Rubric is a too/ in the assessment of students'learning outcomes, shown in descriptive tables with specific criteria, different levels txising on given objectives and tasks. In Literature teaching, teachers assess students' text wriring competence fusing Rubric) through requirement checklist

On terms of contents and knowledge presentation, skill to create the writing, creativeness) wrth different criteria for each level basing on given goals. To support teachers to design guide handbook to mark open test, the author introduced way to develop and use rubric-an effeaive tool to assess the students' competence to create text. The author clarifies: l/deHnitmn of Rubric; 2/dassHiajtion of Rubric; 3/Process to design Rubric score guide in Litemtuie.

SUMMARY

Combining family, school and society (community) is one of educational principles in general and has been institutionalized In Education law. The paper presents t/ie real status of combination among educational forces at lower secondaty schools. The researeh findings showed contents and forms of this combination. However, it is just effective in terms of learners' learning, affected by many factors, including awareness, attitudes and eompetentx to participate in activities from teachers, students'parenH managers and local unions.
