6. The Registrar shall deposit in the library of the University a copy of the thesis or work submitted by any candidate who has satisfied the examiners.

REGULATION 4.7—EXAMINATION CERTIFICATES

1. A person who passes in any subject or subjects at any annual examination shall be entitled to a certificate in the form contained in the schedule hereto on payment of the prescribed fee:

Provided that in subjects peculiar to the course for the degrees of bachelor of Medicine and bachelor of Surgery where passing in any subject or subjects would not count toward the said degrees any certificate issued in respect of such examination shall be endorsed accordingly.

FEES

REGULATION 5.1—FEES GENERALLY

1. (1) The fees to be charged to students by the University shall be—

( a ) COMPREHENSIVE FEES

(i) to students enrolled for degrees of bachelor of Arts, Com- merce, Law, Music, Building, Architecture, Town and Re- gional Planning and Education and for diplomas in Social

Studies, Physical Education, Psychology, Journalism, Crim- inology, Public Administration, Town and Regional Plan- ning or Music:

(1) for a full course per year $456 (2) for a part course per year $228 (3) for a single subject per year $153 (ii) to students enrolled for courses for degrees of bachelor of

Science, Science Education, Science in Forestry, Science in Optometry, Agriculture, Apphed Science, Engineering, Sur- veying, Dental Science, Veterinary Science, Medicine, Medical Science:

(1) for a full course per year $528 (2) for a part course per year $264 (3) for a single subject per year $153 (iii) to students enrolled for any course of studies and examina-

tions preliminary to admission as a candidate for any degree of master and students enrolled for degrees of master or doctor or for postgraduate diplomas not referred to in paragraph (b) involving course work or research under supervision:

(f) CERTIFICATE FEES

For any certificate that a student has passed in any sub- ject or subects at any annual examination or has com-

pleted a Year of a course for a degree or diploma . . $1.00 Provided that such person as the Council shall appoint for the purpose may in special cases—

(a) exempt any student from the liability to pay the annual sports fee payable by persons other than part-time students and the students' representative council fee or any of them; and

(b) exempt any student from the habihty to pay the annual union

fee and the annual sports fee payable by part-time students or any of them or require in lieu of any one or more of them the payment of such reduced fee or fees as shall in the special circumstances seem just.

Provided further that the Council may, on the recommendation of the Professorial Board, exempt any student proceeding to a higher degree from the liability to pay any fees prescribed under this Regulation pay- able by him or require in lieu any one or more of them the payment of such reduced fee or fees as shall in the circumstances seem just.

(2) In this section "full course" means three quarters or more of the work of a Year as prescribed by the appropriate regulation or if a regu- lation does not so prescribe by resolution of the faculty or board of studies to which the course pertains.

"part course" means less than three quarters of the work of a Year as prescribed by the appropriate regulation or if a regulation does not so prescribe by resolution of the faculty or board of studies to which the course pertains.

"subject" includes part of a subject.

"single subject" means any subject for which a student has enrolled pursuant to Section 2 of Regulation 2.2 or any subject which constitutes less than one quarter of the work of a Year as prescribed by the appro- priate regulation or if the regulation does not so prescribe by resolution of the faculty or board of studies to which the subject pertains.

(3) Where a student's approved course, for reasons other than failure to pass (which includes failure to complete) any subject or subjects thereof, requires him to enrol for more than the minimum time pre- scribed by the appropriate regulation for that course, if such student's fees have been paid for that course calculated in accordance with sub- section I hereof equivalent to the comprehensive fee payable for the whole course if he had completed it in minimum time, then the Regis- trar may, on the recommendation of the dean of the faculty or the chair- man of tlie board of studies concerned, prescribe the fee to lie paid by such student in any one year to be the appropriate single subject fee or if the particular circumstances of the approved course concerned make further reduction appear to the dean or the chairman to be fair and just

(4) Where a candidate for a higher degree (other than the degree of doctor of Philosophy) or postgraduate diploma by course work or research under supervision for reasons other than failure to pass (which includes failure to complete) is required to enrol for more than the minimum time prescribed by the appropriate regulation for that higher degree or postgraduate diploma, if such candidate's comprehensive fees have been paid for that course in accordance with sub-section 1 hereof, then the Registrar may, on the recommendation of the dean of the faculty or the chairman of the board of studies concerned or the chairman of the Professorial Board prescribe the registration fee to be the only fee payable in any one year.

2. (1) Any annual fee, other than those hsted in sub-section (2) hereof, may be paid in equal terminal instalments, so that the instalment for the first term shall be paid on enrolment and the instalments for the second and third terms shall be paid before the end of the first and second terms respectively.

(2) The registration fee and the library fee shall be paid at the same time as the studies fees for the first term.

(3) In special circumstances the Registrar may grant to any student an extension of time for enrolment or payment of fees or both on pay- ment of such additional fee (if any) not exceeding ten dollars as he shall fix.

3. The Council shall apply each of the fees listed in the following table in the manner set forth opposite that fee in the table—

(a) Annual Sports Fee To provide for the proper maintenance and improvement of the University Recreation Reserve, the other recreation grounds of the University and the buildings thereon and to assist such University sports clubs as may be approved by the Council.

( b ) Annual Union Fee To provide for the proper maintenance and improvement of the University union under such an authority and management as shall be determined by the Council.

(c) Students' To be made available to the students' repre- Reprcsentative scntative council to be used for the purposes Council Fee set forth in the statute governing the students'

representative council.

( d ) Library Fee To assist in the proper maintenance and im- provement of the facilities of the Baillieu Library.

[TEMPORARY REGULATION

1. A person who has enrolled as a student on or before the Slst day of December, 1970, and has paid the Union Entrance Fee shall pay the following Annual Union Fee:

(i) For a part-time student per year $15.00 (ii) For all others per year $30.00 2. This temporary regulation shall expire on 1st January, 1976.]

REGULATION 5.2—STUDENTS AT HALF FEES

1. Any student in training at the Teachers' College of the Education Department or any certificated teacher of the Department recommended for that purpose to the Council by the Minister of Education shall be admitted to lectures and laboratory work and to examination in all or any of the subjects of the course for the degree diploma or licence recom- mended upon paying one-half the prescribed fees provided that they shall otherwise comply with the regulations.

2. Any one or more persons being in the employment of the Govern- ment of the Commonwealth of Australia and being nominated by the Public Service Board of Commissioners may be admitted by the Council to the course for any degree (except the degree of bachelor of Dental Science or the degree of bachelor of Music) diploma (except the diploma in Public Health) or licence recommended by the said Board upon paying

one-half the prescribed fees for studies or examinations provided that they shall otherwise comply with the regulations:

Provided always that there shall not at any time be more than twenty such persons at the University.
