SCHOLARSHIPS IN SURGERY AND IN PATHOLOGY

Whereas James George Beaney late of Melbourne Esquire Doctor of Medicine has by his last will and testament bequeathed to the University the sum of £1000 for the foundation of a scholarship in Surgery and the sum of £1000 for the foundation of a scholarship in Pathology and whereas the University has received from the residue of the same estate the sum of £1,900 to be applied to the same purposes.

It is hereby provided as follows—

1. That the said sums of £1000 each together with in each case one half of the said sum of £1,900 shall form separate endowments for two scholarships to be called the "Beaney Scholarship in Surgery" and t h e

"Beaney Scholarship in Pathology".

2. The said endowments shall be separately invested and each scholar- ship shall consist of the annual interest of the corresponding endowments and the interest of accumulations if any thereof.

3. Each scholarship shall be open for competition annually and shall be tenable for one year:

Provided that if in any year no candidate be adjudged worthy of any such scholarship the interest accruing for the said year shall subject to any provision made as hereinafter mentioned be added to the endowment of the corresponding scholarship.

4. The Beaney scholarship in Surgery shall be open for competition at the final examination for the degrees of bachelor of Medicine and bachelor of Surgery and shall be awarded to the candidate who secures die highest aggregate of marks in the examination in Surgery.

5. The Beaney scholarship in Pathology may be awarded by the Council to the candidate nominated as most worthy by a board consisting

of the professor of Pathology and two other members appointed by the Council.

6. The Beaney scholar in Pathology shall act as junior demonstrator of Pathology for one year and shall give such time to the work of the department of Pathology as the professor of Pathology shall direct. The amount of the scholarship shall be paid in monthly instalments.

7. If the Beaney scholar in Pathology shall relinquish or fail to fulfil satisfactorily his duties as junior demonstrator during his year of office a corresponding part of the scholarship may be withheld by the Council and may be paid to such substitute as the Council on the recommendation of the professor of Pathology may appoint.

8. Candidates shall have preference for the Beaney scholarship in Pathology who have within eighteen months passed the final examination for the degrees of bachelor of Medicine and bachelor of Surgery in the University.

R E G U L A T I O N 6.13—DIXSON S C H O L A R S H I P S

Whereas Robert Dixson late of Melbourne and Adelaide by his last will and testament dated 7th February 1890 probate whereof has been granted by the Supreme Court of Victoria made to the University a bequest in the following terms—

"And whereas I am desirous of the advancement of sound learning in the Sciences of Cliemistry Experimental Physics Mathematics and Engineering. For effectuating such desire subject to the trusts hereinbefore declared and to the payment of two and a half per centum to my Trustees on all moneys received by it and of all the neces- sary legal and other incidental expenses of proving this my Will and realizing and ad- ministering my Estate I bequeath the net residue of such proceeds and moneys to the University of Melboume for the foundation of Scholarships in the said University in the subjects aforesaid to be called 'The Dixson Scholarships'. And I declare that the receipt of the Treasurer or Registrar for the time being of the said University shall b e .sufficient discharge to my Trustee for the said moneys so bequeathed to the said University. And I direct the Council of the said University for the time being in its discretion to invest the said moneys upon such securities as Trustees may by law invest trust moneys and from lime to time to vary such investments. And to pay the annual income arising from such investments to the several holders for the time being of the said Dixson Scholarships 1 direct tlie said Scholarships to be awarded and given in such amounts for such course or courses of instruction and period and under such regulations and according to such schemes in all respects as shall from lime to time be established prescribed or authorized by the Council for the time being of the said University."

And whereas the sum of £10,837 Is. 5d. has been received by the Council of the University from the trustees of the said will in satisfaction of the bequest and subject to the trusts expressed in the will.

It is hereby enacted as follows—

1. The said sum of £10,837 Is. 5d. shall form the endowment of

"The Dixson Scholarships" and of "The Dixson Research Scholarships"

and shall be paid into an investment pool and there remain until the Council otherwise directs.

2. Dixson scholarships of the value of eighty dollars shall be awarded in Chemistry part IIIA and in Physics part IIIA.

And a Dixson scholarship of the value of seventy dollars shall be awarded in Pure Mathematics part III and in Apphed Mathematics part III.

And a Dixson scholarship of the value of thirty dollars shall be awarded in each of the following subjects—

Applied Mathematics part I Applied Thermodynamics part II Electrical Engineering part I Metallurgy part 1 (Science course) Engineering (Agricultural course)

And Dixson scholarships of the value of forty dollars each shall be awarded in the following subjects—

Chemistry part HA Physics part II

Pure Mathematics part II Applied Mathematics part II Engineering Mathematics part III

and at the final honour examinations of the Mechanical Engineering, Electrical Engineering and Metallurgical Engineering courses for the degree of bachelor of Engineering.

3. The Dixson scholarships in Chemistry part IIIA and in Physics part IIIA shall be open to competition at the honour examination of the Third Year for the degree of bachelor of Science.

The Dixson scholarships in—

Applied Mathematics part I Pure Mathematics part II Applied Mathematics part II Pure Mathematics part III Applied Mathematics part III Engineering Mathematics part III Applied Thermodynamics part II Engineering Design part II Chemistry part IIA

Physics part II

Metallurgy part I (Science course) Engineering (Agricultural course)

shall be respectively open to competition among candidates taking such subject at the honour examination in accordance with the regulations governing their courses.

4. The residue of the net annual income of the endowment remaining after payment of the Dixson scholarships shall be divided into seven equal parts and may be applied to provide a Dixson research scholarship in Chemistry and Physics respectively each of which shall be tenable for one year and be of the value of two of such equal seventh parts and to provide a Dixson research scholarship in Engineering which shall be tenable for one year and be of the value of three such equal seventh parts.

5. The Dixson research scholarship in Physics shall be open to com- petition annually among persons who—

( a ) have completed the course in the school of Physics for the degree of master of Science as described in Regulation 3.24.1;

or

( b ) having obtained the degree of bachelor of Science have pursued in the University for not less than two years advanced studies in the school of Physics to the satisfaction of the faculty of Science;

or

(c) having obtained the degree of bachelor of Science (degree with honours) have pursued in die University for not less than one year advanced studies to the satisfaction of the faculty of Science.

The Dixson research scholarship in Chemistry shall be open to com- petition annually at the time of the examination for the degree of bachelor of Science (degree with honours) in the school of Chemistry among persons who have completed the course for the degree of bachelor of Science (degree with honours).

6. If in any year in the opinion of the appropriate faculty no candi- date for a Dixson research scholarship in Chemistry, Physics or Engineer- ing is deemed worthy tiiat Dixson research scholarship shall not be awarded in that year and the amount thereof may at the discretion of the faculty be applied in whole or in part in any subsequent year either—

(a) to award a second scholarship in that subject if in the opinion of the faculty there arc two candidates worthy of the award of a scholarship, or

( b ) as an addition to the amount of the scholarship awarded in that subject in that year if in the opinion of the faculty there is only one candidate worthy.

7. The holder of a Dixson research scholarship in Chemistry or Physics shall during his year of tenure either conduct research in the subject of his scholarship or, at the discretion of the appropriate faculty, enter on an approved course of travel in Australia or abroad for the purpose of furthering his education or experience in the subject of his scholarship in an institution approved by the faculty.

The amount of each scholarship shall be payable in four quarterly instalments on the certificate of the professor or lecturer under whom he is working that the conditions of this section have been fulfilled during the quarter.

8. A scholar who has been awarded a Professor Kernot research scholarship in Applied Mathematics part I or Pure Mathematics part II shall not subsequently be awarded a Dixson research scholarship in the same subject.

9. Applications for the Dixson research scholarship in Engineering shall be invited by notice on the University notice board and such appli- cations shall in general be lodged with the Registrar on or before the first day of February in each year. Applications may be made by—

( a ) persons who have completed the Fourth Year of a course for the degree of bachelor of Engineering at this University in the pre- ceding year and have obtained final honours in that course;

( b ) persons who have completed the Third Year of the course for the

degree of bachelor of Science of this University in the preceding year and have obtained honours;

(c) graduates in Engineering or in Science of this University of not less than one year's standing;

( d ) graduates in Engineering or in Science of some other university who are approved by the faculty of Engineering.

10. The Dixson research scholarship in Engineering shall be awarded annually by the Council on the recommendation of the faculty of En- gineering. The faculty in making its recommendation as between candi- dates from the different categories listed in section 9 of this regulation shall where all other things are equal give preference according to the order in which those categories appear in that section.

11. The holder of the Dixson research scholarship in Engineering shall during his year of tenure either conduct research in Engineering or at the discretion of the faculty enter on an approved course of travel in Australia or abroad for the purpose of furthering his education or experience in Engineering:

Provided that if the holder of the scholarship be a person who has com- pleted the Third Year of the course for the degree of bachelor of Science or a graduate of some other university he shall carry out approved research in Engineering under the control and direction of the faculty of Engineering.

12. The amount of the Dixson research scholarship in Engineering shall be payable in four quarterly instalments. If the holder of the scholar- ship is engaged on research in Melbourne the payments shall be subject to the production by the scholar of a certificate by the professor or lecturer under whom he is working that he has fulfilled the requirements of the scholarship during the quarter. If the scholar is travelling either in Australia or overseas periodical reports satisfactory to the faculty will be required in fulfilment of the terms of the scholarship.

The faculty shall have power to modify the times of payment of the several instalments but the final payment will not be made until a satis- factory report has been furnished by the scholar on his work.

13. No candidate for the Dixson scholarship in Engineering shall be rendered ineligible by reason of his holding any other University prize, exhibition or scholarship.

14. Except as herein provided the Dixson scholarships shall be subject to the same regulations as the scholarships of the University.

REGULATION 6.14—MACBAIN RESEARCH SCHOLARSHIPS IN BIOLOGY

Whereas a sum of money has been subscribed to provide a memorial of the Honourable Sir James MacBain, K.CM.G., late President of the Legislative Council in the Colony of Victoria.

And whereas it has been determined by the subscribers that a memorial tablet shall be erected in Ormond College and that the remain- der of the fund shall be used for the purpose of founding in the University MacBain research scholarships in Biology having special reference to Australian forms of life.

WRIGHT PRIZES R 6.15 And whereas the sum of £ 7 5 0 has been placed in the hands of the Council of the said University for the establishment of the said scholar- ship.

It is hereby enacted as follows—

1. The said sum of £ 7 5 0 and any accumulations thereof and accre- tions thereto (hereinafter called "the endowment") shall form the endow- ment of scholarships to be called the "MacBain Research Scholarships in Biology" and shall be paid into an investment pool and there remain until the Council otherwise directs.

2. (1) There shall be a scholarship in each of the following subjects—

(a) Botany ( b ) Zoology.

(2) Each scholarship shall be tenable for one year, and the amount of each scholarship shall be one half of the net annual income of the endowment.

(3) If either scholarship is not awarded in any year that scholarship shall again be made available for award as a special scholarship in the following year.

3. Each scholarship shall be open to students who are engaged in research having special reference to Australian forms of life and who are proceeding either to the degree of doctor of Philosophy or to the degree of master of Science.

4. (1) The scholarship in the subject of Botany shall be awarded by the Council upon the recommendation of the professor of Botany and Plant Physiology.

(2) The scholarship in the subject of Zoology shall be awarded by the Council upon the recommendation of the professor of Zoology.

5. All scholars under this regulation shall have the same rank as other scholars of this University.

REGULATION 6.15—WRIGHT PRIZES

Whereas Robert Alexander Wright did by his last will and testament bequeath to the University the sum of £1000 to be invested for the purpose of applying two-thirds of the income thereof annually as a reward for proficiency in Mechanical Engineering and Carpentering and for the purpose of applying one-third part thereof as a reward for proficiency in Instrumental Music or of applying the whole of the income for proficiency in such other branches of learning and in such proportions as the governing body of the said University shall from time to time determine having regard to the direction aforesaid.

It is hereby enacted as follows—

1. The said sum of £1000 shall form the endowment of four annual prizes to be called the "Wright Prizes" in Mechanical Engineering, in Engineering Design, in Instrumental Music, and in Family Law respec- tively.

2. (a) The value of the prize in Mechanical Engineering shall be fifty dollars and shall be open to competition at the honour examina- tion in Applied Thermodynamics part I.

( b ) The value of the prize in Engineering Design shall be fifty dollars and shall be open to competition at the honour examination in Engineering Design as prescribed in the course for the degree of bachelor of Engineering (Mechanical Engineering course final year).

(c) The value of the prize in Instrumental Music shall be fifty dollars to be awarded to a matriculated student at the examination of the First Year for the degree of bachelor of Music or of the Second Year for the diploma in Music for proficiency in some musical instrument to be approved by the director of the conservatorium.

(d) The value of the prize in Family Law shall be forty dollars and the prize shall be open to competition at the honour examination in tiiat subject among candidates whether pursuing the course for a degree or a course prescribed by the Council of Legal Education.

3. Any surplus income shall be so apphed as to carry out the objects of the founder in such a way as the Council may direct.

REGULATION 6.16—H. B. HIGGINS SCHOLARSHIP

Whereas the Honourable Henry Bournes Higgins K.C. master of Arts and bachelor of Laws and a member of the Council of this University on 25th October 1904 presented to this University £1000 of Victorian Government Stock for the purpose of founding in the University a scholarship for the study of poetry.

It is hereby enacted as follows—

1. The said sum of £1000 shall form the endowment of two scholar- ships to be called the "H. B. Higgins Scholarships for the Study of Poetry"

and the said sum and its accumulations shall be invested as the Council may from time to time direct in Government or real securities.

2. The scholarships shall be open for competition annually shall be tenable for one year and shall each be of the value of $80 which shall be payable in two half-yearly instalments.

3. One scholarship shall be assigned to each of the following groups and may be awarded to the candidate who shows the greatest proficiency in two subjects of the group in which he presents himself—

( a ) Greek, Latin, Enghsh, French and either German or Dutch poetry, provided that one of the subjects selected shall be either Greek or Latin poetry;

( b ) English, French and either German or Dutch poetry.

4. The subjects of examination in Greek, Latin, English, French and German poetry shall be prescribed by the faculty of Arts in the first term of the year next but one preceding the examination.

5. The examination shall include—

( a ) translation and interpretation of passages;

( h ) critical comment and illustration;

(c) quotation;

( d ) questions on the history and principles of poetry and of hterary style;

( e ) questions concerning the lives and works of the prescribed authors.

DAVID SYME RESEARCH PRIZE R 6.17 6. In addition to the written papers there may be if the examiners think fit an oral examination.

7. The examination for the scholarships shall be held about the beginning of the first term of each year, and shall be open to bachelors of Arts of not more than two years' standing and who are not more than twenty-four years of age on the first day of March of the year of examination.

8. There shall be a board of examiners appointed annually by the Council on the recommendation of the faculty of Arts.

9. Any surplus income shall be applied in carrying out the objects of the founder in such manner as the Council may determine.

10. If in any year the current net income of the endowment fund together with any such surplus income and accumulations as aforesaid shall be insufficient to provide the full amount of the scholarships awarded in that year then the payments on account of such scholarships shall abate correspondingly and the reduced amount so payable shall be received by the scholars in full satisfaction of the amount payable.

REGULATION 6.17—DAVID SYME RESEARCH PRIZE

Whereas David Syme of Melbourne on 25th October 1904 presented to the University the sum of £3000 for the foundation of a prize to be given for the best original research work in Biology, Physics, Chemistry or Geology produced in Australia during the preceding two years pre- ference being given to work of value to the industrial and commercial interests of the country.

It is hereby enacted as follows—

1. The said sum of £3000 shall form the endowment of a prize to be called the "David Syme Research Prize" and the said sum and its accumulations hereinafter called the endowment fund shall be invested as the Council may from time to time direct.

2. The prize shall consist of a medal and of the sum of $250. If in any year the current net income of the endowment fund shall be insuf- ficient therefor then the amount of the prize awarded in that year shall abate correspondingly.

3. Competition for the prize shall be open in any year to any person who shall have spent in Australia not less than five out of the seven years next preceding the date upon which entries for the prize closed. No professor in any Australian university shall be ehgible to compete for the prize.

4. The prize shall be awarded to the candidate who in the opinion of the examiners shall submit the record of original research making the most important contribution to one or other of the following branches of Science: Biology, Chemistry, Geology or Physics. Other tbings being equal preference shall be given to original research of value to the industrial and commercial development of Australia.

5. The record of original research submitted by a candidate shall consist of papers pubhshed during the two years immediately preceding the date on which entries for the prize close with the optional addition
