Dalam menyiasati perubahan saat ini maupun yang diantisipasi ke depan, Pupuk Kujang terus mengedepankan kelincahan dalam beradaptasi dan berinovasi. Langkah-langkah dalam mempercepat transformasi menjadi organisasi yang adaptif

terhadap perubahan telah membawa Pupuk Kujang menjadi perusahaan yang lebih tangguh dan mampu terus berkembang dan tumbuh. Pencapaian PROPER Emas bagi Pupuk Kujang di tahun 2022 dapat

menjadi langkah awal yang kuat dalam memastikan pertumbuhan yang berkelanjutan di tahun-tahun mendatang.

business, including in the fertilizer industry in Indonesia, driven by, among

other things, the digital revolution and the challenge of climate change. In

dealing with current and anticipated changes in the future, Pupuk Kujang

continues to prioritize agility in adapting and innovating. Intiatives in

accelerating the transformation into an organization that is adaptive to

change have made Pupuk Kujang a more resilient company capable of

continuing to develop and to grow. The achievement of PROPER Gold

rating for Pupuk Kujang in 2022 marked a strong first step in ensuring

sustainable growth in the coming years.

Pemangku kepentingan menjadi salah satu tolak ukur penentu keberhasilan Perseroan dalam menjalankan praktik bisnis secara berkelanjutan. Oleh karenanya, Perseroan senantiasa menjalin komunikasi serta membangun hubungan harmonis dengan pemangku kepentingan.

Laporan Keberlanjutan PT Pupuk Kujang Tahun 2022 merupakan laporan kesembilan yang diterbitkan PT Pupuk Kujang. Pupuk Kujang menerbitkan Laporan Keberlanjutan ini sebagai bagian dari penegakan prinsip-prinsip Tata Kelola Perusahaan yang Baik, yakni Transparansi, Akuntabilitas, Responsibilitas, Independensi, dan Fairness (Kewajaran). Penerbitan laporan ini juga merupakan upaya Perseroan dalam memenuhi ketentuan Pasal 66 ayat 2c, Undang-Undang No. 40 Tahun 2007 tentang Perseroan Terbatas (PT), yang mewajibkan Perseroan menyampaikan laporan pelaksanaan Tanggung Jawab Sosial dan Lingkungan (TJSL) dalam Laporan Tahunan.

Laporan ini berfungsi sebagai saluran komunikasi bagi Perseroan untuk menyampaikan kinerja keberlanjutan khususnya aspek ekonomi, sosial, dan lingkungan kepada para pemangku kepentingan dalam memberikan dampak dan manfaat positif.

Selain itu, laporan ini juga berfungsi untuk menyampaikan peran dan keterlibatan Perseroan sebagai dari upaya meningkatkan keberlanjutan dan membangun ketahanan pangan nasional melalui penyediaan pupuk yang berfungsi untuk kesuburan tanaman pangan.

STANDAR PELAPORAN

Laporan Keberlanjutan ini disusun menggunakan panduan standar global, yakni Global Reporting Initiative (GRI) Standards 2021 sebagai referensi (With Reference). Selain Standar GRI, laporan ini juga disusun berdasarkan Surat Edaran OJK No.16/

SEOJK.04/2021 tentang Bentuk dan Isi Laporan Tahunan Emiten atau Perusahaan Publik. Adapun indeks isi laporan dengan standar GRI dan SE OJK dapat ditemukan pada halaman bagian akhir pada laporan keberlanjutan ini.

Dalam memverifikasi data dan informasi laporan ini, GRI merekomendasikan penggunaan assurance eksternal dari pihak ketiga independen untuk memastikan kualitas laporan. Namun, saat ini kami belum melakukan assurance dari pihak ketiga

PT Pupuk Kujang Sustainability Report 2022 is the ninth report that have been published by PT Pupuk Kujang. PT Pupuk Kujang publishes the sustainability report as part of the efforts in upholding the principles of Good Corporate Governance, i.e. Transparancy, Accountability, Responsibility, Independency, and Fairness. This publication of the report is also an effort of the Company to comply with Article 66 paragraph 2c of the Law No. 40 Year 2007 concerning Limited Liability Company (PT), that requires the Company to include a report of the implementation of Social and Environmental Responsibility (TJSL) program in its Annual Report.

This report has a function as a communication conduit for the Company to present to the stakeholders its sustainability performance, especially on the economic, social and environmental aspects that provided positive impacts and benefits. In addition, this report also functions to convey the roles and involvements of the Company in the efforts to improve sustainability and to build the national food security through the provision of fertilizer which purpose is for the fertility of food crops.

REPORT STANDARD

This Sustainability Report is prepared using global standard guidelines, i.e. the Global Reporting Initiative (GRI) Standards 2021 as a reference.

Other than the GRI Standards, this report is also prepared based on the Financial Services Authority (OJK) Circular Letter No.16/SEOJK.04/2021 concerning the Format and Content of Annual Report of Issuer or Public Company. Index of the report content according to GRI standards and SE OJK guidelines can be found at the end section of this sustainability report.

To verify the data and information on this report, GRI recommends to use the service of an independent third party external assurer to ensure the quality of the report. However, for this report, we have yet to use assurance service of an independent third

Laporan ini memuat informasi mengenai komitmen, kebijakan, prosedur, dan inisiatif dari topik-topik keberlanjutan. Adapun entitas yang masuk ke dalam cakupan dan batasan laporan sebagai berikut:

Terkait data keuangan dalam laporan ini merupakan laporan keuangan konsolidasi dan menggunakan nominasi Rupiah, kecuali diindikasikan lain. Data mengenai kinerja keuangan dalam Laporan ini merujuk pada Neraca yang sudah diaudit oleh Kantor Akuntan Publik untuk keperluan Laporan Tahunan Perseroan.

Sedangkan data kuantitatif dalam laporan ini disajikan dengan menggunakan prinsip daya banding (comparability), minimal dalam dua tahun berturut-turut. Dengan demikian, pengguna laporan dapat melakukan analisis tren kinerja Perseroan. Dalam laporan ini tidak terdapat pernyataan ulang yang bersifat memperbaiki laporan sebelumnya. [GRI 2-4]

With regard to financial data, this report contains consolidated financial report of the Company presented in the Rupiah denomination, unless otherwise indicated. Data pertaining to the financial performance in this Report refer to the Balance Sheet audited by the Public Accountant Firm for the purpose of the Company’s Annual Report.

While quantitative data in this report are presented using the comparability principle, for a minimum of two years in a row. That way, users of this report can conduct trend analysis of the Company’s performances. This report does not contain any re-statement that represent correction of the previous reports. [GRI 2-4]

The Company’s Sustainability Report is published periodically every year. This report contains data and informations for the reporting period of January 1 to December 31, 2022. The previous report was published on July 2022.

PROSES PENETAPAN ISI LAPORAN [GRI 3-1]

Dalam menetapkan topik dan isi Laporan ini kami menggunakan 4 (empat) langkah yang disebutkan GRI, yaitu:

1. Mengidentifikasikan aspek-aspek yang material dan boundary (Langkah Identifikasi);

2. Membuat prioritas atas aspek-aspek yang telah diidentifikasi pada langkah sebelumnya (Langkah Prioritas);

3. Melakukan validasi atas aspek-aspek material tersebut (Langkah Validasi);

4. Melakukan tinjauan atas Laporan setelah diterbitkan guna meningkatkan kualitas Laporan tahun berikutnya (Langkah Tinjauan).

Prinsip penetapan konten Laporan ini didasarkan pada 4 (empat) prinsip GRI, yaitu:

1. Stakeholders inclusiveness (pelibatan Pemangku Kepentingan), yaitu melibatkan Pemangku Kepentingan dalam penentuan aspek material yang diungkapkan dalam Laporan ini;

2. Materiality (materialitas), diterapkan dalam Laporan ini dengan memilih konten Laporan yang bersifat material, yang diperlukan oleh Pemangku Kepentingan;

3. Sustainability context (konteks keberlanjutan) yang merupakan aspek-aspek yang terkait dengan konteks keberlanjutan, yang relevan bagi pembuat Laporan dalam membuat keputusan;

4. Completeness (kelengkapan), yaitu laporan ini dibuat dengan ruang lingkup yang jelas untuk periode Laporan 2022 serta didukung dengan data yang lengkap yang diperoleh dari seluruh operasi pabrik pupuk PT Pupuk Kujang – Cikampek yang menjadi fokus utama pelaporan ini. THE PROCESS OF REPORT CONTENT PREPARATION [GRI 3-1]

In the determination of topics and contents of the Report, we use four steps according to GRI Standards, namely:

1. Identification of material aspects and boundaries (Identification Steps).

2. Establishment of priorities for aspects that were identified in the previous steps (Priority Steps).

3. Conduct validation of those material aspects (Validation Steps).

4. Conduct review of the published report in order to improve the quality of the next year’s report (Review Steps).

The principles used to determine the content of this report are based on the four GRI principles, namely:

1. Stakeholders inclusiveness, that is to include stakeholders involvement in the process of determination of material aspects to cover in this Report;

2. Materiality is implemented in this Report by choosing report contents that are material in nature and considered important by Stakeholders;

3. Sustainability context that are aspects related to sustainability context which are relevant to the publisher of the Report in its decision making;

4. Completeness, that means the Report is prepared within clear scope and boundaries for the report period of 2022 and supported by complete data from all operational activities of all plants of PT Pupuk Kujang – Cikampek which is the main focus of this report. Penentuan topik material Laporan Keberlanjutan Pupuk Kujang dilakukan sesuai dengan panduan Standar GRI, yang kemudian masing-masing topik diprioritaskan oleh organisasi untuk dicantumkan dalam laporan. Dimensi yang digunakan untuk menentukan prioritas, antara lain, adalah dampak bagi ekonomi, lingkungan, dan sosial. Dampak dalam laporan ini termasuk di dalamnya yang bernilai positif.

Penetapan aspek material dan batasan didasarkan pada isu-isu yang berpengaruh signifikan bagi Perseroan, anak perusahaan serta seluruh pemangku kepentingan. Topik dalam laporan ini dipilih dari topik-topik yang relevan dengan keberlanjutan Pupuk Kujang sebagai sebuah pabrik pupuk dalam kerangka ketahanan pangan Indonesia.

The determination of material topics of Pupuk Kujang Sustainability Report is in accordance with the GRI Standards guideline, with each topic is furher prioritized by the organization to be included in the Report. The dimensions used to determine priorities, among others are, the economic, environmental and social impacts. The impacts referred to in this report include those with positive value.

The determination of material aspects and boundaries is based on issues with significant impact to the Company, subsidiary entities and all stakeholders. The topics in this report are selected among topics that are relevant to the sustainability of Pupuk Kujang as a fertilizer producer within the framework of Indonesia’s food security.

Stakeholders are one of the benchmarks that determine the Company’s success in carrying out business practices in a sustainable manner.

Engagement of stakeholders significantly influences the Company’s success in delivering the desired results and maintaining its business sustainability, whether in the implementation of good corporate governance, business management, and in the implementation of social and environmental responsibility by the Company.

Understanding that condition, the Company has forged communication and built harmonious relationship with stakeholders. The Company had carried out identification of groups of stakeholders using a stakeholder mapping method with the aim that the Company has a clear understanding of which groups/parties that are most interested in the Company and vice-versa, what relationships are established, what information that needs to be communicated, and how to maximize the characteristics of communication so as to establish optimal relationships with stakeholders effectively, which in turn would enable the Company to achieve the expected advanced targets.

There are seven main stakeholders of the Company, which are determined based on the stakeholder’s relationship with the Company or those that are influenced by the Company’s activities and based on the geographical distance to the location of the Company’s activities. We also always try to establish good relationships with these seven stakeholder groups by listening to their aspirations, needs, ideas, suggestions and criticisms in the operational areas.

Memahami hal tersebut, Perseroan berupaya menjalin komunikasi serta membangun hubungan harmonis dengan pemangku kepentingan.

Perseroan telah melakukan identifikasi kelompok pemangku kepentingan dengan menggunakan metode stakeholder mapping yang bertujuan agar Perseroan mengetahui dengan jelas akan pihak-pihak yang paling berkepentingan dengan Perseroan secara timbalbalik, hubungan apa yang dijalin, hal apa yang perlu dikomunikasikan, dan bagaimana memaksimalkan karakteristik komunikasi sehingga dapat menjalin hubungan yang optimal dengan para pemangku kepentingan secara efektif yang pada akhirnya mampu mencapai target lanjutan yang diharapkan.

Terdapat tujuh pemangku kepentingan utama Perseroan yang ditetapkan berdasarkan hubungan pemangku kepentingan dengan pengaruhnya atau dipengaruhi oleh keberlangsungan kegiatan Perseroan dan berdasarkan jarak geografis dengan lokasi kegiatan Perusahaan. TINJAUAN UMUM

Tahun 2022 merupakan tahun yang menjadi titik awal pemulihan perekonomian nasional setelah pandemi COVID-19 yang telah menerpa dunia semakin membaik dan terkendali. Meski demikian, terdapat berbagai risiko dan tantangan global yang muncul, salah satunya konflik geopolitik di Eropa yang telah memperlambat kegiatan ekonomi global. Konflik Rusia-Ukraina tersebut mengakibatkan sebagian besar komoditas khususnya energi dan pangan mengalami kenaikan cukup tinggi.

Sebagai akibat dari perang antar-kedua negara tersebut, maka harga untuk sebagian besar komoditas khususnya energi dan pangan mengalami kenaikan yang tinggi hingga mendekati puncaknya di tahun 2022. Hal ini terjadi karena Rusia dan Ukraina merupakan salah satu pemasok hasil agrikultur dunia. Tidak hanya itu, Rusia juga merupakan eksportir utama minyak bumi, gas alam, dan barang tambang dunia. Oleh karena besarnya produksi gas alam dan potasium yang dihasilkan negara ini, maka Rusia juga menjadi salah satu produsen pupuk yang cukup besar.

Selama perang berlangsung sejak awal 2022 hingga saat ini, ekspor pupuk dari Rusia mengalami kendala sehingga mengganggu rantai pasokan pupuk bagi agrikultur dunia. Lonjakan harga gas alam menjadi penyebab utama naiknya harga pupuk, karena gas alam adalah bahan utama dari pupuk nitrogen seperti ammonia dan urea. Tingginya harga gas alam telah mengakibatkan beberapa produsen pupuk mengurangi produksinya. Yara, satu dari produsen pupuk terbesar dunia telah membatasi produksi amonia dan urea Eropa hingga 55% di 2022. [OJK F.5]

Ketidakstabilan pasokan komoditas di pasar global berdampak pada meningkatnya kekhawatiran atas kerawanan ketahanan pangan yang berujung pada krisis pangan dan energi dunia. Selain itu, terbatasnya suplai energi dan bahan pangan mengakibatkan terjadinya kenaikan harga pangan dan komoditas terkait sehingga pada gilirannya menyebabkan kenaikan inflasi yang cukup tinggi dan tidak terkendali di negara-negara maju dan juga negara berkembang lainnya.

GENERAL OVERVIEW

The year 2022 represents the beginning of the national economy’s recovery after the COVID-19 pandemic, which has hit the world, has improved and been brought under control. However, there are a number of new emerging global risks and challenges, one of which is the geopolitical conflict in Europe, which has slowed global economic activities. Because of the Russia-Ukraine conflict, most commodities, particularly energy and food, experienced significant price increases.

As a result of the conflict between the two countries, prices for most commodities, particularly energy and food, have increased significantly, reaching their highest levels in 2022. This is because Russia and Ukraine are major suppliers of agricultural products to the rest of the world. In addition, Russia is the world’s largest exporter of oil, natural gas, and minerals. Russia is one of the world’s largest fertilizer producers due to its large production of natural gas and potassium.

Fertilizer exports from Russia have experienced problems that have disrupted the supply chain of fertilizers for global agriculture since the war began in early 2022. The increase in fertilizer prices was primarily caused by an increase in natural gas prices, as natural gas is the primary component of nitrogen fertilizers such as ammonia and urea. Because of the high price of natural gas, several fertilizer manufacturers have reduced their production. Yara, one of the world’s largest fertilizer producers, has agreed to limit European ammonia and urea production to 55% in 2022.

The instability of commodity supply in the global market has resulted in increasing concerns over the vulnerability of food security, which has led to the world food and energy crisis. In addition, the limited supply of energy and food has resulted in an increase in the price of food and related commodities, which in turn has led to quite high and uncontrolled inflation in developed countries as well as in developing countries.

Di tengah gejolak global yang terjadi tersebut, kinerja perekonomian nasional sepanjang 2022 tetap kuat dengan laju pertumbuhan impresif sebesar 5,31% (yoy), Angka tersebut melampaui target yang ditetapkan Pemerintah yakni sebesar 5,2% (ctc), dan kembali mencapai level 5% seperti sebelum pandemi. Pertumbuhan ekonomi yang kuat didukung oleh hampir seluruh komponen PDB dari sisi pengeluaran.

Pada Sektor Pertanian, pertumbuhan tercatat sebesar 2,25% (yoy) selama 2022. Sektor ini berada di posisi ketiga penyumbang PDB terbesar pada 2022 yakni sebesar 12,4% (yoy). Oleh karena itu, Sektor Pertanian masih menjadi salah satu leading sector lapangan usaha yang berperan penting bagi pertumbuhan ekonomi.

Sebagai perusahaan produsen pupuk nasional, Pupuk Kujang memiliki peran yang besar dalam mata rantai mewujudkan ketahanan pangan Indonesia melalui pemenuhan pupuk bersubsidi. Maka dari itu, Perusahaan bersama- sama dengan seluruh Entitas Anak berkomitmen untuk memenuhi tanggung jawab tersebut serta memberikan produk dan layanan yang bermutu yang didasari pada proses operasi dan bisnis yang berkelanjutan.

PENCAPAIAN POSITIF

Meski dihadapi berbagai tantangan tersebut, Perusahaan tetap mampu mencatatkan kinerja ekonomi yang positif. Melalui berbagai strategi dan inisiatif, Pupuk Kujang berhasil mencatatkan kinerja positif pada produksi. Jumlah produksi amoniak dibukukan sebanyak 570.677 ton atau tercapai 93,25% dari target RKAP 2022 sebanyak 612.000 ton. Sebagian besar produk atau 51,2%

berasal dari Pabrik Kujang 1B dan sisanya dari Kujang 1A. Sementara produksi pupuk urea tahun 2022 sebanyak 838.882 ton atau 90,69% dari RKAP 2022 sebanyak 925.000 ton. Sebagian besar produk atau 57,38% berasal dari Pabrik Kujang 1B dan sisanya dari Kujang 1A.

Produksi pupuk NPK Subsidi sepanjang tahun 2022 mencapai 202.072 ton atau terealisasi 119,92% dari RKAP 2022 sebanyak 168.500 ton.

Sedangkan produksi pupuk NPK Non-Subsidi tahun 2022 sebanyak 6.251 ton atau 25,00% dari

Pupuk Kujang, as a national fertilizer producer company, plays an important role in realizing Indonesia’s food security through the supply of subsidized fertilizers. As a result, the Company and all of its subsidiaries are committed to meeting these responsibilities and providing high-quality products and services based on sustainable operations and business processes.

POSITIVE ACHIEVEMENTS

Despite these challenges, the Company maintained a positive economic performance. Pupuk Kujang achieved positive production results through a variety of strategies and initiatives. Total ammonia production was 570,677 tons, representing 93.25% of the 2022 RKAP target of 612,000 tons.

The majority of the products, 51.2%, came from the Kujang 1B Plant, with the remainder coming from Kujang 1A Plant. Meanwhile, urea fertilizer production in 2022 was 838,882 tons, or 90.69%

of the RKAP target of 925,000 tons in 2022. The majority of the products (57.38%) came from the Kujang 1B Plant, with the remainder coming from Kujang 1A Plant.

Throughout 2022, subsidized NPK fertilizer production reached 202,072 tons, or 119.92% of the 2022 RKAP target of 168,500 tons. Meanwhile, non-subsidized NPK fertilizer production in 2022 was 6,251 tons, or 25.00% of the 2022 RKAP

RKAP 2022 sebanyak 25.000 ton. Tingginya produksi NPK subsidi didukung oleh perbaikan kinerja pabrik dan rendahnya realisasi scheduled downtime dibandingkan dengan yang telah ditargetkan, sedangkan rendahnya produksi NPK non-subsidi terjadi karena rendahnya permintaan pasar terhadap NPK non-subsidi.

Tingginya angka produksi tersebut mempengaruhi angka penjualan yang meningkat 4,29% dari Rp6,94 triliun pada 2021, menjadi sebesar Rp7,24 triliun atau terealisasi 111,25% dari RKAP 2022. Sejalan dengan kenaikan penjualan sepanjang tahun 2022, Perusahaan berhasil mencatatkan perolehan laba tahun berjalan sebesar Rp1 triliun atau tercapai 378% dari RKAP 2022 sebesar Rp264,6 miliar.

Tingginya laba tersebut disebabkan oleh tingginya penjualan pupuk sebesar 122,14% dari anggaran.

Selain mencatat produktivitas yang tinggi dan kinerja ekonomi yang positif, Pupuk Kujang juga telah mencatatkan pencapaian strategis dengan pembangunan pabrik Katalis Merah Putih yang telah ground breaking pada tahun 2022.

Pembangunan pabrik yang akan dioperasikan PT Katalis Energi Indonesia (KSI) yang merupakan hasil sinergi perusahaan BUMN, perguruan tinggi, dan pemerintah ini sejalan dengan misi pemerintah Indonesia dalam upaya mengurangi penggunaan bahan bakar berbasis fosil dan pengurangan gas rumah kaca.

Selain itu, Pupuk Kujang juga melakukan berbagai inisiatif untuk meningkatkan ketahanan pangan nasional. Seperti menyumbang puluhan ton pupuk ke petani dan pendampingan intensif dari para agronom Pupuk Kujang agar petani mendapatkan hasil yang maksimal. Pupuk Kujang pun selalu siap dalam memproduksi dan menyalurkan pupuk bersubsidi. Pada tahun 2022, Pupuk Kujang telah menjual 1.477.513 ton pupuk subsidi yang terdiri dari Urea, NPK, dan Organik atau 85,60% dari RKAP.

Aside from high productivity and positive economic performance, Pupuk Kujang has also achieved a strategic milestone with the construction of the Katalis Merah Putih plant, the ground-breaking of which occured in 2022. The construction of the plant, which will be operated by PT Katalis Energi Indonesia (KSI), is the result of a collaboration between state-owned enterprises, universities, and the government, and is in line with the Indonesian government’s mission to reduce the use of fossil- based fuels and greenhouse gas emissions.

Pupuk Kujang also carries out various initiatives to improve national food security. This includes the donation of tens of tons of fertilizer to farmers and provision of intensive assistance from Pupuk Kujang agronomists to ensure that farmers get the best results possible. Pupuk Kujang is constantly ready to produce and distribute subsidized fertilizers. Pupuk Kujang sold 1,477,513 tons of subsidized fertilizer (Urea, NPK, and Organic) in 2022, which is 85.60% of the RKAP target.
