Highlights of CWWG Meeting dated 24.12.2021

All-India level rainfall during the week, 16 to 22 December 2021, has been 98% lower than the Long Period Average (LPA).

Cumulative rainfall during Post-Monsoon season, 01 October 2021 to 22 December 2021, has been 44% higher than the LPA.

Out of 36 MET sub-divisions in the country, rainfall received has been:

- Large excess/ excess in 25 MET sub-divisions constituting 61% of total area, - Normal in 05 MET sub-division constituting 21% of total area,

- Deficient/large deficient in 06 MET sub-divisions constituting 18% of total area

Live storage in 133 major reservoirs monitored by Central Water Commission (CWC) was 128.82 BCM (as on 23 December 2021), which is:

- 99% of last year’s storage on the same day (23 December 2020) of 130.42 BCM.

- 118% of last 10 year’s average storage (normal) of 109.47 BCM.

During the current Rabi season 2021, (as on 24.12.2021), 600.65 lakh ha area has been sown as compared to 593.50 lakh ha during 2020-21 during the same period.

 As on 24 December 2021, during KMS 2021-22, Progressive Procurement of Rice was 288.86 lakh LMT as compared to 295.10 lakh MT procured during corresponding period of KMS 2020-21. About 44.67 Lakh farmers have been benefitted from ongoing KMS procurement.

Post-Monsoon Rainfall Status (October – December) during the week ending 22 December, 2021

1.1 Rainfall

Rainfall during the week (16 December to 22 December 2021): Rainfall was deficient/large deficient in 09 sub-divisions and 27 met sub-divisions received no rainfall. (Sub-Division wise weekly and seasonal rainfall distribution is in Annex-I).

Cumulative rainfall (01 October 2021 to 15 December 2021): Rainfall was large excess/excess in 25 met sub-divisions, normal in 05 sub-divisions, deficient/large deficient in 06 sub-divisions.

1.2 Weather Forecast

Week 1(23 – 29 December)

 Fairly widespread to widespread rainfall/snowfall very likely over Western Himalayan Region on 26th to 28th and isolated to scatted on 29th December. Isolated heavy rainfall/snowfall over Jammu & Kashmir on 26th & 27th and Himachal Pradesh on 27th December.

 Light/moderate scattered to fairly widespread rainfall is very likely over Punjab, Haryana, Chandigarh & Delhi and Uttar Pradesh and isolated rainfall over Rajasthan on 26th & 27th and over Madhya Pradesh, Chhattisgarh, Vidarbha, Bihar and Jharkhand during 27th to 29th December.

 Isolated Hailstorm also likely over Jammu division, lower Himachal Pradesh, Northern parts of Punjab & Haryana on 26th and over Uttarakhand & Northwest Uttar Pradesh on 26th & 27th December, 2021.

 Light isolated rainfall/snowfall is very likely over Sub-Himalayan West Bengal & Sikkim and Arunachal Pradesh; and light rainfall over rest parts of northeastern states during 1st half of the week.

 Light isolated rainfall is also likely over Bihar, Jharkhand, Chhattisgarh and Vidharbha during 2nd half of the week.

 Dry weather very likely over remaining parts of the country during most days of the week..

Week 2 (30 December, 2021 – 05 January, 2022)

 Rainfall activity is likely to be normal to above normal over northwest, central, east & northeast India. It is likely to be below normal over south Peninsular India.

Minimum Temperature for week 1 & 2: (23 December, 2021 – 05 January, 2022)

 During week 1, minimum temperatures likely to be above normal by 2-4°C over most parts of northwest & adjoining central India and near normal or slightly below normal over rest parts of the country.

 No Cold Wave Conditions likely to prevail over the country except Odisha (where cold wave in isolated pockets may occur during next 24 hours) during next 7 days.

 Dense fog in the morning hours in isolated pockets very likely

o over Punjab, Haryana, and northeast India on 24th & 25th and;

o over northwest Rajasthan during on 25th & 26th December, 2021.

 Minimum temperatures likely to be above normal by 2-4°C over most parts northwest, central, east & northeast India and near normal over south Peninsular India during week 2.

 No significant cold wave is likely over any parts of the country.

II. Reservoir Status (For the week ending on 23 December, 2021)

Central Water Commission monitors the live storage capacity of 133 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 172.46 BCM, which is about 66.89% of total reservoir capacity of 257.81 BCM in the country.

Live Storage in 133 major reservoirs decreased to 128.82 BCM from the previous week’s level of 131.61 BCM. Current year’s storage position is lower than last year’s storage position of 130.42 BCM and higher than the average of last 10 year’s storage position of 109.47 BCM.

 There were 114 reservoirs with more than 80% of normal storage, 11 reservoirs with storage between 51% to 80%, 07 reservoirs with storage between 31% to 50% and 01 reservoirs with storage upto 30%.

The percentage to live capacity at FRL was 76% on 23.12.2020, 82% on 23.12.2019, 55% on 23.12.2018 and 57% on 23.12.2017.

IV. Pest & Diseases:

 Overall intensity of pests and diseases remained below Economic Threshold Level.

 Incidence of Chilli thrips from Andhra Pradesh, Karnataka and Maharashtra.

o Flower thrips incidence is reported in Chilli crop at Moderate to Severe intensity (above ETL) in Guntur and Prakasam districts from Andhra Pradesh and at Moderate intensity (above ETL) from Vijayanagara, Koppal, Gadag and Haveri districts from Karnataka.

Incidence of thrips is also reported in Chilli crop in Nagpur district from Maharasthra at Moderate to Severe intensity (Above ETL) .

V. Seeds:

 A requirement of 310.86 lakh quintals of certified/quality seed indicated by the State for Rabi 2021-22 in September, 2021. Against this, an all India availability of 333.75 lakh quintals certified/quality seed was reported. An overall surplus of 22.89 lakh quintals of seed is available for Rabi 2021-22.

 There is sufficient availability of certified/quality seeds of all major Rabi crops for Rabi 2021- 22 except maize, buck wheat, peas, rajmash and lethyrus which will meet from National Seed Corporation Ltd., Farm Saved Seed and Private Seed Companies.

VI. Mandi Functioning

PRICE COMPARISON WITH MSP (on 22 December, 2021)

Agri produce sold below MSP: Wheat, Bajra, Maize, Jowar, Ragi, Arhar, Gram, Urad, Moong, Groundnut, Safflower and sunflower.

Agri produce sold above MSP: Paddy, Barley, Masur, Copra, Mustard, Sesamum, Soyabean, Cotton and Jute.
