DECREE OF THE MINISTER OF INDUSTRY AND TRADE NO. 59/MPP/Kep/1/2002 DATED JANUARY 31, 2002
ON
THE APPOINTMENT OF TESTING CENTERS/INSTITUTION AS WHEAT FLOUR EXAMINATION LABORATORIES
THE MINISTER OF INDUSTRY AND TRADE,
Considering :
a. that in order to guarantee the quality of wheat flour products as foodstuff in enhancing public nutrition as well as to protect consumers, it is deemed necessary to appoint testing centers/institutions as wheat flour examination laboratories to examine the quality of wheat flour;
b. that in relation thereto, it is necessary to issue a decree of the Minister of Finance. In view of :
1. Law No. 5/1984 on Industrial Affairs (Statute Book of 1984 No. 22, Supplement to Statute Book No. 3274);
2. Law No. 7/1996 on Food (Statute Book of 1996 No. 99, Supplement to Statute Book No. 3656);
3. Law No. 8/1999 on Consumer Protection (Statute Book of 1999 No. 42, Supplement to Statute Book No. 3821);
4. Government Regulation No. 17/1986 on the authority to regulate the fostering and development of industries (Statute Book of 1986 No. 23, Supplement to Statute Book No. 3330);
5. Government Regulation No. 102/2000 on National Standardization (Statute Book of 2000 No. 199, Supplement to Statute Book No. 4020);
6. Presidential Decree No. 228/M/2001 on the Establishment of the Mutual Cooperation Cabinet;
7. Presidential Decree No. 102/2001 on the status, tasks, functions, authority, organizational structures and working arrangements of ministries;
8. Presidential Decree No. 109/2001 on First-echelon organizational units and tasks of ministries;
9. Decree of the Minister of Industry and Trade No. 86/MPP/Kep/3/2001 on the organization and working arrangement of the Ministry of Industry and Trade;
its revision) as already amended by Decree of the Minister of Industry and Trade No. 323/MPP/Kep/11/2001;
11.Decree of the Minister of Industry and Trade No. 299/MPP/Kep/10/2001 on the Organization and Working Arrangement of the Center for Examining the quality of Exported and Imported Goods.
DECIDES : To stipulate :
FIRSTLY :
To appoint the testing centers/institutions as contained in the attachment to this decree as laboratories of examination of wheat flour as food ingredient in accordance with SNI 01-3751-2000/Rev.1995 and its revision.
SECONDLY :
The examination laboratories as meant in FIRST Dictum can take samples and examine their quality in the framework of certification of products using mark SNI and/or examine the quality of wheat flour as food ingredient which originates from imports before coming out of the customs area or which is traded in the country.
THIRDLY :
This decree shall come into force as from the date of stipulation.
