PRESIDENTIAL INSTRUCTION NO. 5/2002 DATED OCTOBER 2002
ON
COORDINATION OF INTELLIGENCES BY THE STATE INTELLIGENCE BOARD
THE PRESIDENT OF THE REPUBLIC OF INDONESIA,
Considering :
a. that the function of intelligences is very important in the implementation of state administration, particularly in a bid to keep and maintain national sovereignty, unity and cohesiveness as well as the state;
b. that in order to ensure the integrated, efficient and effective exercise of the function by various government agencies, it is deemed necessary to take steps for enhancing working relations and mechanism at the levels of planning and implementation of operational activities of intelligence between the said institutions;
c. that as a non-ministerial government institution, the State Intelligence Board is an institution having competence and in relation thereto, it is deemed appropriate, besides its own tasks, to coordinate general planning and the implementation of operational activities of intelligences between other institutions having the said function as part of efforts or in a bid to support the execution of their respective principal tasks.
In view of :
1. Article 4 paragraph (1) of the Constitution of 1945 as already amended by the Fourth Amendment to the Constitution of 1945.
2. Presidential Decree No. 103 on the status, tasks, functions, authority, organizational structures and working arrangements of non- ministerial government institutions as already amended several times and the latest by Presidential Decree No. 46/2002.
INSTRUCTS :
The Head of the State Intelligence Board
To observe the following provisions :
FIRST :
In addition to its principal tasks as meant in Presidential Decree No. 103 on the status, tasks, functions, authority, organizational structures and working arrangements of non-ministerial government institutions as already amended several times and the latest by Presidential Decree No. 46/2002, to coordinate the formulation of general planning and implementation of operational activities of intelligences belonging to the other institutions that perform the function as part of efforts or in a bid to support the execution of the respective tasks.
SECOND :
To take necessary measures to realize, foster and maintain the totality and integration of plans and operational moves of intelligences in the framework of both institutions and apparatuses so that the whole institutions can become an unit of Indonesian intelligence communities independently and collectively working in an efficient and effective manner.
To implement this presidential instruction accurately and responsibly as well as to convey report to the President periodically or at anytime if deemed necessary.
This Presidential Instruction shall come into force as from the date of issuance.
