• Kegiatan Pelayanan Publik (PP)
Perum BULOG mendapat penugasan Pelayanan Publik (PP) atau Public Service Obligation (PSO) dari Pemerintah berupa stabilisasi harga dan pasokan berbagai komoditas pangan utama terintegrasi dari sisi hulu hingga ke hilir di seluruh wilayah Indonesia.
Dasar hukum penugasan tersebut adalah Peraturan Presiden (Perpres) No. 48 tahun 2016 dan Perpres No. 20 tahun 2017 (berlaku sementara dari bulan Februari s/d Agustus 2017), serta dasar teknis Instruksi Presiden No. 5 tahun 2015.
Komoditas penugasan Pelayanan Publik yang ditangani Perum BULOG, antara lain, beras, gula pasir, daging sapi dan kerbau, jagung pakan ternak, dan serta kedelai. Bentuk kegiatan penugasan dimulai dari pembelian komoditas di tingkat produsen sampai ke penyalurannya melalui berbagai kegiatan, seperti Beras untuk Rakyat Sejahtera (Rastra), Operasi Pasar (OP), hingga Gerakan Stabilisasi Pangan (GSP). Keseluruhan penugasan tersebut pada prinsipnya mendukung tiga pilar dari Ketahanan Pangan yaitu:
1. Pilar Ketersediaan.
Perum BULOG melaksanakan kebijakan pembelian komoditas pangan pokok dengan ketentuan Harga Pembelian Pemerintah (HPP) melalui kegiatan pengadaan Dalam Negeri (DN).
Tujuannya untuk menumbuhkan semangat petani dalam memproduksi tanaman pangan sehingga dapat menjaga kecukupan stok di masyarakat. Manfaat lain dari pengadaan DN antara lain (1) sebagai jaminan pasar; bahwa pengadaan DN berfungsi menyerap surplus selama panen, misalnya untuk beras sebesar 1,5 – 3,6 juta ton setara beras/tahun atau 5–9%
dari total produksi/tahun, (2) sebagai jaminan harga, bahwa pembelian komoditas yang dilakukan oleh BULOG mampu mengangkat harga produsen selama panen berlangsung
• Public Service Activities (PP)
Perum BULOG received Public Service Obligation (PSO) from the Government in the form of price stabilization and supply of main food commodities integrated from upstream to downstream on all parts of Indonesia. The legal basis for the assignment is the Presidential Regulation (Perpres) No. 48 Year 2016 and Presidential Regulation No.
20 Year 2017 (valid from February to August 2017), and the technical basis based on the Presidential Instruction No. 5 Year 2015.
Commodities of Public Service assignment handled by Perum BULOG, amongst others, rice, sugar, beef and buffalo, corn fodder, and soybean. Form of assignment activities starting from the purchase of commodities at the producer level to distribution through various activities, such as Rice for the Poor People (Rastra), Market Operation (OP), to the Food Stabilization Movement (GSP). The overall assignment in principle supports three pillars of Food Security namely:
1. Pillar Availability..
Perum BULOG implements the policy of purchasing basic food commodities with the provision of Government Purchase Price (HPP) through Domestic Procurement (DN). The goal is to foster the spirit of farmers in producing food crops so as to maintain adequate stock in the community. Other benefits of procuring DN include (1) as market guarantees; that the procurement of the DN serves to absorb the surplus during the harvest, for example for rice of 1.5 - 3.6 million tons of rice equivalent / year or 5-9% of the total production / year, (2) as a price guarantee, that commodity purchases made by BULOG is able to lift producer prices Selain itu, berdasarkan Instruksi Presiden
(Inpres) No. 2 Tahun 2005 tanggal 2 Maret 2005 tentang Kebijakan Perberasan Nasional dalam instruksi No. 46 disebutkan bahwa pelaksanaan pembelian gabah oleh pemerintah secara nasional dilakukan oleh Perum BULOG.

2. Pilar Keterjangkauan.
Perum BULOG menyediakan dan menyalurkan komoditas pangan pokok bersubsidi bagi kelompok masyarakat berpendapatan rendah sehingga dapat menjangkau (memperoleh) pangan secara fisik dan ekonomi. Sebagai contoh misalnya penyaluran Rastra dan penjualan daging kerbau merupakan dukungan atas pilar keterjangkauan baik secara fisik (beras tersedia di titik distribusi dekat RTS dan daging kerbau tersedia di pasar umum) maupun ekonomi (harga jual yang terjangkau) dan merupakan program perlindungan sosial untuk Rumah Tangga Miskin (RTM) dalam bentuk targeted food subsidy, serta untuk melindungi rumah tangga rawan pangan dari ancaman malnutrition, terutama energi dan protein.
3. Pilar Stabilitas.
Perum BULOG menyediakan dan menyalurkan komoditas pangan pokok untuk menjaga stabilitas harga dan pasokan di tingkat konsumen, serta meningkatkan kesiapan penanggulangan keadaan darurat, bencana, dan rawan pangan dari sisi konsistensi penyediaan pangan oleh Pemerintah melalui pengelolaan stok BULOG dan Cadangan Pangan Pemerintah (CPP).

2. Pillar of Affordability
Perum BULOG provides and distributes subsidized basic food commodities to low- income groups so that they can reach (obtain) food physically and economically. For example, the distribution of Rastra and the sale of buffalo meat is the support of physically accessible pillars (rice available at distribution points near RTS and buffalo meat available in the public market) or economically (affordable prices) and is a social protection program for Poor Households (Rumah Tangga Miskin “RTM”) in the form of targeted food subsidy, as well as to protect food insecure households from malnutrition, especially energy and protein.
3. Pillars of Stability
Perum BULOG provides and distributes basic food commodities to maintain price and supply stability at the consumer level, as well as to increase preparedness for emergency, disaster and food insecurity in terms of consistency of food provision by the Government through the management of BULOG stock and Government Food Reservoir (CPP).

• Kegiatan Komersial
Selain tugas Pelayanan Publik seperti tersebut di atas, BULOG juga melaksanakan usaha-usaha lain berupa kegiatan Komersial. Berdasarkan cakupan kegiatannya Komersial dibagi menjadi 3, yaitu:
Perdagangan, Unit Bisnis dan Anak Perusahaan.
1. Perdagangan
Kegiatan perdagangan komoditi oleh Perum BULOG dilaksanakan bukan semata untuk menghasilkan laba, namun juga mengemban misi mulia dalam kerangka stabilitas harga pangan pokok.
Berdasarkan Peraturan Presiden Republik Indonesia Nomor 48 Tahun 2016 tentang Penugasan kepada Perusahaan Umum (Perum) BULOG dalam Rangka Ketahanan Pangan Nasional, Perum BULOG ditugaskan untuk menjaga ketersediaan pangan dan stabilisasi harga pangan pada tingkat konsumen dan produsen untuk jenis pangan pokok beras, jagung, dan kedelai.
Sedangkan untuk kedelapan jenis pangan pokok lainnya seperti gula, minyak goreng, tepung terigu, bawang merah, cabe, daging sapi, daging ayam ras, dan telur ayam selain menjadi tugas Perum BULOG juga dapat dilaksanakan oleh BUMN lainnya. Selain sebagai pelaksanaan penugasan berdasarkan Perpres, perdagangan komoditi dapat dilakukan Perum BULOG untuk menjawab kebutuhan komoditi pangan di Indonesia seiring dengan meningkatnya jumlah penduduk. Indonesia sebagai negara berkembang dengan jumlah penduduk yang besar membutuhkan berbagai komoditi pangan, yang tidak semuanya dapat dipenuhi dari produk-produk dalam negeri. Di sisi lain, potensi sumberdaya komoditi yang dihasilkan oleh daerah, maupun kebutuhan daerah akan komoditi yang harus dipasok dari luar merupakan peluang usaha perdagangan yang dapat dikembangkan pada tingkat Divisi Regional maupun Sub Divisi Regional.
Tidak dapat dimungkiri, bahwa perdagangan komoditi merupakan aktivitas bisnis dengan daya tarik pasar yang tinggi. Hal ini tergambar dalam banyaknya jumlah pemain dalam bisnis ini. Dalam bisnis perdagangan komoditi, Perum BULOG ikut berperan dalam channel Business to Consumer (B2C) melalui saluran penjualan langsung ke pengguna maupun Business to Business (B2B)
• Commercial Activities
In addition to the above mentioned Public Service duties, BULOG also carries out other business activities in the form of Commercial activities.
Based on the scope of its activities Commercial divided into 3, namely: Trading, Business Unit and Subsidiaries.
1. Trading
Commodity trading activity by Perum BULOG is implemented not only to generate profit, but also to carry out a noble mission within the framework of staple food pricing stability. Based on the Presidential Regulation of the Republic of Indonesia Number 48 Year 2016 on the Assignment to Public Company (Perum) BULOG in the Framework of National Food Security, Perum BULOG is assigned to preserve food availability and stabilization of food prices at consumer and producer level for staple rice, corn and soybean.
Whilts other eight basic food types such as sugar, cooking oil, wheat flour, onion, chilli, beef, chicken meat, and chicken eggs other than being Perum BULOG’s task which can also be implemented by other State-Owned Enterprises. In addition to the implementation of the assignment based on the Presidential Decree, commodity trading can be performed by Perum BULOG to answer the needs of food commodities in Indonesia along with the increase of population. Indonesia as a developing country with a large population requires a variety of food commodities, which not all of them can be fulfilled from domestic products. On the other hand, the potential of commodity resources generated by the region, as well as regional needs for commodities which must be supplied from outside is a trading business opportunity which can be developed at the level of Regional Division and Regional Sub Division.
It is inevitable that commodity trading is a business activity with high market demand. This is reflected by the large number of players in the business. In the commodity trading business, Perum BULOG participates in the Business to Consumer (B2C) channel through direct sales channels to users and Business to Business (B2B) through distributor sales channels.
2. Anak Perusahaan
Untuk pengembangan usaha dan meningkatkan kontribusi margin bagi perusahaan, Perum BULOG membentuk Pilot Project, Unit Bisnis dan Anak Perusahaan. Seperti diatur dalam Peraturan Pemerintah Nomor 7 Tahun 2003 sebagaimana telah diubah terakhir dengan Peraturan Pemerintah Nomor 13 Tahun 2016, Perusahaan dapat melakukan kerjasama usaha atau patungan (joint venture) dengan badan usaha lain, membentuk Anak Perusahaan, baik melalui mekanisme spin- off, akuisisi maupun merger, maupun melakukan penyertaan modal dalam badan usaha lain.
Pembentukan Pilot Project dan Unit Bisnis (UB) dilakukan guna mendukung proses bisnis inti perusahaan, di samping sebagai salah satu upaya peningkatan kinerja perusahaan, baik dari sisi operasional maupun keuangan serta merupakan cikal bakal pembentukan Anak Perusahaan melalui skema spin-off.
Saat ini Perum BULOG memiliki 3 (tiga) anak perusahaan, yakni:
1. PT Jasa Prima Logistik BULOG (JPLB), bergerak di bidang usaha di bidang freight forwarding, warehousing dan project shipment, jasa logistik dan angkutan serta usaha pendukung lainnya.
2. PT Gendhis Multi Manis (GMM), bergerak di bidang industri gula.
3. PT Mitra BUMDes Nusantara yang akan berperan sebagai agregator, off-taker, dan pelaksana supervisi operasional untuk BUMDes
PT. Gendhis Multi Manis (GMM) yang bergerak di bidang industri gula dimiliki Perusahaan melalui pengambil-alihan hak atas saham. PT GMM merupakan pabrik gula modern dan efisien dengan kapasitas giling tebu 4.000 TCD dengan rendemen 7% - 8% dan kapasitas melting row sugar 600 TCD dengan yield 95% - 97% melalui metode karbonatasi sehingga gula yang dihasilkan memiliki PH normal dan mampu mencapai icumsa 100.
3. Unit Bisnis (UB)
Unit Bisnis (UB) yang dijalankan Perum BULOG saat ini adalah UB JASTASMA yang bergerak di bidang usaha pemeriksaan kualitas dan pemberantasan hama komoditas pangan, dan UB OPASET yang bergerak di bidang optimalisasi aset. Selain itu, Perusahaan membentuk dua Unit Bisnis baru, yaitu Unit Bisnis Retail dan Unit Bisnis Industri yang akan

For business development and increasing margin contribution for the Company, Perum BULOG formed a Pilot Project, Business Unit and Subsidiaries. As regulated in Government Regulation Number 7 Year 2003 with latest amended by the Government Regulation No. 13 Year 2012, the Company may enter into joint venture with other business entities, establishing Subsidiaries, either through spin- off mechanism, acquisition or merger, or equity participation in other business entities.
The establishment of the Pilot Project and Business Unit (UB) is conducted to support the Company’s core business processes, as well as an effort to improve the Company’s operational and financial performance also as embryo for the formation of Subsidiaries through a spin-off scheme.
Currently Perum BULOG has 3 (three) subsidiaries, awhich are as follows:
1. PT Jasa Prima Logistik BULOG (JPLB), is engaged in business in the field of freight forwarding, warehousing and project shipment, logistics and transportation services and other supporting business.
2. PT Gendhis Multi Manis (GMM), engaged in the sugar industry.
3. PT Mitra BUMDes Nusantara which will act as aggregator, off-taker, and operational supervisor for BUMDes.
PT. Gendhis Multi Manis (GMM) engaged in the sugar industry owned by the Company through the acquisition of shares rights. PT GMM is a modern and efficient sugar mill with 4000 TCD sugar cane capacity with 7% - 8% yield and melting row sugar 600 TCD capacity with yield 95% - 97% through carbonate method so that the sugar produced has normal PH and ability to reach icumsa 100.
3. Business Unit (UB)
Business Unit (UB) operates by Perum BULOG is UB JASTASMA which is engaged in quality inspection and food commodity pest control, and UB OPASET engaged in asset optimization. In addition, the Company established two new Business Units, the Retail Business Unit and the Industrial Business Unit which will start operating in 2018.
