Brooksby food parcels
Last week, Mahikeng Local Municipality Executive Mayor, Tshepiso Mphehlo( pictured left and below) donated food parcels to the community of Brooksby who were affected by the recent floods in the Mahikeng jurisdiction.
The food parcels were sponsored by the management of Mahikeng Mall as part of their Corporate Social Responsibility and will continue to lend a helping hand to assist the municipality in dealing with disaster situations and relieving the community from distress.

MAHIKENG MAIL-MAHIKENG: The Minister of Water and Sanitation, Senzo Mchunu accompanied by the Premier of North West Province, Bushy Maape last Thursday officially launched the Moretele South Pipeline project. This highly anticipated project is expected to bring an end to water outages in the Moretele Local Municipality.

This project was funded by the Department of Water and Sanitation (DWS) under the Regional Bulk Infrastructure Grant (RBIG) estimated to a total of R640 million and will benefit 5354 households in Carousel View, Danhouser, Dertig, Bosplaas, Mathibestad, Makapanstad, Mogogelo, Madinyane, Hani View, Ga Moeka, Ga Motla and Maubane. The project entails the construction of a new 30km long pipeline and two surge tanks which will be used to measure the water flow that will supply an average of 25.7 Megalitres of water per day to Moretele communities.
Through this project, eighty eight (88) employments were created for the locals and Forty Five (45) Small Medium and Micro Enterprises (SMME’s) benefited. Previously Moretele Local municipality has been receiving water from the City of Tshwane supplied through four different pipelines. The recently launched Moretele South pipeline will now take over the supply from City of Tshwane. Henceforth Magalies Water will supply Moretele Local Municipality directly through Moretele South Pipeline from Klipdrift Water Treatment Works. “South Africa is a water scarce
country, it is the responsibility of all citizens to preserve this natural resource. We must all work with traditional leadership and even our neighbours to ensure that water is conserved and protected in a sustainable way, these include paying for water services except for indigent households who should apply for such status at municipalities,” Minister Mchunu said. Furthermore, Minister Mchunu urged councillors and mayors to deliver and not become habitual promise makers as water and sanitation was a sensitive matter. Minister Mchunu added that the department is currently in
discussion with the private sector to ensure sustainable water supply in the North West Province and the country at large. North West Province Premier Bushy Maape also appreciated the Minister’s presence to the province and mentioned that he was confident that water supply would improve since DWS was embarking on long term solutions. Summing-up the proceedings Minister Mchunu highlighted that in the aftermath of the ongoing process of disestablishing Sedibeng Water, Magalies Water would be accorded a full mandate to extend and operate throughout the whole province.

MAFIKENG MAIL – MAHIKENG : Members of the AWF representing the Mahikeng Archdeaconry of the Anglican Resurrection Church and Coca-Cola in a joined participation launched an impressive operation in response to the calling by the Executive Mayor of Ngaka Modiri Molema, Khumalo Molefe for the public to donate to the residents of Deelpan Village who have been dealt a cruel blow following devastating floods which caused long-lasting hardships to local communities following recent heavy rains in their area.
The activities started at the Anglican Resurrection Church in Unit 7 in Mmabatho where members of the AWF presented various items including blankets, toiletries, sanitary towels and shoes to Executive Mayor Molefe. The programme was led by Reverend Mosadi who blessed the donated items collected from members of the congregation before they were handed over to Cllr Molefe. The programme continued in Deelpan where hundreds of community members
had gathered for the event which was also part of Mothers’ Day in honour of mothers in the village. A truck load of goodies donated by Coca Cola which included blankets, toiletries, clothes, shoes, food parcels, drinking water and groceries awaited the arrival of the Executive Mayor and his entourage. Some of the donated items were also shared among residents from nearby Lombardslaagte Village.
In his address to the residents, Cllr Molefe welcomed the donations and applauded the church and the Mafikeng based Coca-Cola and others who had earlier already donated to the communities.
He told the gathering that the provincial government was already working on a programme to build new homes for the affected communities.
Other villages affected by the floods also included Brooksby, Kaalpan and Mooipan.
This comes after the formation of the Outreach Programme by the Executive
Mayor Cllr Molefe who called out to various stakeholders to donate various items to the flood stricken households. Like Deelpan, these villages were also affected by the recent rainfalls due to climate change. Households in the area were water locked and remained in desperate need for help in any form. Cllr Molefe continued to urge other organisations to join this effort to restore and rebuild the dignity of these distressed families.

MAFIKENG MAIL – MAHIKENG: In a bid to empower local government councilors, the Department of Water and Sanitation (DWS) in partnership with South African Local Government Association (SALGA) held a councillor induction session in Klerksdorp last week.
The induction was meant to assist councillors to actively participate in water and sanitation business processes such as water services development planning with a view to making informed and wise decisions.
In addition, the induction served to enable local government councilors to provide informed political leadership and oversight in water and sanitation delivery, understand key aspects of the water sector, ask the right questions to get the right answers, get access to water sector expertise and resources and provide councilors with the necessary information and knowledge. During his welcoming address, Lebogang Bogopa the Director responsible for water sector support at the Department of Water and Sanitation in North West, highlighted that the induction is an initiative led by SALGA in collaboration with the DWS aimed at empowering councillors to provide political leadership in the delivery of sustainable water and sanitation services. “As councillors, you need to have a full understanding of the water services authority roles and responsibilities as well as the water service provider business. You need to understand the key
questions to ask municipal officials to be able to provide political oversight”, said Bogopa. Bogopa highlighted that councillors also need to understand the importance of budgeting for operation and maintenance of their infrastructure and the importance of integrated planning for water and sanitation within their respective municipalities.
Through the induction sessions, training and information dissemination is dedicated to building the capacity of councillors to ensure that the communities they serve have sustainable access to the water and sanitation services. The induction also provided a bridge between water sector experts, municipal officials and councillors and offer tailor-made workshops on key arears in water and sanitation.
The induction sessions focused on key areas which included water conservation and water demand management, asset management, water resources, planning, water sector by-laws, sanitation, consumer relations, water services development planning, water quality management, drinking water quality management and groundwater management.
Moreover, the development and implementation of the councillor induction was recommended in the Joint National Water Services Sector Support Strategy (JNWSSSS) objective 2 developed in 2007 and put more focus on the development of adequate skills and competencies required in the water services sector.

MAFIKENG MAIL -MAHIKENG: – The South African parliamentary delegation to the inaugural Conference of Speakers and Heads of African Parliaments in Abuja in Nigeria has shared the country’s experiences of budgeting during the Covid-19 pandemic and raised the problems posed by unconstitutional regime changes, while also attending various bilateral meetings.
While addressing a debate about the pandemic in the context of national budgeting and legislative oversight alongside Speakers from Djibouti and Senegal, the South African National Assembly Speaker, Nosiviwe Mapisa-Nqakula said the pandemic had taught many lessons that can help Africa to recover faster, deal with vaccine hesitancy, address poverty and improve food security.
It has also prepared the continent to respond more effectively to any future disasters.
She said that Covid-19 also underscored the importance of gender-responsive budgeting and of addressing vaccine nationalism and food security prioritisation, which contributed to Africa’s poor 16 percent vaccination coverage and worsened poverty. She called for strong partnerships among African parliaments, states
and across the world to accelerate the continent’s recovery and readiness to deal effectively with future pandemics and other disasters.
The South Africa delegation to the three-day conference is led by Speaker Mapisa-Nqakula and includes the National Council of Provinces Deputy Chairperson, Sylvia Lucas, and the Chief Whip of the majority party, Pemmy Majodina.
They had four meetings on the side lines of the conference with Hamma Salam Ali Salem, Speaker of Western Sahara; Ibrahim Boughali, Speaker of Algeria; Jacob Mudenda, Speaker of Zimbabwe; and Moustapha Niasse of Senegal.
During these meetings, matters of mutual interest between parliaments were discussed, as were the general challenges facing the Pan Africa Parliament.
They also discussed the need for greater cohesion and unity to achieve Africa’s development ideals.
Mapisa-Nqakula chaired the debate on “Financing Africa’s Pandemic Response: Legislative Imperatives and Interventions”.
The World Health Organisation will participate in the debate, along with Algeria’s Speaker Ibrahim, Ghana’s Speaker Alban Bagbin and Rwandan Speaker Donatile Mukabalisa.
Speaker calls for gender-responsive budgeting at heads of African Parliaments conference in Nigeria
Dear Fellow South Africans,
The South African economy, like any other economy, cannot function, let alone grow, without efficient and competitive network industries.
These industries – which include electricity, water, transport and telecommunications – are the arteries through which the oxygen of the economy runs.
Structural problems in these areas have long been cited as some of the main constraints on South Africa’s economic growth. Inefficiency and the high cost of network services are an impediment to doing business in the country. A factory can only operate effectively with a reliable and affordable supply of electricity. A farm with irrigated farmlands can only produce food if its application for a water use license is processed timeously. A mine can only transport its minerals for export if the railways are functioning properly. And a small business cannot thrive if it lacks access to the internet or if the cost of data is too expensive.
To address and overcome these challenges, we set up Operation Vulindlela in October 2020 as an initiative of the Presidency and National Treasury to accelerate structural reforms in these network industries. While the responsible government departments and entities drive these reforms, Operation Vulindlela monitors and identifies
challenges and blockages. Where needed, it facilitates technical support to departments.
Today, we are releasing an update report on the work of Operation Vulindlela for the first quarter of 2022. The quarterly report outlines the progress made by Operation Vulindlela and the departments responsible for these reforms. Across government, our focus is on reforms that are fundamental and transformative; that reshape the way our economy works. This includes the auction of high-demand spectrum for mobile telecommunications, which was delayed for more than 10 years and finally completed in March. The release of new spectrum will improve connectivity and bring down broadband costs. The establishment of the National Ports Authority as a separate subsidiary of Transnet last year had been delayed for more than 15 years. This was the necessary first step towards enabling private sector participation and increasing the efficiency of our port terminals. We have also reinstated the Blue Drop, Green Drop and No Drop system for the first time since 2014 to ensure better monitoring of water and wastewater treatment quality. We have published an updated Critical Skills List, also for the first time since 2014. These are just some examples where, by focusing effort and attention on a limited number of priority reforms, this administration has
been able to drive progress. Through Operation Vulindlela, we have also been able to take a more focused and holistic approach to reforms, ensuring better coordination where multiple departments and entities are involved. The best example of this is in the energy sector, where a number of important, interconnected reforms are underway to change the way that we generate and consume electricity. Milestones include the raising of the licensing threshold for new generation projects to 100MW, allowing these projects to connect to the grid and sell power to customers. We have revived the Renewable Energy Independent Power Producer Procurement Programme through the opening of new bid windows. Changes to the regulations on new generation capacity have allowed municipalities to procure power independently for the first time. And legislative reforms will ultimately give birth to a new competitive electricity market, supported by the publication of the Electricity Regulation Amendment Bill and the work underway to amend the Electricity Pricing Policy. The process of unbundling Eskom is on track, with the entity meeting its December 2021 deadline for the establishment of a National Transmission Company. By December this year we hope to complete the unbundling of Eskom’s generation and distribution divisions. The quarterly report highlights a number of other important achievements, as well as areas where intensive work is underway. In the water sector, Operation Vulindlela has been providing technical support to the Department of Water and Sanitation to implement a turnaround plan for the granting of water use licences, with a target to process 80%
of all applications within 90 days. Work is also underway to establish a National Water Resources Infrastructure Agency that will ensure better management of our national water resources. In the transport sector, inefficiencies in port and rail have severely affected our ability to export goods. Work
is underway to establish partnerships with private sector operators to invest in port infrastructure and improve the management of container terminals at the ports of Durban and Ngqura. The White Paper on National Rail Policy, which was approved by Cabinet in March, outlines plans to revitalise rail infrastructure and enables third‐party access to the freight rail network. Transnet Freight Rail is already in the process of making slots available for private rail operators on the network.
A fully operational e-Visa system has been launched in 14 countries, including some of our largest tourist markets. A comprehensive review of the work visa system is also underway to enable us to attract the skills that our economy needs.
These reforms have been made possible due to better collaboration across government behind a shared reform agenda. Many of these reforms are complex, involving new ways of working and even the establishment of new institutions. In some cases, it will take time for us to see their full impact. Yet they are the only way to shift our economy from stagnation to dynamism. I would encourage those who continue to raise concerns about the slow pace of reform to read this latest report. What has been achieved by Operation Vulindlela and the respective departments in a relatively short space of time should demonstrate the commitment of government to implementing reforms that are necessary to inject growth into our economy and inspire confidence in the business and investor community. We call on business and investors to take advantage of the changes that are underway and turn their pledges and commitments into tangible, job creating investments. The reform agenda is moving and its momentum is unstoppable. Together, let us build on this progress and translate economic reform into growth, opportunity and employment.

Operation Vulindlela is opening the path to growth
When National Executive Committee led by President Cyril Ramaphosa and a host of his cabinet ministers and their deputies visited the North West Province to launch the provincial presidential IMBIZO in Mahikeng about three months ago, the aim was to find ways to address and resolve the worrying service delivery challenges in the province.
President Ramaphosa and his cabinet ministers promised to roll-up their sleeves and embark on serious service delivery programmes in the province. They assured local residents that when they have finished with the province, the region would represent a totally newly developed region seen seldom in the country.
In the forefront were ministers whose portfolios needed very urgent attention. The mentioned departments included transport management headed by Minister Fikile Mbalula, Water and Sanitation under Senzo Mchunu, Minister of Police, Bheki Cele who all assured locals that they would return’ soon”
to Mahikeng and other parts of the province to attend and resolve all challenges affecting service delivery.
Mbalula was particularly concerned by the very poor status of roads in the province and undertook to find lasting solutions to these problems which were preventing safe and sound transporting to and from all areas in the North West.
As it is, the state of the roads in the province are negatively affecting programmes like tourism, the bus and the taxi industry, scholar transport and the general infrastructure of the provincial roads networks and have painted a very unbecoming picture of the Bushy Maape administered province.
It is therefore not unusual that based on the instructions of Minister Mbalula, the South African National Roads SOC Limited (SANRAL) has deployed construction teams to start with immediate work on the N12 national road in Potchefstroom, Klerksdorp and Wolmaransstad in the North West Province also flagged as one of the highly worrying road networks in the region.
Mbalula urged the roads agency to act rapidly to address the challenge of potholes and the parts of the N12 which are in an undesirable state and made travelling on the road a nightmare.

Northern Regional Manager, said the agency had deployed construction teams and specialists to attend to the matter as quickly as possible following the Minister’s call.
“Following the Minister’s call, we have mobilised a raid response team to deal with the identified issues on the network. We have also mobilised our Routine Road Maintenance (RRM) teams and the existing contractors in the vicinity of the N12 to go and assist,” he said.
Although the identified parts of the network fall under the jurisdiction of the North West provincial government, SANRAL was appointed as an agent for it to carry out the required repair work. SANRAL embraced this role since it has an even greater mandate and responsibility to deliver quality roads for the benefit of all citizens and to promote the free and safe movement of goods and people.
Hlahla said once the work has been completed, the pothole challenges will be gone and the challenge of drainage will be addressed, leaving a much newer, safer road which the citizens can enjoy and be proud of.
“We are an agency at work for our people and we will continue to update the public on further developments and progress of the projects. Ours is a greater task of delivering a good quality road network system and we look forward to partnering with South Africans to achieve this for the foreseeable future,” said Hlahla.
While we welcome the efforts taken by Minister Mbalula, we remain concerned that we have not seen much improvement in resolving service delivery challenges in the North West as was promised by the various ministers during the presidential IMBIZO.
We hope those lacking behind will pull-up their socks and deliver in accordance with their undertakings.

Second round of testing and inspection for foot
and mouth disease
MAHIKENG MAIL-MAHIKENG: The Department of Agriculture and Rural Development in the North West Province has started with the second round of testing for Foot and Mouth Disease (FMD) as well as the inspection of farms in the JB Marks Local Municipality area, where the first case of FMD in the province was reported.
This exercise, which started on the first week of May 2022, will continue for the next two to three weeks and is set to cover all farms in the whole 10 km radius of the farm where the first outbreak was determined.
According to the Director for Veterinary Services in the North Wes Province, Dr Langa Madybi, the tests and inspection of farms is done to determine if there is no virus that was still in incubation during the last tests and will manifest when its incubation finishes. “These tests are coupled with inspection for clinical signs and will serve as the basis for deciding on lifting the quarantine or not,” Dr Madybi emphasized.
He also mentioned that sixty six (66) samples were taken from three (3) different farms where these tests were conducted for the week ending on May 6 and no additional farms were quarantined.
Since the re-testing exercise, eight (8) farms have already been attended to and a total of one thousand five hundred and fifteen (1515) cattle, hundred and eighty one (181) sheep and thirty five (35) goats have been inspected.
Although the disease has not spread beyond the point where it was arrested in, farmers in the province were still urged to use caution when sourcing cattle.
They are advised to ensure that they know the health of the animals they are buying.
Farmers are also advised to be on the lookout for signs that resemble the disease and report them immediately to the nearest State Veterinary office.
Fire at DEDECT head office contained
MAHIKENG MAIL-MAHIKENG: The Department of Economic Development, Environment, Conservation & Tourism (DEDECT) has confirmed that a fire broke out at the Development House building in Mahikeng last Tuesday, but the fire was contained before causing any damage. The fire was extinguished and no one was injured.
The fire started on the first floor of the building in one of the offices and did not spread to other offices. Staff members managed to contain the fire using fire extinguishers and fire fighters service were also called in to evaluate the situation. All officials and members of the public were safely evacuated from the building.
According to the department, the fire was caused by a faulty air-conditioner and a thermostat malfunctioned.

had since convened a meeting and resolved that assessments will be done on all old air- conditioners.
The Development House building was sealed off and was temporarily closed to allow necessary security assessments to be conducted.
Commenting on the incident, MEC Kenetswe Mosenogi applauded the quick response of personnel and fire safety officials. “I am relieved that there has been no serious injury or loss of life”, said the MEC.
NW Education NSC Candidates sit for May/June examinations
MAHIKENG MAIL-MAHIKENG: The NW Department of Education announced this week that they were ready to administer the May-June National Senior Certificate and Senior Certificate examinations scheduled to take place from May 09 and June 23.
A total of 20 396 candidates will sit for this year’s exams in 481 examination centres while 359 officials from Head Quarters and Districts will be deployed to the exams centres each day to ensure the smooth running of the examinations and to ensure the integrity as well as credibility of the
examinations.
All candidates must be in possession of their admission letters. In case of challenges, candidate have been urged to contact centre managers or phone Chief Director, MV Seshibe on 0810191022 or D Moroeng on 079 492 3570 for assistance.

MAFIKENG MAIL – MAHIKENG:Last week, Kia Mahikeng held its official grand reopening under the new ownership of Mega Theron Group.

The conference will take place at Inkosi Albert Luthuli International Convention Centre (ICC) in Durban, KwaZulu-Natal Province.
South Africa’s President Cyril Ramaphosa is expected to open the conference. He will share the stage with Southern African Development Community (SADC) chairperson and President of the Republic of Malawi Lazarus McCarthy Chakwera, ILO Director-General Guy Ryder and Argentina President Alberto Ángel Fernández Pérez (virtual).
The Conference will be attended by ILO constituents, international and regional organizations, civil society organizations, research institutions, foundations, individual experts and Nobel laureates. “After the devastating natural disaster that befell KwaZulu-Natal and Durban in the last weeks, it is important that we go ahead and hold the Conference in eThekwini as a show of support and solidarity with the people of the province and the Republic of South Africa. As part of that show of solidarity, the conference organisers took a decision to forego the usual social events that characterise these events,”

According to the International Labour Organization more than 160 million children are still in child labour around the world. Over one third of them are out of school. Agriculture is said to be the sector that accounts for the largest share of child labour worldwide. The ILO conference is in line with Sustainable Development (SDG) Target 8.7 and the International Programme on the Elimination of Child Labour (IPEC) that focuses on the elimination of child labour in all its forms by 2025 and the eradication of forced labour, modern slavery and human trafficking by 2030. Department of Employment and Labour Director-General Thobile Lamati said a total of 943 delegates had already confirmed attendance. He said the conference will focus on thematic subjects relating to: education, crises and climate change, social protection, youth employment, financing, agriculture, supply chain, and inequality.
ILO Director in South Africa Joni Musabayana said Africa carried the high burden of child labour in the world and the conference had to come with solutions to deal with key drivers.
Musabayana said the Durban conference would provide a seminal platform to review road travelled since the past conferences. Nxesi said conference will close with the adoption of the Durban Call to Action. The Call to Action of Durban on the elimination of child labour, aims at forging a renewed and accelerated commitment between governments and other stakeholders towards the elimination of child labour by 2025.

One of the most serious matters was the non- payment of salaries of contract workers who have not been paid now for close to a year after been promised every month that they would be paid their monthly wages. The department just totally refuse to pay these workers and nobody in the department and provincial government has committed to help them to get their salaries.
In some cases some of the workers have lost their belongings including vehicles which have been reposed by the banks. The department is saying nothing. The department has turned a blind eye to the workers’ challenges

Another matter raised was the lack of social workers who are overworked and did not have subsidised transportation to reach distant areas in the four districts of the North West province as well as harassment by outsourced security officers towards staff members at service points. The committee welcomed the positive engagement with the Provincial NEHAWU representatives and has undertaken to process the matters raised with the Department of Social Development.

MAHIKENG MAIL-MAHIKENG: The North West Department of Human Settlements is intensifying housing consumer education as part of community empowerment programme across the province.

We are targeting areas where there are newly completed housing projects, those that are about to start and the current running project. The roll-out programme is linked to the departmental approved business plan,” said Bole. Through consumer education programme the department is targeting disadvantaged communities, mostly women, child headed households, people with disability, youth and other vulnerable groups.
Beneficiaries in most rural areas have benefited immensely through the programme and the department intends to spread the information sharing sessions through all means of communication to ensure that those legible are informed. Currently the department has
planned to build over four thousand houses
in this financial year in order to curb the
housing backlog that the department has been
experiencing.
The meeting outlined possible methods that will assist farmers to reach commercial status with various funding institutions (government, private sector and NGOs) and programmes such as ILIMA, the Comprehensive Agricultural Support Programme (CASP) as well as the prioritization of youth and female farmers.
This was the main focus for MEC Mohono to develop and improve the agricultural economic system, the value chain as well as to tackle unemployment, food insecurity and to improve the overall output of produce in the province.
MEC Mohono encouraged farmers in particular the young ones to take advantage of opportunities presented by government to grow their craft.
“I am encouraging youth and female farmers to take heed of the opportunities presented to them by government.
They should not underestimate their potential with the belief that agriculture is a male dominated industry and therefore their contributions will not make a difference. The department is committed to providing quality services and support to emerging farmers specifically in this demography as they are able to incorporate and share experiences with each other to grow the
industry as businesswomen,” said MEC Mohono.
Louisa Mogotsi, a citrus farmer from Mooinooi who received assistance from department and currently exporting her produce to various countries expressed her gratitude towards MEC Mohono’s inclination to concentrate funding towards women to enable them diversify and collaborate with other female farmers massify their produce as well as invest in skills development.
Attendees were given presentations on supporting effective capacity development in the North West Province, refocusing agriculture in the North West Province with special focus on livestock farming as well as advantages in aquaponics farming; poultry, citrus, red and white meat; horticulture and grain production.
