SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 29.04.2016.
Summary observations of the Group on Agenda Items
Details of the mean maximum and minimum temperature during the week 21st April, 2016 to 27th April, 2016 were as under:-
Maximum Temperature
Above normal by 4 to 60C over many parts of Jharkhand, Gangetic West Bengal, some parts of Bihar, Odisha and isolated pockets of North Interior Karnataka and Telangana and by 2 to 40C over Chhattisgarh, Rayalaseema, Tripura, many parts of Himachal Pradesh, Uttarakhand, East Uttar Pradesh, Bihar, Odisha, East Madhya Pradesh, Vidarbha, Telangana, Marathwada, Interior Karnataka, Coastal Andhra Pradesh, Tamil Nadu, Kerala and Andaman & Nicobar Islands, some parts of Jammu & Kashmir, West Bengal, Jharkhand, Lakshadweep and isolated pockets of Meghalaya, West Madhya Pradesh, Madhya Maharashtra and Coastal Karnataka.
Normal to near normal in remaining parts of the country except many parts of Arunachal Pradesh, some parts of Assam and Nagaland, where it was below normal by 2 to 40C.
Minimum Temperature
Above normal by 40C over Tripura, Mizoram, some parts of Manipur and by 2 to 40C over Gangetic West Bengal, many parts of Jharkhand, Manipur, Chhattisgarh, Tamil Nadu, Kerala, Andaman & Nicobar Islands, some parts of Assam and Meghalaya, Odisha, Marathwada, Telangana, Rayalaseema, North Interior Karnataka and isolated pockets of West Uttar Pradesh, West Madhya Pradesh, Bihar, Vidarbha, Madhya Maharashtra, South Interior Karnataka.
Normal to near normal in remaining parts of the country.
In the pre-monsoon season, weekly Rainfall for the country as a whole during the week 21st April, 2016 to 27th April, 2016 was 19% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 38% in East & North East India and lower by 89% in South Peninsula, 78% in Central India, 61% in North West India.
The cumulative rainfall in the country during the pre-monsoon season i.e. 01st March, 2016 to 27th April, 2016 was 8% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was higher by 8% in East& North East India, 4% in North West India and lower by 70% in South Peninsula, 31% in Central India.
Out of 36 met sub-divisions, 14 met sub-divisions constituting 40% of the total area of the country has received excess/normal rainfall, 22 met sub-divisions constituting 60% of the total area of the country has received deficient/scanty rainfall. Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 28th April, 2016 was 32.39 BCM as against 50.95 BCM on 28.04.2015 (last year) and 42.01 BCM of Normal (average storage of the last 10 years) storage. Current year’s storage is 64% of the last year’s storage and 77% of the normal storage.
All-India progressive procurement of Rice as on 29.04.2016 for the marketing season 2015-16 was 317.70 lakh tonnes against the procurement of 269.93 lakh tonnes upto the corresponding period of last year.
All-India progressive procurement of Wheat as on 29.04.2016 for the marketing season 2016-17 was 201.46 lakh tonnes against the procurement of 158.63 lakh tonnes upto the corresponding period of last year.
Availability position of seeds and fertilizers has been found satisfactory.
1. Pre-Monsoon Season (March – May) during the week ending on 27th April, 2016
Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1
Rainfall during the week (21st April, 2016 to 27th April, 2016) Rainfall was excess in 02, deficient/scanty in 20 and no rain in 14 out of 36 meteorological sub-divisions.
Cumulative rainfall (01st March, 2016 to 27th April, 2016) Rainfall was excess/normal in 14 and deficient/scanty in 22 out of 36 meteorological sub-division.

2. Reservoir Status (For the week ending on 28.04.2016)
The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.
Water stock in 91 major reservoirs decreased to 32.39 BCM from the previous week’s level of 34.05 BCM. Current storage is lower than the last year’s position of 50.95 BCM and the average of last 10 year’s storage of 42.01 BCM.

The percentage to live capacity at FRL was 32% on 28/04/2015, 34% on 28/04/2014, 28% on 28/04/2013 and 28% on 28/04/2012.

There were 34 reservoirs having storage more than 80%, 16 reservoirs having storage between 50% to 80% of Normal Storage, 27 reservoir having storage between 30% to 50%, 14 reservoir having storage upto 30% of Normal Storage and 05 reservoir having no live storage.

4. Pest & Diseases:
Overall intensity of pests and diseases remained below Economic Threshold Level (ETL).
No shortage of Chemical / Bio-pesticides was reported from any State / UT.
