one-half the prescribed fees for studies or examinations provided that they shall otherwise comply with the regulations:

Provided always that there shall not at any time be more than twenty such persons at the University.

from Longerenong Agricultural College may be admitted by the Council each year to the course for the degree in Veterinary Science without pay- ment of fees for studies or examinations:

Provided that they shall otherwise comply with the regulations;

Provided further that each such student must have completed the course for the College diploma or certificate and must be nominated by the principal of his College and the lecturer in Veterinary Science as the best student of the year in Veterinary work and as being generally worthy to receive the concession.

7. One student nominated by the Victorian Railways Commissioners being one of their apprentices may be admitted by the Council each year to the course for the degree of bachelor of Engineering (Mechanical or Electrical Engineering course) without payment of fees for studies or examinations provided that he shall otherwise comply with the regu- lations.

8. Not more than three members of the Adult Education Association of Victoria nominated jointly by the University, the Council of Adult Education and the General Committee of the Adult Education Associa- tion may be admitted each year by the Council on the recommendation of the Professorial Board to the course for any degree or diploma without payment of fees for studies or examinations:

Provided that no person shall be admitted under this provision unless he—

(a) is under the age of 35 years;

( b ) has attended classes of the Council of Adult Education and per- formed satisfactory class work for a period of at least three years or for a period of at least two years if a third year has been spent in preparing for matriculation;

(c) undertakes to proceed with his course as a full-time student; and ( d ) has otherwise complied with the regulations.

9. Failure on the part of any free student admitted under sections 5, 6, 7 and 8 of this regulation to complete any Year of his course (or in any years where he is not required to complete a Year to complete a normal year's work) shall entail forfeiture of any further tenure of his free place unless the Council on the recommendation of the Professorial Board shall decide otherwise.

CHAPTER 6

PRIZES, EXHIBITIONS, SCHOLARSHIPS AND BURSARIES

REGULATION 6.1—GENERAL PROVISIONS

1. Notwithstanding anything to the contrary in any regulation any candidate who is retumed by the examiners as having obtained honours in a subject may be placed in the class list for that subject.

2. Except as otherwise provided in any statute or regulation, no prize, exhibition or scholarship shall be awarded to a candidate who—

( a ) has previously been awarded that exhibition or scholarship; or ( b ) has previously competed for that exhibition or scholarship; or (c) is not a candidate for a degree or diploma; or

( d ) where specific work is assigned to specific years of a course or a candidate is required to complete years,

(i) has not completed or received credit for the previous portion of his course, or

(ii) has not fulfilled in one year all the conditions as to attend- ance at lectures and practical work prescribed for his year, or

(iii) has not passed in the year of his candidature in all the subjects of the year at the annual examination (excluding any examination supplementary thereto) or at term exam- inations substituted therefor or at the honour examinations of the year.

3. Where no candidate or applicant for a prize, exhibition, scholar- ship or bursary is deemed worthy an award shall not be made.

4. Except as otherwise provided in any statute or regulation, where a prize, exhibition or scholarship is awarded in a subject which is common to two or more courses, only one prize, scholarship or exhibition (as the case may be) shall be awarded in relation to that subject.

5. Except as otherwise provided in any statute or regulation, any surplus income from any endowment fund relating to any prize, exhibi- tion, scholarship or bursary shall be added to the endowment fund.

6. Where in any year the interest on any endowment fund becomes insufficient to provide the full amount prescribed in any regulation for any prize, exhibition, scholarship or bursary then notwithstanding any- thing to the contrary in such regulation but subject nevertheless to the directions of any trust the amount of the prize, exhibition, scholarship or bursary shall in that year be abated accordingly.

7. The examiners for any prize, exhibition or scholarship shall deposit in the library of the University a copy of any thesis or like original work in respect of which such prize, exhibition or scholarship has been awarded.

8. Except as otherwise provided in any statute or regulation any scholarship or bursary shall be awarded from time to time as it becomes vacant by the Committee appointed by the Council to administer the Students' Loan Fund and to award bursaries.

9. Except as otherwise provided in any statute or regulation every scholarship or bursary shall be paid annually upon the award of the bursary or scholarship.

10. Except as otherwise provided in any statute or regulation, any regulation governing any prize, exhibition, scholarship or bursary may be altered or repealed by a regulation made pursuant to the University Act, 1958:

Provided that in making, altering or repealing the regulation the Council shall have due regard to the objects of the founder of the prize, exhibi- tion, scholarship or bursary (as the case may b e ) .

REGULATION 6.2—SHAKESPEARE SCHOLARSHIP

1. The "Shakespeare Scholarship" is founded out of the interest of

£.1000 to be invested as the Council may from time to time direct for the encouragement of the study of Shakespeare and of English Literature generally.

2. The Shakespeare scholarship shall be tenable for one year and shall be of the value of the net annual income of the endowment.

3. The examination for the Shakespeare scholarship shall be open to—

(a) students enrolled in the course for the degree of bachelor of Arts who have completed either:

(i) the course of study in English parts I, II and III in the course for the ordinary degree, or

(ii) the Third or Fourth Year of any course for the degree with honours,

and

(b) persons who have qualified not more than one year previously for the degree of bachelor of Arts (ordinary degree).

4. The examination for the Shakespeare scholarship shall consist of two three-hour papers on Shakespeare and the Ehzabethan Drama and Theatre as prescribed in the details of subjects and shall be held during the fourth term after the close of the final examination in Arts. All candidates shall give notice of their intention to compete for the scholar- ship at least two months before the date of the examination.

5. Each examiner shall be paid out of the income of the endowment such fee as the Council shall determine.

REGULATION 6.3—THE ARGUS SCHOLARSHIPS

Whereas the sum of £.1000 has been presented to the University for the purpose of founding a scholarship for the encouragement of the school of Engineering estabhshed therein and the promotion of the Physical and the Natural Sciences. And whereas the donor has appointed William Edward Hearn, Esq., LL.D., professor of History and Political Economy in the University to be his representative for the purposes of this regulation.

And whereas the Argus scholarship in Civil Engineering has been open to competition since 1873 and whereas the income from the fund has increased.

ARGUS SCHOLARSHIPS R 6 . 3

It is hereby provided as follows—

1. The said sum of £1000 together with its accumulations shall form the endowment for the following scholarships—

The Argus Scholarship in Civil Engineering

The Argus Research Scholarship in Engineering and The Argus Exhibition in Geology part I

and shall be invested as the Council may from time to time direct.

2. The Argus scholarship in Civil Engineering shall be of the value of fifty dollars and shall be tenable for one year.

3. The Argus scholarship in Civil Engineering shall be open to com- petition at the final honour examination in the school of Civil Engineering and may be awarded to the candidate who does best at that examination provided he be adjudged by the examiners worthy of the scholarship.

4. The Argus research scholarship in Engineering shall be of the value of $100 and shall be tenable for one year.

5. Applications for the Argus research scholarship in Engineering shall be invited by notice on the University notice board and shall in general be lodged with the Registrar on or before the first day of February in each year.

6. Applications for the Argus research scholarship in Engineering may be made by—

(a) persons who have completed the Fourth Year of a course for the degree of bachelor of Engineering of this University in the pre- ceding year and have obtained final honours in that course;

( b ) persons who have completed the Third Year of the course for the degree of bachelor of Science of this University in the preceding year and have obtained honours;

(c) graduates in Engineering or in Science of this University of not less than one year's standing;

(d) graduates in Engineering or in Science of some other university who are approved by the faculty of Engineering.

7. The Argus research scholarship in Engineering shall be awarded annually by the Council on the recommend a tion of the faculty of Engineering. Tlie faculty in making its recommendation as between can- didates from the different categories listed in section 6 of this regulation shall where all other things are equal give preference according to the order in which those categories appear in that section.

8. The holder of the Argus research scholarship in Engineering shall during his year of tenure either conduct approved research in Engineer- ing or at the discretion of the faculty enter on an approved course of travel in Australia or abroad for the purpose of furthering his education or experience in Engineering:

Provided that if the holder of the scholarship be a person who has com- pleted the Third Year of the course for the degree of bachelor of Science or a graduate of some other university he shall carry out approved research in Engineering under the control and direction of the faculty of Engineering.

9. The amount of the Argus research scholarship shall be payable in four quarterly instalments. If the holder of the scholarship is engaged on

research in Melbourne each payment shall be subject to the production by the scholar of a certificate by the professor or lecturer under whom he is working that he has fulfilled the requirements ul the scholarship during the term. If the scholar is travelling either in Australia or overseas periodical reports satisfactory to the faculty will be required in fulfilment of the terms of the scholarship.

The faculty shall have power to modify the times of payment of the several instalments but the final payment will not be made until a satis- factory report has been furnished by the scholar on his work.

10. If in any year in the opinion of the faculty no candidate is deemed worthy the Argus research scholarship shall not be awarded in that year and the amount or any part thereof may at the discretion of the faculty be awarded in any subsequent year either—

(a) as a second scholarship if in the opinion of the faculty there are two candidates worthy of the award of the scholarship, or

(b) as an addition to the amount of the scholarship awarded in that year if in the opinion of the faculty there is only one candidate worthy:

Provided that no such candidate shall be awarded the amount of more than two scholarships and provided further that the Council may in its discretion after consultation with the faculty direct at any time that all or any amounts unexpended as aforesaid shall be added to the endowment of the scholarship.

11. No candidate for the Argus scholarship in Civil Engineering or for the Argus research scholarship in Engineering shall be rendered ineligible by reason of his holding any other University prize, exhibition or scholarship.

12. The Argus exhibition in Geology part I shall be of the value of thirty dollars and shall be tenable for one year.

13. The Argus exhibition in Geology part I shall be open lor com- petition at the honour examination of the First Year of the course for the degree of bachelor of Science as may be prescribed in the regulation for that degree.

14. The University may repeal or from time to time alter this regula- tion or any part thereof and may apply the whole or any part of the interest of the said endowment to any other purposes connected with the said Engineering school or to the advancement of the physical or natural sciences or any branch of them as it thinks fit.

REGULATION 6.4—STAWELL SCHOLARSHIP

Whereas in 1873 an exhibition heretofore known as the Stawell exhibition was founded in the University of Melbourne by Sir William Foster Stawell for the encouragement of the school of Engineering. And whereas it is desirable to convert such exhibition into a scholarship to be known as the "Stawell Scholarship".

It is hereby declared as follows—

1. The endowment for the Stawell scholarship shall consist of the sum which at the date of the passing of this regulation formed the

endowment of the Stawell exhibition and of its accumulations and invested as the Council may from time to time direct.

2. The Stawell scholarship shall be tenable for one year and shall be of the value of one hundred and fifty dollars.

3. Apphcations for the Stawell scholarship shall be invited by notice on the University notice board and shall in general be lodged with the Registrar on or before the first day of February in each year.

4. Applications for the Stawell scholarship may be made by—

(a) persons who have completed the Fourth Year of a course for the degree of bachelor of Engineering at this University in the pre- ceding year and have obtained final honours in that course;

(b) persons who have completed the Third Year of the course for the degree of bachelor of Science of this University in the preceding year and have obtained honours;

(c) graduates in Engineering or in Science of this University of not less than one year's standing;

(d) graduates in Engineering or in Science of some other university who are approved by the faculty of Engineering.

5. The Stawell scholarship shall be awarded annually by the Council on the recommendation of the faculty of Engineering. REGULATION 6.5—DWIGHT'S PRIZES

Whereas Henry Tolman Dwight late of the City of Melbourne book- seller and publisher by his last will dated the 13th January 1869 devised and bequeathed unto his trustees therein named all his real estate in the Colony of Victoria and the proceeds of his personal estate upon trust after the decease of his wife to convey the said real estate and to transfer and pay the said personal estate to the trustees for the time being of the University on the said trustees accepting by proper deed declaration or other legal form the following trust of and concerning his said estate and the testator thereby declared and directed that the trustees for the time being of such University should stand possessed of such his estate real and personal upon trust for ever thereafter to divide the annual income thereof into money prizes of not less than £ 2 5 ($50) each to be given by the said trustees for the advancement and encouragement of learning in Ancient History Constitutional and Legal History and Natural Philo- sophy or for such other branches of the Lhiiversity education as the said trustees might in their discretion think the said prizes most applicable and advantageous which several prizes should be called the Dwight's prize in such branch or branches of learning or others in which there should be annual or other examinations and to which the said trustees should judge such prizes beneficial as a stimulant to students and a fit reward to the ablest scholar competing therefor.

And whereas the said Henry Tolman Dwight died on the 13th June 1871 without having altered or revoked his said will and such will was duly proved in the Supreme Court of the Colony of Victoria on the 29th June 1871.

And whereas by a regulation of the University made in 1872 it was provided that His Honour Sir Redmond Barry Anthony Colling Brownless Esq. M.D. and the Honourable Robert Stirling Anderson, M.A. members of the Council of the University should be the trustees of the said Uni- versity for the purpose of accepting the said trust and in the event of the death or resignation of any of the said trustees or of their successors in the said trust or of any trustee for the time being ceasing to be a member of the Council the Council should appoint some other member of the Council a trustee in the place of the trustee so dying or resigning or ceasing to be a member of the Council as aforesaid.

And whereas in accordance with the provisions of the said will the said estate has been conveyed and transferred to the trustees duly appointed for the purpose by the University.
