1. Unless otherwise expressly provided in any statute or regulation, the examinations in each subject shall be open to every student (whether matriculated or unmatriculated) who—

(a) enrols either for internal or external studies in that subject within one month after the commencement of the first term, or in special cases within such extended period as may be permitted by the Council on the recommendation of the appropriate faculty or board of studies;

(b) lodges an entry for those examinations in the form prescribed by the Registrar; and

(c) pays such fee as may be prescribed.

2. (1) Subject to Statute 3.12 and chapter 4 of the regulations the Registrar shall be responsible for the administration and supervision of the examinations.

(2) A candidate shall enter for an examination in such manner and by such date as is prescribed by the Registrar.

3. A candidate for any examination who fails to lodge an entry within the time prescribed may, notwithstanding that failure, be admitted to examination on payment of an additional fee not exceeding one dollar for every day during which he has made such default if, in the opinion of the Registrar, he can be so admitted without interfering with the arrangements for the examination. The Registrar shall determine the amount of the additional fee.

4. Unless the details of subjects otherwise prescribe a candidate when he lodges an entry for examination shall state as to each subject whether he presents himself for the pass or for the honour examination in that subject.

5. No entry for any examination shall be received until the fee for that examination and the late fee (if any) as aforesaid have been paid.

6. Where a candidate has not paid all compulsory fees due by him to the University or complied with any of the provisions of chapter 4 of the regulations, the Registrar may—

(a) direct that the candidate be excluded from sitting for any ex- amination; or

(b) direct that the results obtained by the candidate in any examina- tion be withheld;

and shall inform the appropriate dean of any such direction given by him.

R E G U L A T I O N 4 4 — C O N D U C T O F E X A M I N A T I O N S

1. Subject to the statutes and regulations the examinations shall be conducted by examiners and examination boards in accordance with such general directions as may from time to time be given by the Professorial Board.1

1 Tlie following directions have been issued by the Professorial Board—

(i) These directions will not deal with the allocation of duties in the organization, conduct and supervision of practical and other examinations within a depart- ment, full responsibility for which will continue to rest with the head of the department,

(ii) In each subject the head of the appropriate department will be responsible for ensuring that tlie examination questions after due consideration by the examination board are furnished to the Registrar at the required time.

2. (1) The examiners shall be responsible for the setting of all essays, tests and papers which constitute ah examination and for the assessment thereof.

(2) An examiner shall have the power to hold, if he thinks fit, an oral examination for any candidate in supplement of the written papers or practical examinations.

(3) The examiners shall have power to administer further written, practical or oral tests as part of the examination to any candidate as to whose merit the prescribed examination leaves them in doubt.

(4) With the approval of the faculty or board of studies and on such financial conditions as may be determined by the Council, the head of the department may appoint other persons to assist an examiner, who however shall retain full responsibihty for his judgment in respect of each candidate.

3. (1) An examination board shall—

( a ) determine whether and if so which essays and practical assign- ments and papers shall constitute part of the examination;

( b ) determine the proportion of the total marks or the relative value to be assigned to each constituent part of the examination (in- cluding, if thought desirable, the determination of a standard deduction for submission of work out of time);

(c) publish any determination made under paragraphs (a) or ( b ) hereof before the date for submission to the examiners of the first of such constituent parts of the examination;

( d ) be responsible for:

(i) the co-ordination of marking carried out by examiners and assistants;

(ii) the administration of any additional tests to a student;

(iii) the administration of supplementary or special examina- tions which may be granted in accordance with Regulation 4.5 to a student.

(iii) It is competent for a faculty or board of studies to organize a consultative meeting of examiners or of representatives of examination boards in subjects or groups of subjects prior to t h e completion of the examination retum.

( i v ) Where such consultation forms part of the scheme of examination, no examina- tion results will be published until such consultation has been held.

( v ) No candidate may be retumed as having failed in a subject unless his examina- tion performance has been considered by at least two members of an examina- tion board.

(vi) Examination return sheets must be signed by the chairman and one other mem- ber of the appropriate examination board. The chairman of each examination board shall be responsible for ensuring that the relevant examination returns arc duly completed and are forwarded to the Registrar not later than a date to be fixed by the Professorial Board,

(vii) In determining the order of merit at honour examinations the practice should be followed of basing separation between candidates only on significant differences in the marks awarded,

(viii) Except where for special reasons a faculty determines otherwise, the head of a department should be chairman of an examination board of which he is a member. In boards where the heads of two departments arc concemed, the choice of a chairman will rest.with the faculty or board of studies.

(ix) The chairman of an examination board will have a deliberative vote, and a casting vote where necessary.

(e) decide the grade to be allocated to each student who has lodged an entry for examination in the subject.

(2) An examination board shall perform its functions subject to any directions given to it from time to time on behalf of the appropriate faculty by the dean thereof.

4. A dean shall report any action or any directions given by him under the powers conferred on him by this regulation to tlie faculty at the meeting of the faculty next ensuing after the action taken or direction given by him.

5. At honour examinations or at examinations for both pass and honours—

( a ) the examiners shall retum candidates as having obtained honours, passed or failed;

( b ) the honours awarded to any candidate shall be classified as first class, second class or third class as the case may be;

(c) Notwithstanding anything to the contrary a faculty or board of studies may with the approval of the Professorial Board direct the examiners in subjects pertaining to that faculty or board of studies—

(i) to divide the second class into an upper division and lower division to be called division A and division B respectively;

(ii) to award no third class honours.

( d ) The names of the candidates in the first class and in Division A of the second class or if the second class is not subdivided into divisions in the second class shall be arranged in order of merit.

6. A candidate who presents himself for the honour examination in any subject and fails to obtain honours may be returned as having passed in that subject if the examiners are of the opinion that his answers show sufficient merit.

7. The provisions of this regulation applicable to honour examinations shall be apphed as far as may be in examinations in the course for any degree with honours.

8. All examination returns shall be forwarded to the Registrar and retained in his custody. The Registrar shall compile and publish hsts of successful candidates.

9. Notwithstanding anything to the contrary, the Professorial Board may give directions to an examination board or resolve any dispute or question arising in connection with an examination and such directions shall be complied with and the decision of the Professorial Board shall be final and conclusive.

10. (1) In this regulation unless inconsistent with the context:

"head of the department" means the head of the department respon- sible for giving the lectures in the subject. When a faculty does not have separate departments the dean shall act or designate a member of the faculty to carry out the duties of "head of department" for the subject and, if necessary, the dean shall designate a "head of department" for a subject of examination in which there are no lectures. Where two or more departments share responsibility for giving the lectures the dean shall designate which of the heads shall act.

"dean" means the dean of the faculty to which the subject of examina- tion pertains, and shall include the chairman of a board of studies. Where a subject pertains to two or more faculties the deans of the respective faculties shall decide which one of them shall act as dean for the purposes of this regulation. In default of agreement the chairman of the professorial board shall designate which of the deans concemed is to act.

"examiner" shall mean an examiner appointed pursuant to Statute 3.12 but shall not include a person appointed merely to assist the examiners in their task of marking.

"examination board" means an examination board constituted under Statute 3.12.

REGULATION 4.5—SUPPLEMENTARY AND SPECIAL EXAMINATIONS

1. Any faculty or board of studies may direct that students in courses appropriate to that faculty or board of studies who fail in any subject at an examination may, subject to such conditions as the faculty or board of studies may determine, be admitted in that subject to a supplementary examination which shall be held early in February of the following year or at such other time as the faculty or board of studies may in special cases approve. Unless a faculty or board of studies so directs in any year there shall be no supplementary examination in that faculty or in relation to that board of studies in that year.

2. When a candidate is prevented by illness or other serious cause from presenting himself for examination the appropriate faculty or board of studies may order a special examination for that candidate in the sub- ject or subjects in which he has been unable to present himself.

3. When a candidate's studies during the academic Year have been gravely hampered by illness or other serious cause the appropriate faculty or board of studies may (upon apphcation being made to the Registrar prior to the commencing date of the annual examination supported by medical or other proper evidence) direct the examiners to take the cir- cumstances into account in determining whether or not a special exam- ination or test should be provided for the candidate in any subject in which he does not pass at the annual examination.

4. When a candidate at the annual examination is to a substantial degree affected by illness during the course of an examination in any subject the appropriate faculty or board of studies may (upon application being made to the Registrar within three days after such examination supported by medical or other proper evidence) direct the examiners in that subject to take the circumstances into account if the candidate does not pass therein in determining whether or not a special examination or test should be provided for him:

Provided that no such application shall be considered unless the candi- date either during or immediately after such examination reports to the supervisor in charge the circumstances relied on in the application.
