of wheat flour already fulfilling requirements for SNI quality of wheat four.
3. Businessman selling local wheat flour must sell wheat flour already using SNI.
A. Imported Wheat Flour
1. Overseas producers producing wheat flour and exporting their product to Indonesia must have certificates of testing results in accordance with SNI 01.3751-2000/Rev from testing institutions recognized by governments of countries of origin.
2. Import of wheat flour follows the existing procedures in accordance with customs procedures and provisions in force.
3. The compulsory SNI provisions does not apply to imported wheat flour having B/L before February 2, 2002.
A. Testing Laboratories
Testing laboratories undertaking the test for supervising the SNI quality of wheat flour as a food ingredient (SNI 01.3751-2000/Rev) are the testing laboratories as stipulated in the Decree of the Minister of Industry and Trade No. 59/MPP/Kep/I/2002 on the appointment of testing centers/institutions as wheat flour testing laboratories.
B. Supervision over the Product
1. The Directorate General of Chemical, Agro and Forestry Product Industry (Ditjen IKAH) fosters producers having certificates of SNI products to ensure that the said producers can comply with SNI provisions consistently.
2. After February 2, 2002, wheat flour already distributed and failing to meet the stipulated requirements subsequently must be taken off of the distribution by companies not later than 3 (three) months as from the date of enforcement of this decision.
3. The Directorate for the Fostering of Supervision over the Distribution of Goods and Services, Directorate General of Domestic Trade supervises wheat flour sold on the market.
4. The Directorate of Supervision and Control over Quality of Goods, Directorate General of International Trade supervises the quality of wheat flour to be imported.
5. Supervision by other government institutions concerned is in accordance with their respective scopes of authority.
6. Wheat flour industry conveys reports on the realization of production to the Directorate of Industry Agro, Directorate General of IKAH on a periodical basis (quarterly).
