SUBJECT: MINUTES OF THE MEETING OF THE CROP WEATHER WATCH GROUP HELD ON 06.05.2016.

Summary observations of the Group on Agenda Items

Details of the mean maximum and minimum temperature during the week 28th April, 2016 to 04th May, 2016 were as under:-

Maximum Temperature

Above normal by 4 to 60C over some parts of Odisha and isolated pockets of Gangetic West Bengal and Kerala and by 2 to 40C over Jammu & Kashmir, Himachal Pradesh, Uttarakhand, Bihar, Meghalaya, Tripura, many parts of Punjab, Uttar Pradesh, Jharkhand, West Bengal, Mizoram, Madhya Maharashtra, Marathwada, Telangana, Rayalaseema, South Interior Karnataka, Kerala, Tamil Nadu and Andaman & Nicobar Islands, some parts of West Rajasthan, Saurashtra & Kutch, Odisha, Konkan, Coastal Andhra Pradesh, Lakshadweep and isolated pockets of Haryana, West Madhya Pradesh, Assam, Chhattisgarh, Vidarbha Gujarat Region, North and Coastal Karnataka.

Normal to near normal in remaining parts of the country.

Minimum Temperature

Above normal by 2 to 40C over many parts of Andaman and Nicobar Island, some parts of Himachal Pradesh, West Rajasthan, Marathwada, Kerala, Tamil Nadu and isolated pockets of East Rajasthan, Bihar, Jharkhand Madhya Maharashtra, Gangetic West Bengal, Gujarat, Telangana, Interior Karnataka and Rayalaseema.

It was normal to near normal over rest of the country except isolated pockets of West Madhya Pradesh and Odisha where it was below normal by 2 to 40C.

In the pre-monsoon season, weekly Rainfall for the country as a whole during the week 28th April, 2016 to 04th May, 2016 was 50% lower than Long Period Average (LPA). Rainfall (%

departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 79% in North West India, 66% in South Peninsula, 54% in Central India and 34% in East & North East India.

The cumulative rainfall in the country during the pre-monsoon season i.e. 01st March, 2016 to 04th May, 2016 was 14% lower than Long Period Average (LPA). Rainfall (% departure from LPA) in the four broad geographical divisions of the country during the above period was lower by 69% in South Peninsula, 35% in Central India and 3% in North West India. However, in East & North East India was equal to LPA.

Out of 36 met sub-divisions, 12 met sub-divisions constituting 33% of the total area of the country has received excess/normal rainfall, 24 met sub-divisions constituting 67% of the total area of the country has received deficient/scanty rainfall.

Central Water Commission monitors 91 major reservoirs in the country which have total live capacity of 157.80 BCM at Full Reservoir Level (FRL). Current live storage in these reservoirs as on 05th May, 2016 was 30.71 BCM as against 49.10 BCM on 05.05.2015 (last year) and 39.88 BCM of Normal (average storage of the last 10 years) storage. Current year’s storage is 63% of the last year’s storage and 77% of the normal storage.

All-India progressive procurement of Rice as on 06.05.2016 for the marketing season 2015-16 was 321.95 lakh tonnes against the procurement of 275.18 lakh tonnes upto the corresponding period of last year.

All-India progressive procurement of Wheat as on 06.05.2016 for the marketing season 2016-17 was 217.51 lakh tonnes against the procurement of 217.31 lakh tonnes upto the corresponding period of last year.

Availability position of seeds and fertilizers has been found satisfactory.

1. Pre-Monsoon Season (March – May) during the week ending on 04th May, 2016

Sub-division-wise daily distribution of rainfall and minimum temperature are shown in Table-1.1

Rainfall during the week (28th April, 2016 to 04th May, 2016) Rainfall was excess/normal in 5, deficient/scanty in 27 and no rain in 4 out of 36 meteorological sub-divisions.

Cumulative rainfall (01st March, 2016 to 04th May, 2016) Rainfall was excess/normal in 12 and deficient/scanty in 24 out of 36 meteorological sub-division.

2. Reservoir Status (For the week ending on 05.05.2016)

The Central Water Commission monitors the live storage of 91 important/major reservoirs, having capacity at Full Reservoir Level (FRL) of 157.80 billion cubic meters (BCM), which is about 62% of total reservoir capacity in the country.

 Water stock in 91 major reservoirs decreased to 30.71 BCM from the previous week’s level of 32.54 BCM. Current storage is lower than the last year’s position of 49.10 BCM and the average of last 10 year’s storage of 39.88 BCM.

The percentage to live capacity at FRL was 31% on 05/05/2015, 32% on 05/05/2014, 25% on 05/05/2013 and 26% on 05/05/2012.

There were 34 reservoirs having storage more than 80%, 15 reservoirs having storage between 50% to 80% of Normal Storage, 25 reservoir having storage between 30% to 50%, 17 reservoir having storage upto 30% of Normal Storage and 07 reservoir having no live storage.

4. Pest & Diseases:

Incidence of white fly and tomato leaf curl virus was reported damaging brinjal crop in Kosur and Kundan Poosari villages of Krishnarajapuram block of Karur district of Tamilnadu.

No shortage of Chemical / Bio-pesticides was reported from any State / UT.
