Whereas Mrs. Jessie Alexander Baird Currie of Malvern in the State of Victoria has presented to the University the sum of £ 6 0 0 for the purpose of founding a bursary in memory of her late brother John Baird Esquire of Bendigo such bursary to be awarded to a student pursuing the course for the degrees of bachelor of Medicine and bachelor

of Surgery in the University.

And whereas the founder has expressed the desire that in making the award the financial position of the student should be taken into account

so that the bursary may assist a student who would otherwise be deprived of all the advantages of a University training.

It is hereby enacted as follows—

1. The said sum of £ 6 0 0 together with any accumulations shall form the endowment of a bursary to be called the "John Baird Bursary" and the said sum and its accumulations shall be invested as the Council may from time to time direct.

2; The value of the bursary shall be $50 per annum.

3. Applications for the bursary shall be invited by notice on the University notice board whenever the bursary is vacant. Candidates must give satisfactory evidence with regard to their financial position and their need of the bursary. Such evidence is to be treated as confidential. Can- didates must also give evidence that they are matriculated or qualified to matriculate and that they are otherwise quahfied to proceed with the course for the said degrees or that having commenced such course they are for financial reasons unable to continue it without assistance. Applica- tions for the first appointment to the bursary shall be invited in December 1913 and the first award shall be made as early as practicable in 1914.

4. The bursar shaU enter on attendance at lectures at such time as the Council shall direct.

5. The ordinary tenure of the bursary shall be five years:

Provided that during such time the bursar shall be dihgent and of good conduct and shall attend and keep the prescribed courses of lectures year by year and shaU pass creditably at the annual examinations. If these conditions are not fulfilled to the satisfaction of the Council the Council may at any time terminate the tenure:

Provided that the Council may if it think fit extend the tenure by a period not exceeding one year.

6. If the bursary be awarded to a candidate who has already com- pleted part of the course for the degrees of bachelor of Medicine and bachelor of Surgery the tenure shaU terminate when the bursar completes the course but it shall in no case exceed one year more than is required by the University for that purpose.

7. If through illness or any other cause deemed sufficient by the Council a student is prevented from continuing his course in the Uni- versity the Council may suspend the bursary for a period not exceeding two years and may at its discretion direct the committee to award it for such period to another student.

REGULATION 6.30—PAYNE EXHIBITION

Whereas the sum of £ 4 0 0 has been presented to the University by Mr. and Mrs. A. E. T. Payne and Mr. and Mrs. J. W. Payne for the purpose of founding an exhibition in Veterinary Science.

It is hereby enacted as follows—

1. The said sum with its accumulations shall form the endowment of an exhibition to be called the "Payne Exhibition" and shall be invested as the Council may from time to time direct.

2. The amount of the exhibition shall be the net income of the said endowment and it shall be awarded annually by the Council on the recommendation of the faculty of Veterinary Science to the candidate who has the highest aggregate of marks in the clinical subjects of the examinations of the fifth year of the course for the degree of bachelor of Veterinary Science.

REGULATION 6.31—JOHN MELVIN MEMORIAL SCHOLARSHIP Whereas James Gossip Melvin and his wife Margaret Drew Melvin both of "Stanmere" Sandham Street Elsternwick in the State of Vic- toria have presented to the University the sum of £1000 in the form of a Commonwealth of Australia Treasury Bond.

And whereas the said donors desire that the said sum shall form the foundation of a scholarship in Engineering such scholarship to be called the "John Melvin Memorial Scholarship" in memory of their son John Melvin, B.C.E., who was killed in battle at Gallipoh on 25th April

1915.

It is hereby enacted as follows—

1. The said sum of £1000 together with the accumulations thereof shall form the endowment for a scholarship to be called the "John Melvin Memorial Scholarship" and the said sum and its accumulations shall after the said Treasury bonds have been redeemed be invested as the Council may from time to time direct.

2. The scholarship shall be tenable for one year but may be awarded two or more years in succession to the same candidate and shall be of the value of the annual interest on the said sum and its accumulations.

3. Applications for the John Melvin Memorial scholarship shall be invited by notice on the University notice board and shall in general be lodged with the Registrar on or before the first day of February in each year.

4. Applications for the John Melvin Memorial scholarship may be made by—

(a) persons who have completed the Fourth Year of a course for the degree of bachelor of Engineering at this University in the preceding year and have obtained final honours in that course;

( b ) persons who have completed the Third Year of the course for the degree of bachelor of Science of this University in the pre- ceding year and have obtained honours;

(c) graduates in Engineering or in Science of this University of not less than one year's standing;

( d ) graduates in Engineering or in Science of some other university who are approved by the faculty of Engineering.

5. The John Melvin Memorial scholarship shall be awarded annually by the Council on the recommendation of the faculty of Engineering. The faculty in making its recommendation as between candidates from the different categories listed in section 4 of this regulation shall where all other diings are equal give preference according to the order in which those categories appear in that section.

R 6.31 UNIVERSITY CALENDAR

6. The holder of the John Melvin Memorial scholarship shall during his year of tenure either conduct research in Engineering or at the discretion of the faculty enter on an approved course of travel in Australia or abroad for the purpose of furthering his education or experience in Engineering:

Provided that if the holder of the scholarship be a person who has com- pleted the Third Year of the course for the degree of bachelor of Science or a graduate of some other university he shall carry out approved research in Engineering under the control and direction of the faculty of Engineering.

7. The amount of the John Melvin Memorial scholarship shall be payable in four quarterly instalments. If the holder of the scholarship is engaged on research in Melbourne the payments shall be subject to the production by the scholar of a certificate by the professor or lecturer under whom he is working that he has fulfilled the requirements of the scholarship during the quarter. If the scholar is travelling either in Australia or overseas periodical reports satisfactory to the faculty will be required in fulfilment of the terms of the scholarship.

The faculty shall have power to modify the times of payment of the several instalments but the final payment will not be made until a satis- factory report has been furnished by the scholar on his work.

8. If in any year in the opinion of the faculty no candidate is deemed worthy the John Melvin Memorial scholarship shall not be awarded in that year and the amount or any part thereof may at the discretion of the faculty be awarded in any subsequent year either—

(a) as a second scholarship if in the opinion of the faculty there are two candidates worthy of the award of the scholarship; or (b) as an addition to the amount of the scholarship awarded in that

year if in the opinion of the faculty there is only one candidate worthy:

Provided that no such candidate shall be awarded the amount of more than two scholarships and provided further that the Council may in its discretion after consultation with the faculty direct at any time that all or any amounts unexpended as aforesaid shall be added to the endow- ment of the scholarship.

9. No candidate shall be deemed ineligible by reason of his holding any other University prize, exhibition or scholarship.

10. The successful candidate shall be awarded a parchment certificate bearing an inscription prepared by the donors and approved by the Council descriptive of the career of the said John Melvin.

11. Subject to the provisions of section 8 hereof any unexpended income shall be added to the endowment.

REGULATION 6.32—KEITH LEVI MEMORIAL SCHOLARSHIP Whereas Joseph Levi and his wife Kate Levi both of "Lulinghi"

Princess Street St. Kilda in the State of Victoria have presented to the University the sum of £1000 to found a scholarship in Medicine to be called the "Keith Levi Memorial Scholarship" in memory of their son Keith Maurice Levi, M.B., B.S.. Captain in the Australian Army Medical

Corps attached as a Regimental Medical Officer to the 2nd Hampshire Regiment who was killed in action at Cape Helles Gallipoh on 7th August 1915.

It is hereby enacted as follows—

1. The said sum of £1000 shall form an endowment for a scholarship in Medicine to be called the "Keith Levi Memorial Scholarship".

2. The scholarship shall consist of the annual interest of the endow- ment and the interest of the accumulations thereof if any.

3. The scholarship shall be open for competition annually and shall be tenable for one year.

4. The scholarship shall be open for competition at the final examina- tion for the degrees of bachelor of Medicine and bachelor of Surgery and shall be awarded to the candidate who secures the highest aggregate of

marks in the examination in Medicine.

REGULATION 6.33—ROBERT BAGE MEMORIAL SCHOLARSHIP Whereas Mrs. Edward Bage of "Cranford" East St. Kilda Victoria has presented to the University the sum of £1000 for the purpose of founding a scholarship in memory of her son Edward Frederick Robert Bage, B.C.E., Lieutenant Royal Australian Engineers Captain 3rd Field Company Engineers First Division Australian Imperial Force who was killed in action at Gallipoh on 7th May 1915.

And whereas such scholarship is to be awarded to a student who is pursuing or has pursued an Engineering degree course in the University and who desires to obtain further Engineering education or to conduct Engineering research.

And whereas the donor has presented an additional £ 5 0 and has expressed the wish that the scholarship shall be hmited in its application to Engineering research.

It is hereby enacted as follows—

1. The said sums of £1000 and £ 5 0 shall form the endowment of a scholarship to be called the "Robert Bage Memorial Scholarship" and the said sum and its accumulations shall be invested as the Council may from time to time direct.

2. The scholarship shall be of the value of $90 and shall be tenable for one>year.

3. Applications for the Robert Bage Memorial scholarship shall be invited by notice on the University notice board and shall in general be lodged with the Registrar on or before the first day of February in each year.

4. Applications for the Robert Bage Memorial scholarship may be made by—

(a) persons who have completed the Fourth Year of a course for the degree of bachelor of Engineering at this University in the preceding year and have obtained final honours in that course;

(b) graduates in Engineering of this University of not less than one year's standing.

REGULATION 6.34—No. 1 REST HOME VOLUNTARY AID BURSARY Whereas a sum of money has been subscribed to provide a memorial of the No. 1 Red Cross Rest Home and whereas the committee repre- senting the subscribers has presented to the University the sum of

£ 3 0 7 7s. 2d. and has requested that it be used to found a bursary for the children of men who were members of the Australian Imperial Forces and who have died or been totally incapacitated in the First World War with a discretion to the Council when the fund can no longer be used for the original purpose to make some variation in the class of person ehgible to receive it and that it be tenable for one year but may again be awarded to the same candidate in succeeding years.

It is hereby enacted as follows—

1. The said sum of £ 3 0 7 7s. 2d. together with any accumulations shall form the endowment of a bursary to be called the "No. 1 Rest Home Voluntary Aid Bursary" and the said sum and its accumulations shall be invested as the Council may from time to time direct.

2. The annual interest shall be available for the payment of tlie bursar's annual fees payable under regulation 5.1.1.

3. Where the annual fees payable by the bursar are less than the amount of the annual interest the balance shall be retained and added to the principal. Where the annual fees are more than the annual interest the annual interest shall be applied on account of the fees payable and on the condition that the bursar provides the balance of fees required.

In either case, the amount payable for fees shall be paid to the Registrar of the University.

4. Repealed.

5. Applicants for the bursary must show that they are the children of men who were members of the Australian Imperial Forces and who have died or been totally incapacitated in the Great War. They must also give satisfactory evidence with regard to their financial position and their need of the bursary such evidence being treated as confidential.

They must further state the university course which they are pursuing or desire to enter and must give evidence that they are qualified to proceed widi or enter upon such course, but that for financial reasons dicy are unable to do so without assistance.

6. Apphcations for the bursary shall be invited by notice on the University notice board whenever the bursary is vacant and shall in general be lodged with the Registrar on or before the first day of February.

7. The bursar shall enter on attendance at lectures as soon as may be after the award of the bursary.

8. The tenure of the bursary shall be for one year but for a bursar who is diligent and of good conduct and passes creditably at the annual examinations and who is still in need of the bursary it may be renewed from year to year for such time as is necessary to enable him to complete his course, if through illness or other cause deemed sufficient by the Council a student is prevented from continuing his course the Council may suspend the bursary for a period not exceeding two years and may at its discretion direct that the bursary be thrown open for award for such period to another student.
