On receipt of the Auditor's written Report:-. a) the financial statements are advertised and sent to the NSW Office of Local Government;. Council resolves to pay the Audit Office NSW a total of $80,000 for FY17, which is equal to the cost of the FY16 audit.

The release of the Positive Covenant will allow the new Asset Protection Zone to be created further east, closer to the actual wildfire threat. The positive covenant is released by acting concurrently with the allotment plan creating the replacement asset protection zone (DA 294/2016/ZD).
Council is the authority that has the rights to release the positive covenant and the restriction on the use of the land.
Compliance with the Planning Agreement is required by the conditions imposed on any development consent. The Planning Agreement registration on the title of those lots will not be removed.

In addition, community groups on social media platforms such as Facebook use the name North Kellyville. Given the long-standing use and community association with the name 'North Kellyville', it is considered reasonable for the Geographical Names Board to make an exception to their guidelines.
NORWEST
Concerns were also raised during community consultation about the inclusion of the Sisters of Saint Joseph site in the new Norwest suburb due to its historic value and long association with the suburb of Baulkham Hills. The change will also enable the boundary between Norwest and Baulkham Hills to be more easily identified and interpreted by the community and will maintain the connection of the heritage site to the outskirts of Baulkham Hills as raised in submissions to the previous proposal.
BELLA VISTA EXTENSION
The proposed extension of the Bella Vista suburb boundary east to the Balmoral Road Reserve boundary is considered a logical extension of the suburb as all residential developments along Gardenview Court could be located in the same suburb. It is believed that using Balmoral Road Reserve as part of the suburb boundary will better meet these requirements.
REVISED PROPOSAL
As discussed above, the proposed amendment of Norwest's southern boundary to follow Barina Downs Road, rather than the rear property boundary, will be more appropriate for treatment purposes, and the proposed extension of Bella Vista to the Balmoral Road reserve boundary will provide a logical extension of the suburb of Bella Vista. In accordance with the Integrated Planning and Reporting Guidelines, all councils are required to prepare an end-of-term report (Attachment 1) on progress in implementing the Community Strategic Plan "Hills Future".

Embarked on a joint initiative between The Hills Shire Council and The Hills Youth Ambassadors which saw 45 members (children aged 8 – 14 years) join the first Sydney Hills Youth Choir. Attracted thousands of residents annually to the Orange Blossom Festival, one of the most popular festivals in The Hills.
MODERN LOCAL ECONOMY CONTINUED
During the mandate, the NSW Government continued its interim funding arrangements for "capped contributions" under section 94 of the Environmental Planning and Assessment Act. With the challenges of planning and servicing new communities, and with a budget constrained by rate-fixing, The Hills Shire also faced the ongoing issue of the cost of maintaining The Shire's existing infrastructure.
KEY CHALLENGES
The council created the Hills Corridor Strategy - a plan that creates a vision for the Sydney Hills of the future. Council continued to work with the NSW Department of Planning and Environment on the North West Growth Priority Area Plan.
Where to next?
This will ensure that it is valued, maintained and improved through effective stormwater and environmental sustainability projects, as well as litter, recycling and curbside services.

Castle Hill
QIC's contribution would enable the installation of the giant Christmas tree which has been a feature for the past three Christmases'. As part of the Christmas Sky show held for the past 3 years, the Council co-ordinated pre-show entertainment involving community music schools allowing the children to perform for the public.
Norwest Lake
An installation of the giant Christmas tree could be completed by coordinating similar entertainment for each evening in December until Christmas Eve. Performances could be held on the council pavement next to the Christmas tree outside the Piazza.
Rouse Hill
The Rouse Hill Town Center proposal must be exhibited for 28 days under the provisions of s356 of the Local Government Act as it proposes to contribute financial assistance to the GPT for the purpose of removing the Council's Christmas activities. This report has been prepared in accordance with Section 121ZD of the Environmental Planning and Assessment Act 1979 (EP&A Act) following an inspection by Fire & Rescue NSW (FRNSW) of the building located at 97 Caddies Boulevard, Rouse Hill.

The Board must consider the inspection report of FRNSW and determine whether it is appropriate to serve an Order Number 6 in terms of Section 121B of the EP&A Act. FRNSW therefore awaits the Council's advice on its determination in accordance with Section 121ZD (4) of the EP&A Act.
Inspection by Council’s Fire Safety Officers
FRNSW's subsequent inspection report was limited to a visual inspection of the essential fire safety measures in parts of the building that were being entered at the time of the inspection. The inspection revealed a number of fire safety deficiencies in the building related to the fire hydrant system, sprinkler system, longer travel distances from single-person units to an exit, the lack of portable fire extinguishers, and problems with signage, including a failure to provide block plans.
External Cladding
This may include but is not limited to a copy of the product's Certificate of Conformity/. Certificate of Accreditation, report from a Registered Testing Authority, certification confirming product delivery on site and certification confirming product installation.
Conduct of certifier
A letter was sent to the property owners to raise awareness of the combustible cladding issue and request that they review all design, construction and approval documents to determine that the exterior cladding materials installed on the building comply with the Building Code of Australia complies. A letter was also sent to the Chief Certifying Authority requesting a copy of all documentation relied upon to determine that the external cladding material installed complies with the Building Code of Australia.
