Productivity Performance of the PSO Segment
As explained in the Company Profile chapter regarding Business Sector, the Public Service/PSO segment is obtained from government fund assistance for the margin between the cost of goods and the selling price. PSO is a public service activity that burdens the government budget because it must be professionally organized and accounted for so that it can meet the demands of transparency, fairness, and accountability.
PSO can be interpreted as part of a subsidy, but the diff erence is that PSO is a cost that must be incurred by the state due to the disparity/diff erence in the cost of goods sold by the SOE/
private sector with the price for certain products/services set by the Government so that the products/services are secured and aff ordable by most of the people (public).
1. Commodity Procurement for PSO Segment
In the upstream aspect or PSO procurement, in 2020 the Minister of Trade published Regulation No. 24 of 2020 dated March 16, 2020 concerning Determination of Government Purchase Prices (HPP) for Grain or Rice as a reference for the purchase price of grain and rice in order to meet the availability of the Government’s Rice Reserve stock.

Realisasi pengadaan gabah/beras dalam negeri untuk PSO sampai dengan akhir tahun 2020 sebesar 687.042 ton setara beras, mengalami penurunan 28,21% dari realisasi tahun 2019 sebanyak 957.012 ton setara beras. Penurunan ini tak lepas dari beberapa kendala yaitu:
a. Perkembangan harga gabah dan beras cenderung di atas Harga Pokok Produksi (HPP), yang disebabkan oleh kenaikan permintaan maupun adanya serangan hama di beberapa wilayah sentra yang menurunkan produktivitasnya.
b. Dampak pandemi Covid-19 meningkatkan permintaan beras dari berbagai pihak, sehingga terjadi persaingan permintaan atas produksi.
Pada awal tahun 2020 Perum BULOG melaksanakan Pengadaan Gabah/Beras Dalam Negeri sesuai Instruksi Presiden No. 5 Tahun 2015 dengan HPP ditambah fl eksibilitas 10%. Pada tanggal 16 Maret 2020 diterbitkan Peraturan Menteri Perdagangan (Permendag) No. 24 Tahun 2020 tentang Ketentuan Harga Pembelian Pemerintah untuk Gabah atau Beras yang merevisi HPP.
Pengadaan gabah dan beras dalam negeri sangat dipengaruhi oleh produksi gabah dalam negeri dan harga gabah/beras di pasaran. Beberapa strategi dan upaya yang dilakukan untuk meningkatkan pengadaan gabah/beras BULOG Tahun 2020 adalah:
a. Pelaksanaan Pengadaan PSO pada musim panen gadu (kemarau) di wilayah sentra produksi maupun kanwil lainnya guna menjaga stok CBP sesuai ketentuan 1 juta ton s.d. 1,5 juta ton.
b. Mengoptimalkan peran SATKER ADA DN, Mitra Kerja Pengadaan (MKP), Mitra Kerja On Farm (MKO) serta UPB dan infrastruktur pengolahan lainnya (MRMP, CDC, RtR) serta optimalisasi jaringan MKP potensial yang memiliki
Realization of PSO Rice Equivalent Procurement Volume in 2020
The realization of domestic grain/rice procurement for PSO until the end of 2020 was 687,042 tons of rice equivalent, a 28.21% decrease from the realization in 2019 of 957,012 tons of rice equivalent. This decline was due to several obstacles, namely:
a. The development of grain and rice prices tends to be above the Cost of Production (HPP), which is caused by an increase in demand as well as pest attacks in several central areas that reduce productivity.
b. The impact of the Covid-19 pandemic has increased demand for rice from various parties, resulting in demand competition for production.
In early 2020 Perum BULOG carried out the Procurement of Domestic Grain/Rice according to Presidential Instruction No.
5 Year 2015 with HPP plus 10% fl exibility. On March 16, 2020, the Minister of Trade published Regulation (Permendag) No.
24 of 2020 concerning Provisions on Government Purchase Prices for Grain or Rice which revised HPP.
Procurement of domestic grain and rice is strongly infl uenced by domestic grain production and the price of grain/rice in the market. Some of the strategies and eff orts made to increase the procurement of BULOG’s grain/rice in 2020 are:
a. Implementation of PSO procurement during the gadu harvest season (dry season) in production center areas and other regional offi ces in order to maintain CBP stock in accordance with the provisions of 1 million tons to 1.5 million tons.
b. Optimizing the role of SATKER ADA DN, Procurement Partners (MKP), On Farm Partners (MKO) and UPB and other processing infrastructure (MRMP, CDC, RtR) as well as optimizing potential MKP networks that have

kontribusi signifi kan terhadap ADA DN melalui pelayanan prima.
c. Melaksanakan Kontrak Terpusat dengan beberapa MKP untuk menjamin pasokan gabah/beras dan membuat Kontrak Komitmen dengan MKP dan SATKER di masing- masing Kanwil/Kancab/Kancapem.
d. Meningkatkan peran market intelligence baik secara mandiri maupun bekerja sama dengan pihak terkait (BPS dan Dinas terkait) untuk memperolah informasi lebih awal tentang perkembangan daerah yang panen/
produksi dan konsumsi, harga dan tata niaga gabah/
beras serta meminimalisir potensi terjadinya harga pembelian gabah di bawah HPP (kasus harga jatuh).
e. Penggunaan gudang fi llial dengan sistem pinjam pakai bagi wilayah yang memiliki keterbatasan ruang gudang.
Untuk mendorong proses pengadaan yang melibatkan masyarakat, Perum BULOG menjalankan program On Farm padi melalui pola Kemitraan Mitra Kerja On Farm (MKO), Sinergi, Mandiri BULOG, dan Mandiri Petani. Di tahun 2020, realisasi luas lahan On Farm sebanyak 96.880 Ha, yang terdiri dari Kemitraan MKO 2.018 Ha, Sinergi 35 Ha, Mandiri BULOG 272 Ha, dan Mandiri Petani sebanyak 94.555 Ha.

Stok setara beras yang dikelola Perum BULOG hingga akhir tahun 2020 sejumlah 983.170 ton, terdiri dari 956.138 ton sebagai stok CBP dan 27.033 ton sebagai stok komersial. Stok CBP tersebut diperkirakan cukup untuk memenuhi kebutuhan
a signifi cant contribution to ADA DN through excellent service .
c. Implement Centralized Contracts with several MKPs to ensure the supply of grain/rice and make Commitment Contracts with MKP and SATKER in each Regional Offi ce/
Branch Offi ce/Supporting Branch Offi ce.
d. Increase the role of market intelligence both independently and in collaboration with related parties (BPS and related agencies) to obtain early information about the development of harvesting/production and consumption areas, prices and trading systems for grain/
rice as well as minimizing the potential for grain purchase prices below the HPP (falling price cases).
e. Use of fi llial warehouses with a borrow-to-use system for areas that have limited warehouse space.
To encourage the procurement process that involves the community, Perum BULOG runs the On Farm rice program through the On Farm Partnership (MKO), Synergy, Mandiri BULOG and Mandiri Petani. In 2020, the realization of On Farm land area is 96,880 Ha, which consists of MKO Partnership 2,018 Ha, Synergy 35 Ha, Mandiri BULOG 272 Ha, and Mandiri Petani 94,555 Ha.

The realization of distribution/sales of PSO until the end of 2020 was 1,629,988 tons, an increase of 53.29% from the realization in 2019 of 1,063,360 tons.
The rice equivalent stock managed by Perum BULOG until the end of 2020 was 983,170 tons, consisting of 956,138 tons as CBP stock and 27,033 tons as commercial stock. The CBP stock is estimated to be suffi cient to meet the average distribution/

rata-rata penyaluran/penjualan pangsa pasar pemerintah (110.000 ton per bulan) selama 9 bulan. Stok beras Perum BULOG tersebar di seluruh gudang BULOG dengan variasi ketahanan stok terhadap penyaluran/penjualan yang berbeda-beda. Dalam rangka menjaga ketahanan stok di masing-masing daerah maka Perum BULOG melakukan penyebaran stok dari Kanwil/Kancab yang memiliki surplus persediaan beras ke Kanwil/Kancab yang defi sit. Penyebaran stok juga dilakukan dengan mempertimbangkan penyebaran terhadap stok yang telah disimpan lama ke daerah yang memiliki potensi penyaluran/penjualan, pemenuhan jenis beras sesuai preferensi konsumen serta mengantisipasi kebutuhan space gudang di wilayah surplus untuk memenuhi rencana pengadaan dalam negeri.
