4. Cadangan hidrokarbon yang tersisa sejak tanggal evaluasi berdasarkan pengembangan proyek dapat diaplikasikan
Cadangan utama MedcoEnergi untuk blok migas Internasional berasal dari aset di AS. Saldo akhir dari perhitungan cadangan MedcoEnergi atas blok produksi di AS untuk tahun yang berakhir 31 Desember 2009, setelah dikurangi produksi dan penjualan/pengalihan blok tersebut pada tahun 2009, serta tambahan atau koreksi atas perhitungan cadangan, telah diaudit oleh Netherland, Sewell & Associates, Inc., konsultan ahli perminyakan independen yang terdaftar di Negara Bagian Texas. Estimasi cadangan untuk blok yang kecil atau tidak dioperasikan oleh Perseroan, dilakukan oleh tenaga ahli teknik perminyakan intern Perseroan yang memiliki kualifikasi untuk menghitung cadangan migas. Sementara, untuk estimasi cadangan kontinjen yang berasal dari Area 47 di Libia dilakukan oleh penilai cadangan independen, DeGolyer and MacNaughton’s (D&M) hingga tanggal 30 September 2008, dan sampai saat ini belum diperbaharui.
Berikut ini perkiraan jumlah saldo akhir cadangan 1P, 2P dan kontinjen MedcoEnergi untuk tahun yang berakhir 31 Desember 2009 dan 2008:
resources as Reserves, when certain criteria have been satisfied as follow. However, prior to defining the resources as Reserves, the Company will ensure to satisfy the following criteria:
1. The hydrocarbon resourcess must be discovered; 2. The quantities of hydrocarbon resources are recoverable;
3. The certainty of project(s) are available and the hydrocarbon resources can be commercially developed; and
4. The remaining hydrocarbon resources as of the evaluation date based on the development of project(s) can be applied.
The major reserves of MedcoEnergi’s International oil and gas blocks are derived from its US assets. The ending balance of MedcoEnergi’s reserves at producing assets in US, after taking into account the production and sales/transfer of the block during the year 2009, as well as additional or revision of reserves calculation for the year ended December 31, 2009, have been audited by Netherland, Sewell & Associates, Inc., an independent worldwide petroleum consultant, registered at State of Texas. All other reserves from small operated or non-operated blocks are estimated by in-house qualified petroleum engineers. Meanwhile, the estimated contingent reserves of Area 47 in Libya were evaluated by an independent reserves evaluator, DeGolyer and MacNaughton’s (D&M) as of September 30, 2008, and up to this moment has not been renewed.

Contingent Resources
Estimasi cadangan 1P dari blok migas internasional Perseroan di AS, hingga akhir tahun 2009 meningkat sebesar 40,04% menjadi 7.837 MBOE, dibandingkan 5.596 MBOE pada akhir tahun 2008. Peningkatan ini disebabkan adanya penambahan cadangan dari Blok EC 316. Sedangkan estimasi cadangan 2P dari blok internasional Perseroan di AS hingga akhir tahun 2009 meningkat sebesar 44,05 % menjadi 12.228 MBOE dibandingkan 8.489 MBOE pada akhir tahun 2008. Peningkatan ini sebagian besar disebabkan adanya penambahan cadangan 2P dari blok EC 316. Keberhasilan kegiatan pemboran enam sumur sejak tahun 2008 di Area 47, Libia, menghasilkan beberapa temuan migas. Berdasarkan estimasi D&M hingga tanggal 30 September 2009, estimasi terbaik dari cadangan kontinjen kotor dari Area 47 bagian Perseroan adalah sebesar 175.850 MBOE.
Kegiatan Eksplorasi & Pengembangan
Perseroan berusaha untuk terus menambah dan meningkatkan cadangan dan produksinya dengan melakukan eksplorasi di blok dan lapangan yang ada serta mengembangkan blok atau lapangan yang telah memiliki penemuan minyak atau gas. Disamping itu, Perseroan juga melakukan pengambilalihan blok yang sudah memiliki cadangan terbukti sehingga dapat segera menambah produksinya.
Dalam melakukan kegiatan eksplorasi, Perseroan melakukan penyelidikan dan penjajakan atas daerah yang diperkirakan mengandung mineral berharga. Suatu survey geologi, survei geofisik, atau pemboran dilakukan di daerah tersebut untuk menemukan deposit dan mengetahui luas wilayahnya.
The estimated 1P reserves of MedcoEnergi’s international oil and gas blocks in the USA, as of year-end 2009 increased by 40,04% to 7,837 MBOE compared to 5,596 MBOE at year-end 2008. The increase was caused by additional 1P reserves from Block EC 316. Meanwhile, the estimated 2P reserves of the Company’s international blocks in the USA as at year-end 2009 increased by 44.05 % to 12,228 MBOE compared to 8,489 MBOE at year-end 2008. The increase was mainly come from additional 2P reserves of EC 316 block.
The success of drilling activities on six wells since 2008 in the Area 47, Libya, resulted in oil and gas discoveries. Based on an estimation of D&M as of September 30, 2009, the best estimate for gross contingent resources in Area 47 accruing to the Company was 175,850 MBOE.
Exploration & Development Activities
The Company strives to add and increase its reserves and production persistently by conducting exploration activities at the existing blocks and fields, and at the same time develop the blocks and fields which encompass the oil and gas discoveries. In addition, the Company also acquires blocks which encompass proved reserves so that could add its production immediately.
In carrying out exploration activity, the Company conducts study and approach on the area to evaluate the contents of resources. A geological survey, geophysical survey, or drilling are conducted on the area to find the sediment and identify the coverage areas.

Kegiatan Eksplorasi
Sepanjang tahun 2009, MedcoEnergi melakukan pemboran sumur eksplorasi sebanyak tiga sumur dari 11 sumur yang semula direncanakan. Pemboran tiga sumur eksplorasi ini dilakukan di Area 47, Libia, dan menghasilkan tambahan temuan minyak.
Perseroan telah menyelesaikan evaluasi studi atas blok E Cambodia di kuartal kedua tahun 2009.
Kegiatan Pengembangan
Sepanjang tahun 2009, Perseroan telah membor 24 sumur pengembangan dari 27 sumur yang semula direncanakan. Seluruh pemboran sumur pengembangan dilakukan di Oman, sehingga memungkinkan Perseroan untuk meningkatkan produksi dari lapangan Karim.
Proyek Pengembangan Utama
Di awal tahun 2008, Perseroan mendeklarasikan pengembangan temuan minyak di Area 47 yang terletak di Rakyat Sosialis Arab Jamahiriyah Libia Yang Dimuliakan sebagai salah satu Proyek Pengembangan Utama. Untuk memastikan pengembangan proyek dilaksanakan sesuai rencana, Perseroan melanjutkan pemantauan yang melekat pengembangan temuan minyak di Area 47 ini di tahun 2009. Pembahasan rinci dari pengembangan proyek ini dapat dibaca pada halaman 108.
Pengambilalihan Hak Partisipasi Blok Minyak dan Gas
Harga minyak mentah dan gas alam yang tinggi pada awal tahun 2008, memberikan peluang kepada MedcoEnergi untuk meningkatkan cadangan dan produksi minyak mentah dan gas alam di AS melalui pengambilalihan Blok 316 di wilayah East Cameron yang memiliki cadangan gas terbukti dan telah memberikan kontribusi terhadap produksi gas Perseroan di tahun 2009.
Biaya Eksplorasi dan Produksi Minyak dan Gas
Biaya-biaya yang timbul dalam kegiatan migas terdiri dari biaya produksi dan lifting, beban eksplorasi, biaya pembelian minyak mentah serta depresiasi, deplesi dan amortisasi.
Exploration Activities
During 2009, MedcoEnergi drilled three exploration wells out of the initial plan to drill 11 wells. All the three exploration wells drilled were located in Area 47, Libya, and resulted in additional oil discoveries.
The Company has completed Cambodia Block E Evaluation study in second quarter 2009.
Development Activities
During 2009, the Company drilled 24 development wells out of the 27 wells originally planned. All the drillings of development wells were conducted in Oman, which enabled the Company to increase the production of the Karim fields.
Key Development Project
In early 2008, the Company declared the development of oil discovery in Area 47 at Great Socialist People’s Libyan Arab Jamahiriya as one of its Key Development Projects. To ensure that the development of project is executed as planned, the Company continued to closely monitor the development of oil discovery in Area 47 in 2009. The detail discussion on the development of project can be read on page 108.
Acquisition of Participating Interests in Oil and Gas Blocks
The high price of crude oil and natural gas in the beginning year 2008 provided MedcoEnergi with the opportunity to increase its reserves and production in the USA through the acquisition of Block 316 in East Cameron area. The block encompasses proved reserves and has contributed to the Company’s gas production in 2009.

The costs incurred in the oil and gas activities consist of production and lifting cost, exploration cost, and costs of crude oil purchases and depreciation, depletion and amortization.

Biaya Produksi dan Penjualan
Biaya produksi dan penjualan terutama terdiri dari gaji, upah dan tunjangan karyawan, material dan perlengkapan serta biaya kontrak. Biaya-biaya tersebut terutama dipengaruhi oleh tingkat produksi, beban overhead operasi lapangan, biaya operasi dan perawatan, serta biaya jaringan pipa dan penunjang operasi.
Jumlah biaya produksi dan penjualan di tahun 2009 adalah sebesar AS$8,16 juta, menurun 24,10% dari AS$10,75 juta di tahun 2008. Penurunan ini disebabkan oleh penurunan produksi dari blok Main Pass dan East Cameron sebagai blok utama penghasil minyak dan gas Perseroan di Amerika Serikat.
Production and Lifting Costs
Production and lifting costs consist primarily of salaries, wages and employees’ benefits, materials and supplies and contract charges. These costs are mainly affected by the level of production, field operations overhead, operations and maintenance costs, operations support and pipeline fees.
Total production and lifting costs in 2009 was US$8.16 million, decreased by 24.10% from US$10.75 million in 2008. The decrease was due to lower production from Main Pass and East Cameron blocks, as the Company’s main oil and gas producers in the United States of America.
Beban Eksplorasi
Beban eksplorasi termasuk biaya sumur kering, biaya geologi serta geofisika, biaya seismik, beban overhead eksplorasi, dan penyisihan sumur ditutup sementara. Beban eksplorasi bervariasi tergantung pada aktivitas eksplorasi dan tingkat keberhasilannya masing-masing. Perseroan menggunakan “successful efforts method” untuk pencatatan akuntansi biaya eksplorasi migas. Sejalan dengan itu, biaya yang terkait dengan akuisisi kepemilikan aset migas, biaya pemboran dan peralatan sumur eksplorasi yang menemukan atau menghasilkan cadangan terbukti, dan biaya pemboran dan peralatan sumur pengembangan, termasuk biaya pemboran sumur uji stratigraphic exploratory type, semuanya dicatatkan sebagai bagian dari sumur yang belum terselesaikan, peralatan dan fasilitas sampai saat mana eksplorasi tersebut dinyatakan tidak berhasil. Biaya eksplorasi atas sumur kering dibebankan pada tahun dimana kegiatan eksplorasi tersebut dinyatakan tidak berhasil.
Jumlah beban eksplorasi menurun sebesar AS$17,27 juta atau 70,27% menjadi AS$7,31 juta di tahun 2009, dari AS$24,58 juta di tahun 2008. Penurunan ini terutama disebabkan oleh penurunan aktivitas eksplorasi di Libia, Tunisia dan Kamboja.
Biaya Depresiasi, Deplesi dan Amortisasi
Depresiasi, deplesi dan amortisasi aset migas kecuali lahan yang tidak dioperasikan serta sumur yang belum terselesaikan, peralatan dan fasilitas, dihitung berdasarkan metode unit produksi, yaitu produksi kotor dibagi dengan cadangan terbukti kotor yang telah dikembangkan. Depresiasi atas fasilitas dan peralatan pendukung dihitung berdasarkan metode garis lurus selama periode empat hingga 20 tahun, untuk mencerminkan manfaat ekonomis dari aset-aset tersebut.
Biaya depresiasi, deplesi dan amortisasi menurun sebesar AS$5,53 juta atau 43,30% menjadi AS$7,24 juta di tahun 2009, dari AS$12,77 juta di tahun 2008, terutama disebabkan oleh penurunan produksi dari blok-blok di Amerika Serikat.
Exploration Expenses
Exploration costs include dry hole cost, geological and geophysical cost, seismic costs, exploration overheads, and provision for suspended wells. Exploration costs vary with the level of exploration activities and the success rate of such activities. The Company uses the “successful efforts method” of accounting for oil and gas exploration expenses. Accordingly, costs related to acquisition of interests in oil and gas properties, the costs of drilling and equipping exploratory wells that locate or result in proved reserves, and the costs of drilling and equipping development wells, including the costs of drilling exploratory-type stratigraphic test wells, are initially capitalized and recorded as part of uncompleted wells, equipment and facilities until the exploration is determined to be unsuccessful. Exploration expenses for dry holes are expensed in the year in which the exploration effort is determined to be unsuccessful.
Total exploration expenses decreased by US$17.27 million or 70.27% to US$7.31 million in 2009, from US$24.58 million in 2008. The decrease was mainly due to decline of exploration activites in Libya, Tunisia and Cambodia.
Depreciation, Depletion and Amortization
Costs of depreciation, depletion and amortization of oil and gas properties, except un-operated acreages and uncompleted wells, equipment and facilities, are calculated based on the unit-of-production method, using the gross production divided by gross proved developed reserves. Depreciation of supporting facilities and equipment is calculated using the straight-line method over a period of four to 20 years, to reflect the economic benefits of these assets.
The declining of depreciation, depletion and amortization costs by US$5.53 million or 43.30% to US$7.24 million in 2009, from US$12.77 million in 2008, were mainly due to decline production from producing blocks in the United States of America.

Profitabilitas Profitability
Pada tahun 2009, dengan laba kotor dari kegiatan usaha minyak dan gas di luar negeri sebesar AS$2,5 juta, maka Marjin Laba Kotor Perseroan meningkat sebesar 1% menjadi 3% dibandingkan dengan Marjin Laba Kotor tahun 2008 sebesar 2%. Peningkatan ini menunjukkan marjin laba perusahaan cukup stabil walaupun terjadi penurunan produksi karena diimbangi dengan penurunan biaya produksi dan eksplorasi Perseroan. Sedangkan Tingkat Pengembalian Pembelian Barang Modal di tahun 2009 mengalami penurunan sebesar 125% menjadi -18% dibandingkan dengan Tingkat Pengembalian Pembelian Barang Modal tahun 2008 sebesar -8%. Penurunan ini disebabkan karena kebutuhan pembelian barang modal yang belum dapat dipenuhi dari pendapatan Perseroan.
In 2009, the total gross profit of the Company’s International oil and gas activities amounting US$2.5 million has provided the Company with the Gross Profit Margin of 3%, increase by 1% compared 2% in 2008. The Increase showed that the Company’s gross profit margin has less impact from declining in production as offsetting by the lower cost of productions and explorations.
Meanwhile, Return on Capital Expenditure Employed in 2009 decrease by 125% to -18% compared to the Return on Capital Expenditure Employed in 2008 of -8%. This Decrease showed the Company’s required capital expenditures remains difficult to fulfill with its operating revenues.

Kegiatan Masing-Masing Aset Internasional
Perseroan memegang Perjanjian Leasing Blok 317 dan 318 di wilayah East Cameron sejak mengambilalih 100% saham Novus Petroleum Ltd. tahun 2004. Blok-blok ini merupakan penghasil gas alam yang disalurkan ke industri terdekat. MedcoEnergi mengambil alih Perjanjian Leasing atas blok produksi di wilayah East Cameron, yaitu Blok 316.
Pada tanggal 1 dan 13 September 2008, badai Ike dan Gustav menghantam Louisiana. Badai tersebut merusak fasilitas produksi dan jalur pipa yang di gunakan Perseroan untuk produksi gas alamnya dari Blok 317 dan 318 di wilayah East Cameron. Akibatnya, produksi gas alam dari blok tersebut harus dihentikan untuk waktu yang tidak dapat di tentukan sehingga jalannya produksi baik minyak maupun gas menjadi terhambat. Di akhir tahun 2009, cadangan 1P dan 2P dari Blok 316, 317 dan 318 adalah 2.457 MBOE dan 3.056 MBOE.
Di tahun 2010, MedcoEnergi berencana untuk meningkatkan cadangan dan produksi gas alamnya dengan mengambil keuntungan dari tingginya permintaan gas alam di AS dan indeks harga gas alam Henry Hub.
The Company holds Lease Agreements over Blocks 317 and 318 in the East Cameron territories since the 100% acquisition of Novus Petroleum Ltd. in 2004. The blocks produce natural gas that is supplied to nearby industries. MedcoEnergi acquired another Leasing Agreement of a producing block in East Cameron 316.
On September 1 and 13, 2008, the hurricanes Ike and Gustav struck Southern Louisiana. The hurricanes damaged the platform and pipeline facilities used by the Company for the natural gas production from Blocks 317 and 318 in East Cameron. Consequently, the Company’s natural gas production from the blocks was suspended for an undetermined period of time. At the end of 2009, 1P and 2P reserves of the Blocks 316, 317 and 318 are 2,457 MBOE and 3,056 MBOE.
In 2010, MedcoEnergi plans to take advantage of the high demand of natural gas in the USA and Henry Hub’s natural gas price index. Negara

Demikian juga produksi minyaknya turun menjadi 88 MBO di tahun 2009 dibandingkan dengan 108 MBO di tahun 2008.
Keberhasilan dalam pemboran sumur pengembangan di Blok 64 dan 65 telah menambah cadangan 1P dan 2P masing-masing sebesar 700 MBOE dan 783 MBOE. Dengan demikian, estimasi cadangan 1P dan 2P pada akhir tahun 2009 dari Blok 64 dan 65 di wilayah Main Pass adalah masing-masing sebesar 2,971 MBOE dan 4,714 MBOE, setelah memperhitungkan produksi minyak dan gas masing-masing sebesar 88 MBO dan 43 MMCF atau dalam setara minyak sejumlah95 MBOE.
