Council has received a planning proposal for land at 39–55 Oratava Avenue (Lot 8 DP 1191647) and part of 570 Pennant Hills Road (Lot 3 DP 1096405), West Pennant Hills.
It is proposed to amend The Hills Local Environmental Plan 2012 by rezoning the site from E4 Environmental Living to R2 Low Density Residential and to reduce the minimum lot size from 2,000sqm to 700sqm. The amended minimum lot size would facilitate approximately 21 dwellings on the site.
A draft amendment to The Hills Development Control Plan 2012 Part B Section 2 – Residential has been prepared to support the planning proposal. The amendment introduces the requirement of pedestrian access from the site to Mount Wilberforce Reserve.

Council at its meeting of 24 May 2016, resolved to place the Draft Local Approvals Policy on public exhibition for a period of 28 days.
The Local Approvals Policy seeks to provide exemption and approval criteria for:
• Placing waste storage containers in a public place (skip bins);
• Installing or altering a waste treatment device or a human waste storage facility (on-site sewage management systems);
• Using a standing vehicle or any article for the purpose of selling any article in a public place (mobile food vans and temporary food stalls); and
• Installing a domestic oil or solid fuel heating appliance (wood fire heaters).
