The aim of this research is to determine the reading skills required for non-native Arabic students. This research also aims to build a program based on using Arabic proverbs to develop these skills for the students, and to measure its effectiveness in developing these skills for them. To achieve these goals, the researcher prepared a series of tools, including preparing a reading comprehension list, designing a program to teach these skills using Arabic proverbs, and designing a reading comprehension test.

After ensuring the reliability and validity of the tools, the researcher applied the research experiment to the research sample, which consisted of 14 third-level students in the language preparation program at the Institute of Arabic Language Teaching at the Islamic University of Madinah. The researcher used the descriptive and quasi-experimental approaches to verify the effectiveness of a program based on using Arabic proverbs (independent variable) to develop reading comprehension skills (dependent variable) for third-level students at the Department of Arabic Language Education. These approaches were used by comparing the results of the study group in the two applications: before and after to test reading comprehension.

One of the most important results of this research was to reach a proposal for a list of reading comprehension skills that included 5 main skills and 17 sub-skills that branched from the main skills. The results of the research also showed that there are statistically significant differences between the pre- and post-measurements of the research sample in the reading comprehension abilities attributed to the use of the program based on the use of Arabic proverbs.
