SUMMARY

Action research has improved quality of teaching In dasses of bilingual education programs basing on mother tongue for 5 years old children. In these classes, children learnt contents in mother tongue. Using mother tongue during dasstlme will increase children's self- confidence, initiativeness and creativity. Children will be early integrated into classmates, freely participate In class activities. They are confident to communicate with friends, teachers and staff as weli They understand and implement activities as required. Their learning outcomes are better, contribute to the premise for better learning in next grades; at the same time preserve and develop language and culture of ethnic minorities.
