ST-2 Number of units in this certification activity are eight estates which supply the raw material (FFB) to a palm oil mill. In conducting the assessment, the team of auditors used the 0.8√y formula to determine which management units to focus on and also considered the issues raised by stakeholders. Based on this formula, the team of auditors determined that the sampling sites are one palm oil mill (Tersang POM) and three estates (FELDA Tersang-4 Estate, FELDASungai Koyan-2 Estate and FELDA Sungai Koyan-3 Estate).

Based on the scene assessment, interviews and inspection of evidence at the property, there was evidence of compliance with laws, regulations, local and international laws related to palm oil operations. To ensure compliance with the regulation, there is also a list of currently active operators with their certification status. The legal boundaries for the Tersang Complex area are well defined as seen in the field survey at Tersang 4, Koyan 3 and Koyan 2.
There is a documented procedure ML-1A/L2-PR 12 (0) dated March 2012 for handling and answering legal questions and customary rights and for calculating and distributing compensation. Referring to public consultation and management interviews, there is no evidence that the palm oil operations have instigated violence to maintain peace and order in their current and planned operations. The lands at Tersang 4, Sungai Koyan 2 & 3 are legally leased by Felda / FGVPM from the Pahang State Government as evidenced by signed agreement with the right to develop it for oil palm plantations or agricultural use.
Therefore, the Tersang and Sungai Koyan estates do not diminish the legal, customary or user rights of other users without their free, prior and informed consent. There is an implemented management plan aimed at achieving long-term economic and financial viability. According to the hectare state and planting year map, the second cycle of plantation (replanting) was completed in the year 2014 for Tersang 04, in the year 1997 for Sungai Koyan 02 and in the year 2002 for Sungai Koyan 03.
There is no replanting program within the next 10 years in the estate of Tersang and Sungai Koyan.

The site must verify and document the quantities of certified and non-certified FFBs received. The Tersang mill had a process of verifying the quantities of certified and non-certified FFBs received in the following document: FGVPM – RSPO SCCS dated 1 December 2012 in relation to the SOP “Perkilangan untuk Pematuhan Sistem Persijilan RSPO SCCS”. The location shall immediately notify the CB if there is an anticipated overproduction of the certified tonnage.
The actual amount of certified CPO still needs to be verified in the initial phase and will be verified during an interim audit. As of early 2014, Felda Global Ventures Plantations (FGVP), owns and manages 72 palm oil mills in Malaysia. There is also "Perjanjian Bersama Kesatuan Perkerja-perkerja Felda Plantations" and "Surat Perjanjian Kontrak Perkerjaan Perkerja Asing", which are used to educate and inform employees about their rights and responsibilities. For example: PSQM monitors HR related issues with the help of the internal audit team and reviewed by the PSQM Head of Department.
