COORDINATION OF NATIONAL MILK DEVELOPMENT AND PROMOTION
( Presidential Instruction No. 4/1998, dated January 21, 1998) THE PRESIDENT OF THE REPUBLIC OF INDONESIA Considering :
that within the framework of national economic reforms and restructuring towards inducing domestic industrial efficiency increase and ensuring smooth flows of goods, it is deemed necessary to restipulate provinsions on the coordination of national milk development and promotion.
In view of :
1. Article 4 paragraph (1) of the Constitution of 1945;
2. Law No.6/1967 on basic principles of animal husbandry and animal health (Statute Book of 1967 No. 10, Suplement to Statute Book No. 2824);
3. Law No. 25/1992 on cooperatives (Statute Book of 1992 No. 116, Supplement to Statute Book No. 3502);
4. Presidential Instruction No. 2/1985 on the coordination of national milk development and promotion.
INSTRUCTS :
1. Minister of Agriculture;
2. Minister of Cooperatives and Small-scale Business Development; 3. Minister of Industri and Trade;
4. Minister of Home Affairs; 5. Minister of Health;
6. State Minister for Mobilisation of Investment Funds/Chairmant of the Coordinating Board;
To carry out the following directives :
FIRSTLY :
1. Article 1 point 8, whict reads;
“The ratio of milk is that of the quantity of domestically produced milk absorbed by the milk processing industry to the quantity of imported milk basic materials permissible in the equivalent of fresh milk, which is periodically determined”.
2. Article 1 point 9, which reads:
“The one-door import policy is that which requires all milk imports to be realised through certain approved agencies”.
3. Article 6 paragraph (1), which reads:
“Milk imports shall be realised pursuant to the one-door policy and the milk ratio policy”
4. All provisions connected with milk control, domestic milk absorption requirements, and milk price control on the domestic market.
SECONDLY :
This presidential instruction shall come into force as from the date of stipulation.
