3. Joint Operating Body (JOB)
Dalam JOB, kegiatan operasional dilakukan oleh badan operasi bersama yang dikepalai oleh Pertamina dan dibantu oleh kontraktor sebagai pihak kedua dalam JOB. Dalam JOB, 50%-62,5% dari produksi merupakan milik Pertamina dan sisanya adalah bagian yang dapat dibagikan dan dibagikan kepada kedua belah pihak dengan cara yang sama seperti PSC.
Kontraktor diwajibkan untuk membayar bonus produksi kepada BPMIGAS apabila jumlah produksi tertentu tercapai.
Pada saat kontrak berakhir atau diputuskan, pelepasan sebagian kontrak area, atau penutupan lapangan, kontraktor mungkin diharuskan untuk memindahkan semua peralatan dan instalasi dari kontrak area dan melakukan seluruh aktivitas restorasi sesuai dengan syarat-syarat yang tercantum di kontrak atau peraturan pemerintah yang berlaku. Biaya untuk penutupan dan pekerjaan restorasi area dapat dipulihkan berdasarkan klausul masing-masing kontrak.
Sampai dengan akhir tahun 2009, MedcoEnergi memegang sepuluh PSC, satu TAC, dua PSC JOB dan satu Perjanjian Kepentingan Ekonomis di Indonesia. MedcoEnergi mengoperasikan secara langsung lima blok produksi migas, dua blok eksplorasi dan satu blok pengembangan dengan jenis kontrak PSC dan satu blok dengan jenis kontrak TAC. Sedangkan satu blok produksi dan satu blok pengembangan dioperasikan bersama-sama dengan Pertamina dengan jenis kontrak PSC JOB, dan tiga blok eksplorasi lainnya dioperasikan oleh mitra strategis. MedcoEnergi juga memiliki hak partisipasi ekonomis atas satu blok migas dalam tahap eksplorasi, yang dioperasikan oleh operator dari blok tersebut.
Under a TAC, the non-shareable portion of production declines annually. The shareable portion corresponds to the additional production resulting from the operator’s investment in the field and is in general split between the parties in the same way as for a PSC.
3. Joint Operating Body (JOB)
In a JOB, operations are conducted by a joint operating body headed by Pertamina and assisted by the contractor through their respective secondees to the JOB. In a JOB, 50%-62.5% of the production is retained by Pertamina, and the balance is the shareable portion which is split between the parties in the same way as in a PSC.
Contractors are obliged to pay a production bonus to oil and gas regulatory body (BPMIGAS) if certain production levels are attained. Upon the expiration or termination of the contract, relinquishment of
part of the Contract Area, or abandonment of any fields, the contractors may be required to remove all equipment and installations from the Contract Area, and perform site restoration activities in accordance with the terms of the contract or applicable government regulations. The cost of abandonment and site restoration work is cost recoverable under the respective contract.
As of year end 2009, MedcoEnergi held ten PSCs, a TAC, two PSC JOBs and an Economic Interest Agreement in Indonesia. MedcoEnergi directly operates five oil and gas producing blocks, two oil and gas exploration blocks and one oil and gas development block under a PSC contract and one block under a TAC contract. While one producing block and one development block are operated jointly with Pertamina under a PSC JOB contract, and three other exploration blocks are operated by a strategic partner. MedcoEnergi also holds an economic participating interest in one oil and gas exploration block, currently operated by said strategic partner.

Untuk pembelian barang modal sampai dengan tanggal 31 Desember 2009, Perseroan telah mengeluarkan sebesar AS$155 juta, yang digunakan untuk memenuhi pembiayaan kegiatan eksplorasi dan pengembangan kontrak migas di Indonesia. Pembelian barang modal Perseroan di tahun 2009 lebih tinggi dibandingkan jumlah pembelian barang modal di tahun 2008, yaitu sebesar AS$151 juta. Kenaikan ini disebabkan oleh pembelian barang modal untuk pengembangan lapangan Singa di Lematang.
Produksi dan Penjualan Minyak dan Gas
Pada akhir tahun 2009, produksi minyak dan gas MedcoEnergi di Indonesia diperoleh dari tujuh blok produksi, yakni South Central Sumatra-Kampar, Lematang, Rimau, Bawean, Tarakan, Sembakung dan Senoro-Toili.

For capital expenditures up to December 31, 2009, the Company spent a total of US$155 million that was used to finance exploration and development activities on oil and gas contracts in Indonesia. Capital expenditure in 2009 was higher than that of 2008, which amounted to US$151 million. The increase was attributed to capital expenditure for the development of the Singa field in Lematang.
Oil and Gas Production and Sales
As at year-end 2009, the oil and gas production of MedcoEnergi in Indonesia was derived from seven production blocks, namely South Central Sumatra-Kampar, Lematang, Rimau, Bawean, Tarakan, Sembakung and Senoro-Toili.
Jumlah produksi minyak dan gas Perseroan yang berasal dari operasi di Indonesia pada tahun 2009 adalah 19.036 MBOE, menurun sebesar 18,33% dari 23.310 MBOE di tahun 2008. Penurunan tersebut terutama disebabkan oleh dijualnya seluruh hak partisipasi MedcoEnergi di Blok Kakap dan Langsa yang masing-masing berlaku efektif pada pertengahan dan triwulan terakhir tahun 2009, disamping penurunan secara natural cadangan minyak mentah dari Blok Rimau.
Total production of oil and gas by the Company from its operations in Indonesia in 2009 amounted to 19,036 MBOE, a decline of 18.33% from 23,310 MBOE in 2008. The decline was primarily due to the divestment of all of the Company’s participation interests in the Kakap and Langsa blocks which became effective in mid-year and fourth quarter of 2009, respectively; aside from the natural decline of the crude oil reserves in the Rimau Block.

Akibat dari menurunnya produksi minyak mentah di tahun 2009, volume penjualan rata-rata perhari minyak mentah Perseroan juga menurun sebesar 16,14% menjadi 34.738 BOPD, dibandingkan dengan penjualan rata-rata perhari minyak mentah di tahun 2008 sebesar 44.690 BOPD. Minyak mentah yang menjadi bagian Perseroan, dijual kepada calon pembeli melalui tender terbatas. Pada tahun 2009, seluruh produksi minyak yang menjadi bagian Perseroan, dijual kepada pemenang tender terbatas yang diselenggarakan pada akhir tahun 2008, yaitu Petro-Diamond Singapore Pte. Ltd. dan Petro-Diamond Co. Ltd. Hongkong, keduanya merupakan anak perusahaan dari salah satu pemegang saham pengendali tidak langsung Perseroan, Mitsubishi Corporation, sedangkan pada tahun 2008, dijual kepada Itochu Petroleum Co.(Pte) Ltd.
Penjualan rata-rata gas alam Perseroan pada tahun 2009 adalah 101,61 BBTUPD, menurun sebesar 0,48% dari 102,10 BBTUPD di tahun 2008. Penurunan ini terutama disebabkan dihentikannya penjualan gas ke kilang Metanol di Pulau Bunyu yang dimiliki oleh PT Pertamina (Persero) dan dikelola oleh Perseroan sejak bulan Maret 2009, belum terealisasinya penjualan gas Singa dan Keramasan ke Jawa, serta dijualnya seluruh saham Perseroan di anak perusahaan yang memegang hak partisipasi di Blok Kakap.

Petroleum Gas (LPG) di Kilang LPG milik Perseroan, oleh karenanya volume
penjualan LPG ke PT Pertamina (Persero) di tahun 2009 juga menurun menjadi 45,24 ton per hari dari 45,34 ton per hari di tahun 2008. Sesuai dengan komitmen Perseroan untuk senantiasa mendukung kebutuhan gas Nasional, hampir seluruh produksi gas alam Perseroan disalurkan untuk memenuhi kebutuhan gas yang diperlukan Pemerintah, seperti pabrik pupuk urea milik PT Pupuk Sriwijaja (Persero), dan
As a result of the declining crude oil production in 2009, the daily average sales volume of crude oil of the Company also declined by 16.14% to 34,738 BOPD, compared to the daily average sales of crude oil in 2008 of 44,690 BOPD. Crude oil entitlement of the Company was sold to potential offtakers through open tender. In 2009, all of the crude oil entitlement of the Company was sold to the winning bidder of the open tender that was carried out at the end of 2008, which were Petro-Diamond Singapore Pte. Ltd. and Petro-Diamond Co. Ltd. Hongkong, both of which are subsidiaries of one of the Company’s indirect controlling shareholders, Mitsubishi Corporation, whereas in 2008, the sale went to Itochu Petroleum Co.(Pte) Ltd.
The Company’s average sale of natural gas in 2009 amounted to 101.61 BBTUPD, a declined of 0.48% from 102.10 BBTUPD in 2008. The decline was primarily due to the cessation of gas sales to the Methanol Plant on Bunyu Island owned by PT Pertamina (Persero) and managed by the Company since March 2009, as yet unrealized gas sales from Singa and Keramasan to Java, and the divestment of all of the Company’s shares in the subsidiary company that holds a participating interest in the Kakap Block.
The decline of crude oil production in the Rimau Block resulted in the decline of the volume of associated gas that is processed into Liquefied Petroleum Gas (LPG) at the Company’s LPG Plant, as of a result of which the LPG sales volume to PT Pertamina (Persero) in 2009 also decline to 45.24 tonnes per day from 45.34 tonnes per day in 2008.
In line with the commitment of the Company to support the National gas supply, virtually all of the Company’s natural gas productions are distributed to meet the national gas demand, such as that of the urea fertilizer plant of PT Pupuk Sriwijaya (Persero), and the power generating plants of
